Heat networks have an important role to play in meeting the targets set out in our Heat in Buildings Strategy, including contributing to ensuring that at least 1 million homes and the equivalent of 50,000 non-domestic buildings are connected to zero emission heating systems by 2030. Our climate change targets are supported by the Heat Networks (Scotland) Act 2021, which sets out a target of supplying 6 terawatt hours of thermal energy through heat networks by 2030.

Funded by the Scottish Government and West Dunbartonshire Council, the Queens Quay District Heat Network is already being held up as an excellent example, having won multiple industry awards. It’s important that the lessons learned and successes are carried forward to future heat network projects by the partners and contractors involved, including the Scottish Government. However, we should also remain open to other types of heating systems utilising other sources of heat, such as recovering waste heat, to ensure our heat networks are as efficient and affordable as possible.

We are providing a platform for this by increasing our investment in heat networks with the launch of the £300 million Scotland’s Heat Network Fund. The Fund offers long-term support to enable the rollout of new zero emission heat networks and aims to stimulate investment. We have recently launched Scotland’s Heat in Building Development Funding Invitation, making £1 million of pre-capital support available. This will close to new applications on 31 st May 2022. We recognise the importance of providing this development support and will establish a fuller heat network support unit later this year.

We recognise that our targets for heat network deployment will require a substantial growth in supply chains. Our significant investment through the Heat Network Fund will help kick start the supply chain in Scotland, creating high quality and green jobs.

The Heat Networks Delivery Plan, published March 2022, outlines further steps that the Scottish Government will take to accelerate the development of heat networks across Scotland. We will work with local government to put in place Local Heat and Energy Efficiency Strategies which identify areas particularly suitable for heat networks, and to designate heat network zones for development. We will also implement the Heat Networks (Scotland) Act 2021, putting in place a functioning regulatory regime by early 2024.

The Scottish Government continue to actively monitor SEPA via agreed milestones within its Annual Operating Plan. This will be key to ensuring SEPA continue to maintain a high degree of environmental protection as referred to in S6W-07720 on 9 May 2022 .

Proposals for the schemes set out in the Flood Risk Management Plans are still at an early stage and it is not possible to provide a total projected cost at present. Costs are revised over time as designs are finalised and more detailed investigations are carried out, and as new information emerges.

The following schemes are under construction.

No final funding decisions have been made about actions or schemes proposed in the Flood Risk Management Plans published by SEPA in January 2021.

A joint Scottish Government/COSLA Flood Risk Management Working Group has been set up and is considering funding arrangements for flood risk management actions going forward. It will put recommendations to the joint Scottish Government/COSLA officers’ Settlement Distribution Group with Ministers and Council Leaders’ subsequently being provided with advice later in 2022.

The local flood risk management plans, which are due to be published by December 2022, will provide more detail on how the actions set out in the flood risk management plans for 2022-2028 will be delivered including who will lead them and how the actions will be coordinated with other organisations. They will also provide further information on when the actions will take place and how they will be funded.

The Scottish Government will publish the new Global Affairs Framework today.

The Global Affairs Framework sets out the values and principles underpinning the Scottish Government’s international work and the basis on which the Scottish Government will prioritise its international activity.

The framework aligns our international activities with our overall approach and priorities, notably: supporting progress to meet our child poverty targets, addressing climate change and securing a stronger, fairer, economy. We are also determined that Scotland should be a good global citizen, making a constructive contribution to addressing global challenges.

For any government, the global and regional context inevitably impacts on the achievement of domestic objectives. That is why it is imperative that Scotland becomes more active internationally.

SEPA remains impacted by the cyber-attack and significant work is ongoing to build back. SEPA’s approach is to accelerate improvements already underway by building new systems and ways of working that will set it up for long term success. This includes a digital transformation that enables services to be more accessible online, making it quicker and easier for communities and businesses. SEPA will shortly publish its 2022-23 Annual Operating Plan setting out its priorities for the year ahead.

The Scottish Government collects data relating to individual temporary accommodation placements (associated with homelessness applications) through the HL3 data collection. This includes information on whether or not placements have been in breach of the Unsuitable Accommodation Order (UAO).

Comprehensive HL3 data is available for all local authorities from 1 April 2017. The most recent data available is up to 30 September 2021.

Prior to 5 May 2020, a breach occurred when a household with a pregnant women and/or child was in unsuitable temporary accommodation for more than 7 days. From 5 May 2020, this was extended to all homeless households. Therefore, breaches data pre and post 5 May 2020 are not directly comparable.

Various temporary exceptions were introduced from May to September 2020 to allow local authorities to provide households with accommodation in response to COVID-19. These exceptions were still in place by September 2021. Where an exception applied, a breach did not have to be recorded.

As a result of uncertainty caused by the extension of the legislation falling at the same time as the introduction of the exceptions, there was increased scrutiny of the data. This uncovered inconsistency in the practice of reporting and recording breaches across local authorities, including prior to May 2020. Therefore, data on the number of breaches should be treated with caution.

Following identification of this inconsistent recording practice, the Scottish Government issued clarification to local authorities in January 2022. Clearer, more explicit HL3 guidance with worked examples is also being prepared to minimise different interpretations of the legislation and ensure consistent reporting.

The tables below provide the number of UAO breaches recorded in the HL3 return by local authority and by month from 1 April 2017, when comprehensive coverage began, to 30 September 2021.

Figures have been rounded to the nearest five for disclosure control purposes, with the except i on of zeroes – which are denoted by ‘.’ – and values of 1, 2 and 3 - which are denoted by ‘<4’.

The sum of the monthly totals may not match published quarterly figures due to rounding.

Only local authorities with at least one breach from April 2017 to September 2021 are included in the tables. If a local authority is not included, this is because they have no reported breaches over this period.

Number of temporary accommodation placements that have been in breach of the Unsuitable Accommodation Order, by local authority

The Scottish Government’s draft National Planning Framework 4 (NPF4) set out how our approach to planning and development can achieve a net zero, sustainable Scotland by 2045. The draft NPF4 included green energy policy 19 which would support renewable energy development other than in National Parks and National Scenic Areas, subject to an assessment of their impacts on a case by case basis. Criteria for assessing proposals were also set out, including impacts on communities and individual dwellings.

The Parliamentary scrutiny period and public consultation on Draft National Planning Framework 4 has now concluded. Responses received are now being analysed and will inform the finalised NPF4, which will be submitted for Parliament’s approval, prior to adoption by Scottish Ministers.

Improving equality and eliminating discrimination across Scotland is one of the six high level outcomes of National Planning Framework 4 (NPF4). In our draft NPF4, we sought to make clear that we want Scotland’s future places to support health, wellbeing and safety for all.

We are aware of concerns expressed by organisations such as The Royal National Institute for Blind People, suggesting that the policy on liveable places does not focus sufficiently on the needs of people with disabilities. We are currently considering the responses received to the consultation and how to make more explicit reference to a wider range of societal groups in the final version of NPF4, which will be presented to the Scottish Parliament for approval.
