The eLearning module, “Equality and the Role of Board Members in Meeting the Public Sector Duty”, is available through NHS Education for Scotland. While this is not a mandatory module, it is recommended to all Board Members. This was promoted to NHS Board Chairs in July 2022 and all NHS Board members and staff can access the module.

The Climate Justice Fund aims to support communities facing the impacts of climate change under a justice-based approach. The decision to allocate £2m of it to address loss and damage was based on the scale of the need, the lack of funding from others, and the influence the additional funding would have on other governments and organisations to commit funding to address loss and damage.

The £2 million for loss and damage aims to increase ambition and accelerate global action and to influence the global agenda on the issues of loss and damage and climate justice. It has funded the programs outline in the response to question
‎ S6W-13351 on 10 January 2023 .

An additional £5 million on loss and damage was subsequently allocated on the basis that the initial £2m was effectively supporting communities (based on feedback from global stakeholders and evidence from ongoing quarterly monitoring of the programmes) and that a specific allocation on non-economic loss and damage would both support vulnerable communities and bring focus to an area that was under-researched and under-funded. The need for more to be done to both understand and address non-economic losses and damages, in particular as experience by women, was one of the key insights from the Scottish Government hosted October 2022 loss and damage conference as well as from ongoing consultations with our partners.

The £7 million on loss and damage does not meet the scale of the global need. But it does allow the funding of pilot projects that support communities and the building of an evidence base of what works that will strengthen both Scottish Government’s and global partners’ future work. It has also played a role in unlocking funding commitments from other governments and organisations. While Scotland was the first country to commit funding to loss and damage, the global commitments to fund loss and damage have grown to over $300m.

Following the recent publication of the draft biodiversity strategy, a delivery plan is now being developed and this will include the development of an investment plan. The delivery plan is being led jointly by Scottish Government and NatureScot officials, drawing on engagement from key policy areas and across a wider network which includes significant stakeholder engagement. No expenditure has therefore been directly devoted to the development of the Biodiversity Investment Plan yet.

There are currently no plans for the Network Support Grant to end in March 2023. The Network Support Grant replaced both BSOG and emergency COVID support grants from 1 April 2022.

The Network Support Grant Plus was always a temporary fund, designed to further support operators as we emerged from the pandemic, due to the pressure still experienced, and to aid recovery. The Network Support Grant Plus was extended in both July and October, coming to an end in March brings us into line with the end of the funding in England and Wales.

It is important that the support we give transport operators continues to evolve to make sure it remains fit for purpose and is sustainable long term. Support is also provided to bus operators through our concessionary travel schemes which allows free bus travel to all children and young people under 22 as well as disabled people and everyone over 60. We also provide support to operators to decarbonise their bus fleet, assisting them with the purchase of zero emission buses and charging infrastructure through our Scottish Ultra-Low Emission Bus Scheme and the Scottish Zero Emission Bus Challenge Fund.

The intent of the Network Support Grant is to support the bus network and it is up to operators to use their own commercial judgement and decide which individual routes they run in the open de-regulated market, as established by the Transport Act 1985. Scottish Ministers have no powers to intervene.

No organisations or individuals have provided paid consultancy services in relation to the development of a Biodiversity Investment Plan.

Spend on the digital front door will come from the Digital Health and Care budget, which is £99.6m for 2022-23. Further details can be found in the answer to question S6W-13979 on 30 January 2023. Architecture and Design Scotland originally identified 154 towns to be part of its Climate Action Towns project as set out in the following table.

All health and care systems are tested during development, implementation and rollout, and this is a critical part of the process for all technologies in use. All health boards have test environments or suitable processes in place to do this which is supported by national test infrastructure, environments and resources from NHS NES and NHS NSS. If I can refer the member to response in S6W-14170 on 7 February 2023. It is not possible to give an exact figure on how many new health and care technologies have been tested due to the wide range of activity and the multiple organisations involved in testing since 2007.

My officials have been in contact with the relevant local transport authorities in respect of bus services between Dumfries and Edinburgh. Regarding the 101/102 service, Houston's Coaches have had a bid approved by SPT, Scottish Borders Council and Swestrans for 3 years with a start date of 1 April 2023. SPT are currently working with Houston's to finalise the contract. Scottish Ministers, however, do not have the power to intervene directly in the provision of bus services due to the de-regulated bus market, which has operated across the United Kingdom since the 1980s.

The award winning Great Tapestry of Scotland (GToS) is an excellent example of the Town Centre First Principle (TCFP) in practice. This principle has been embedded in the recently approved National Planning Framework (NPF4), so that future planning decisions will help to guide development to locations that support tourism and regeneration of our towns.

The Scottish Government is also supporting local authorities, businesses, and communities to promote regeneration within towns including through the Place Based Investment, Vacant and Derelict Land and Empowering Communities Programmes. In particular, on 6 February, it was announced that 15 projects, across Scotland, have successfully secured around £10 million funding, from the Vacant and Derelict Land Investment Programme, to prioritise the reuse of such land as well community regeneration and town centres.
