If the Ministry of Defence objects to an application for consent for a wind farm which impacts on the Eskdalemuir seismic array, then the Scottish Government would not proceed to consent the application unless that objection is withdrawn.

In cases where further information is provided by an applicant or changes are made to a proposal to overcome an objection, there will be further consultation to establish if the Ministry of Defence are content to remove their safeguarding objection.

The report shows that staff across schools are committed to promoting positive relationships within an inclusive environment and seek to prevent and address bullying.

We take the findings of the report very seriously and have put in place a range of actions immediately to respond. We have begun a review of our national anti-bullying guidance, Respect for All, and have established a working group of key stakeholders to support us in this.

HM Inspectors will undertake a second phase of the thematic inspection which will look at good practice in how schools are responding to bullying. Education Scotland will publish this report later this year. The findings will inform our future work.

We are engaging with the Teachers Panel and with teaching unions to discuss their experiences and how we could better support schools and pupils. The fifth wave of our Behaviour in Scottish Schools Research started in February and will provide a robust national picture of current relationships and behaviour. We will use this research and engagement with stakeholders, including the Scottish Advisory Group for Relationships and Behaviour in Schools, to inform the development of further future policy, guidance and support for schools and school staff.

Scotland’s seabird populations are an important part of our natural heritage and their protection is a high priority for the Scottish Government.

We recognise that Highly Pathogenic Avian Influenza has had a substantial impact on wild birds and comes at a time when seabird populations in Scotland and globally are facing increasing challenges from a range of anthropogenic and natural pressures. The Scottish Government is working with the Scottish Avian Influenza Task Force to monitor and respond to HPAI on wild birds. This includes development of the HPAI in wild birds response plan which sets out the approach that the Scottish Government and its agencies will take to respond to an outbreak of HPAI in wild birds in Scotland.

However, further action is required to build resilience in our seabird populations. Through the UK Bycatch Mitigation Initiative we will take action to reduce and where possible eliminate bycatch of sensitive marine species, including seabirds, in UK fisheries. Research is being undertaken into the impacts of seabird bycatch in Scottish longlines and we are working with the sector on implementing mitigation and continue to gather data through onboard observers.

The developing Scottish Seabird Conservation Strategy will play an important role in identifying further actions to help optimise the conservation prospects of seabirds in Scotland from existing and emerging threats, including disease threats, such as avian influenza. We aim to consult on the strategy in due course.

An assessment of participation - defined as the proportion of registered patients who saw a dentist in the last 2 years - needs to be seen against the backdrop of pandemic restrictions to March 2022.

Since April 2022, with the relaxation of restrictions, NHS dentistry has averaged more than 300,000 courses of treatment per month, an increase of 40 per cent in NHS dental activity compared with 2021-22.

The latest report from Public Health Scotland on participation rates (as at 30 September 2022) shows rates increasing for the period March to September 2022 following the emergence from pandemic restrictions.

The Access Bikes scheme closed in February 2022. During the life of the scheme, 348 people expressed an interest, 43 people advanced to the application stage and 4 of those applications were successful and received a loan.

We do not hold information on mileage travelled by the recipients, but from follow-up surveys for the new Access Bikes scheme running since April 2022, we can confirm that 76% of scheme recipients have swapped car journeys for bike journeys.
