To ask the Scottish Government, further to the answer to question S6W-12034 by Michael Matheson on 28 November 2022, what steps it is taking to address any uncompetitive government support for refund guarantees and performance bonds that are inhibiting the growth of commercial shipbuilding in Scotland relative to other countries.
Answer
The Scottish Government supports the growth of commercial shipbuilding in Scotland and has welcomed the UK Government’s intention to introduce a Home Shipbuilding Credit Guarantee Scheme (HSCGS) as part of the National Shipbuilding Strategy Refresh.
We look forward to the launch of the HSCGS and once the final details are known we will work with the industry to establish how best to utilise the scheme and maximise its potential to support the growth of commercial shipbuilding in Scotland.

To ask the Scottish Government what evaluation it has carried out on the effectiveness of the Scottish Prison Service's (a) assessments for and (b) support for and/or treatment of (i) substance use and (ii) mental health issues for remand prisoners, and whether this has been published.
Answer
The Scottish Government published prison population health needs assessments for mental health and for substance use ( Prison population health needs: synthesis report - gov.scot (www.gov.scot) and Prison population health needs: synthesis report - gov.scot (www.gov.scot) . These reports aim to provide stakeholders, including the SPS, with a better understanding of the health needs of the prison population and help align services to support people whilst in prison, along with their transition into and out of prison custody.
The SPS is currently working in partnership with mental health experts to co-produce a revised mental health strategy for those in custody.

To ask the Scottish Government how many Historic Environment Scotland sites (a) are earmarked for closure and (b) will receive a decrease in funding over the next 12 months.
Answer
Historic Environment Scotland is currently undertaking a prioritised inspection programme on each Property in Care affected by High Level Masonry issues. Access restrictions, while regrettable, remain necessary to prioritise the health and safety of staff, contractors and visitors. Each assessment will study the condition and impact of climate change on the site and will inform a subsequent programme of repairs and conservation work at affected properties.
I understand from Historic Environment Scotland that there are no further sites due to be closed due to High Level Masonry issues in the next 12 months.
The amount of resource allocated to each property in care is determined by Historic Environment Scotland under its operating plans.
