The Scottish Government welcomes the publication and recommendations of The Nursing Workforce in Scotland report by RCN Scotland.

NHS Boards are responsible for ensuring they have local policies in place to recruit effectively and retain their staff. They are supported in this through the Scottish Government’s National Workforce Strategy, which sets out the actions it will take in partnership with Boards to plan, attract, train, employ and nurture the health and social care workforce.

This has included completing a review of career pathways for healthcare support workers and publishing a national education and development framework, in November 2022, which provides information on how to progress into a registered practitioner role.

Our recently established Nursing and Midwifery Taskforce will also build on efforts to make Scotland the best place for nurses and midwives to work by developing plans for recruitment and retention. The Nursing Workforce in Scotland Report, and its recommendations, will be considered by the taskforce as a part of its work.

Over the summer we will continue to work with stakeholders, including the Royal College of Nursing, to develop a Mental Health and Wellbeing Workforce Action Plan.

The Scottish Government, through the National Workforce Strategy for Health and Social Care, has set out a number of short, medium and longer term actions that seek to progressively improve the quality of our health and social care workforce data, and its analysis. Further detail is set out in Part III of the strategy, 'Action', which can be found at: National Workforce Strategy for Health and Social Care in Scotland (www.gov.scot)

The figure of £1.3 billion was included in the 2021 Green Finance Institute (GFI) report on the finance gap for nature related outcomes, and was for estimated woodland creation and maintenance costs up to 2031. Costs are calculated by multiplying the total target area of woodland to be created (as specified by the Climate Change Plan 2018 – 2032) with a unit cost per area for planting and, separately, subsequent maintenance. This figure is in line with estimates by Scottish Forestry, who were also represented on the project board for the GFI report. It should be noted that nature restoration costs can vary significantly between individual sites (the type and size of intervention, location and existing condition all being factors) and that a cost estimate for the whole of Scotland gives only a partial representation of restoration needs. The next Climate Change Plan will set out the costs and benefits of the policies it contains and will include details on financial costs of policies, including those in the forestry sector.

Arrangements are being made to hold the next meeting of the Orkney Islands Council Ferry Replacement Task Force soon. The minutes will be published on the Transport Scotland website in due course. I also plan to visit Orkney during summer recess where I will discuss the council's plans for its fleet replacement.

The Scottish Government remains committed to delivering Anne’s Law and the National Care Service (Scotland) Bill will further support the rights of people living in adult care homes to connect with their loved ones.

The National care service will have a responsibility for planning services and setting standards, with Scottish Ministers being responsible for social care and support. The design and delivery of the National Care Service will have human rights embedded throughout, that everyone should have access to consistently high-quality care and support and it’s right that Anne’s Law is a part of that. We are not considering decoupling the Anne’s Law provisions.

However, we are also committed to doing what we can now to implement the aims of Anne’s law using existing powers. For example the Health and Social Care standards were updated in April 2022 along with the associated inspection framework for care homes. Public Health Scotland’s visiting guidance has also been updated to broaden the scope for visits even during an outbreak situation. Taken together, these measures have resulted in 99% of care homes in Scotland reporting that they are supporting indoor visiting. The Scottish Government, in anticipation of the Scottish Parliament passing the National Care Service (Scotland) Bill, will work with all interested parties to maintain this figure and will also work to address any isolated issues should they emerge.

Table 1 shows the number of ATM sites in receipt of 100% rates relief through the Small Business Bonus Scheme since 2018.

sport scotland’s provisional allocation of up to £5m for the development of a potential tennis facility at Park of Keir remains in place.

However, at this stage,a full application for a tennis facility at Park of Keir has not been received. Any decision on whether to make a capital award and the appropriate level of any award will only be taken on completion of a full application (as outlined in response to S6W-05651 on 20 January 2022).

Scottish Government is committed to implement payment reform from 1 November 2023. It was confirmed to the sector on 20 March 2023 that the timeline for the payment reform showcase was necessarily delayed by the process to replace the First Minister. The sector retains financial support until 31 October to support the delivery of services until the implementation of payment reform.

The current position is that the payment reform discussions with the British Dental Association (BDA) have begun on 10 May 2023. It is intended to that an announcement to the dental profession will be available in early summer.

Forestry and Land Scotland (FLS) take the protection of priority species within our woodlands, such as red squirrels, very seriously, and when appropriate conduct their operations out with the Red Squirrel breeding season to avoid disturbance.

FLS adhere to the industry guidance set by the Scottish Government forestry regulator, Scottish Forestry, and where necessary apply for and follow the species licencing process regulated by NatureScot. They are recognised as a trusted and competent land manager and have an agreed licencing process in place that reflects that recognition.

FLS have rigorous planning systems, checks and procedures with accompanying guidance to ensure all regulations and licence requirements to protect species are followed.
