The number of patients that have been or are on the active kidney transplant waiting list as of 31 March each year since 2016 in the NHS Ayrshire and Arran and the Inverclyde local authority postcode areas is as follows:

The 32,200 figure quoted in response to FOI/202200330247 is the number of premises in the Highlands and Islands Region currently planned to be connected upon completion of the Scottish Government Reaching 100% (R100) North contract. As of the 30th November 2022, a total of 2,056 premises in the Highlands and Islands Region have already been delivered through the R100 North contract build.

The £600 million R100 contract build is a huge civil engineering undertaking which is delivering gigabit-capable broadband infrastructure across some of the most challenging terrain in Scotland, with over 114,000 premises currently expected to be connected upon completion. The contracts are delivered in phases that have been designed to maximise efficiency and support wider network configuration.

b) The Bioenergy Expert Panel has still to be assembled, and we are currently reviewing when and how it will be established.

The Scottish Government has supported the development of many urinary tract infection (UTI) resources to support people with these conditions and reduce the risk of infection. This includes evidence-based information and support available on the symptoms, treatment and prevention of UTIs on NHS Inform . We have also supported local access to support through the development of Pharmacy First in community pharmacies across Scotland which allows women with less complex UTIs to access free advice or treatment where appropriate.

We expect all healthcare workers in Scotland to follow best practice when providing care for people with UTIs. In support of this, guidelines on management of suspected UTIs were developed by the Scottish Intercollegiate Guidelines Network (SIGN) in 2020. These support clinicians to provide advice to patients and carers on appropriate treatment, risks and lifestyle and behaviour issues which can support management and prevention of UTIs. The guideline was accompanied by supporting materials for clinicians and patients to improve dissemination and engagement with the new guidelines including a quick reference guide and patient booklet.

The Scottish Government is not involved in provision or installation of smart meters. Regulation of energy markets is reserved to the UK Government and subsequently the smart meter programme is owned and led by them.

There are currently no rights for a prospective tenant at the point of signing a (a) private residential and (b) Scottish secure tenancy to request that a (i) credit and (ii) smart meter be installed in the property.

It would be for the account holder to arrange with the energy supplier to install the required equipment. In the majority of cases the account holder would be the tenant.

Smart meters have an important role to play in helping the Scottish Government achieve our aim of increasing energy efficiency across Scotland as well as helping consumers manage their spend on energy. At the recent energy summit chaired by the First Minister, we committed to working with partners to increase the number of households with smart meters in Scotland, with a focus on rural areas, by highlighting the benefits they can deliver in terms of both energy bills and energy efficiency. As part of this work, we will continue to call upon BEIS and Ofgem to take the necessary action to ensure all households eligible for a smart meter have the opportunity to install one in their home.

The Glasgow Science Centre (GSC) is owned by the GSC Charitable Trust, a wholly owned subsidiary of Scottish Enterprise (SE). The Scottish Government is providing £5.5 million to SE to cover refurbishment work to GSC’s main buildings. A further £800,000 has been allocated to the work from SE’s budget. The work includes replacement of the titanium roof covering, installation of a new building management system and partial renewal of external glazing. The work does not include the IMAX Theatre.

According to the 2019 Scottish House Condition Survey, 17% of all households in Scotland have a pre-payment meter and 33% have a smart meter.

35% of owner occupied households have a smart meter and 5% have a pre-payment meter. Around 20% of private rented dwellings have smart meters and 21% have pre-payment meters. In the social sector, 33% of households have smart meters and 43% have pre-payment meters.

However, the Scottish Government does not collect any data on households with standard credit meters.

The Energy Saving Trust maintains the Renewable Heat Database for the Scottish Government. The following table presents figures for the number of renewable heat installations in homes in the Highlands and Islands over the past five years using Microgeneration Certification Scheme (MCS) data.

The figures in the table above come with the following caveats:

• MCS certification is not a mandatory requirement, so MCS data does not capture all small-scale renewable energy installations in Scotland. However, as MCS is often a route to government incentives, it is likely to represent a significant proportion of deployment.
• Most installations registered with MCS are in the retrofit market. However, MCS may capture some new-build installations if contractors have chosen to register their installations with MCS.
• The number of installations above may include a small number of non-domestic installations which could not be cross-referenced against non-domestic Renewable Heat Incentive (RHI) data. This is unlikely to significantly impact the numbers as MCS data is skewed towards domestic installations.

We know that meeting our interim climate change targets will need over 1 million homes across Scotland to convert to zero emissions heat by 2030. This is not split by region in order to allow a flexible approach that can meet our targets as efficiently as possible. In the meantime, we are providing additional support to rural and island communities to reflect the higher costs of installation.

Anyone supporting a family in desperate need should refer them to their local authority or a health professional such as a health visitor or midwife in order to make sure they are getting the holistic support they need, including financial advice and a referral to cash-first crisis supports such as the Scottish Welfare Fund.

Prioritising cash-first in response to food insecurity is in line with a human rights approach and consistent with UNICEF guidance. Following on from last year’s consultation, we are publishing our plan on ending in the need for food banks later this winter – this restates our commitment to this ambition and to continuing to work urgently with partners to strengthen cash-first support available.

The UNICEF guidance does not prevent the purchase and distribution of milk where there is no immediate alternative. UNICEF note that in certain circumstances food banks can make use of crisis funding to support families to purchase the right supply, but they discourage the redistribution of donated milk as this is not a secure, sustainable or appropriate route for ongoing supply.

Scottish Ministers take decisions on wind farm applications that are made to them under section 36 of the Electricity Act 1989. There are two sites for which two or more applications, under section 36 or section 36c of the Electricity Act 1989, have been submitted in the last 5 years. Site is defined ordinarily as an area delineated in red on an application site map, within which the wind farm development will take place.

These applications have been made to vary the proposed wind farm developments which had previously been granted section 36 consent in the last 5 years. These applications are made to Scottish Ministers under section 36c of the Electricity Act 1989. If the variation is approved, it is the varied development that will be built and operated i.e. it cannot be constructed and operated in addition to the originally consented wind farm.

In the last 5 years there have also been four applications made to Scottish Ministers under section 36 of the Electricity Act 1989 to extend wind farms, which had previous applications submitted and consented in the last 5 years, by adding additional wind turbines. Some of these applications will use part of a site already consented as the wind farm they are extending.

Wind farms that generate less than 50 megawatts of electricity do not require section 36 consent from Scottish Ministers but are instead determined by the local planning authority. Detailed information on wind farm applications which have been made to local planning authorities over the last five years is not held centrally by the Scottish Government.

The right to appeal certain decisions made by local planning authorities is an important part of the planning system. The vast majority of appeals are decided by an independent reporter from the Planning and Environmental Appeals Division (DPEA) of the Scottish Government. In the last five years there have been four wind farm appeals on sites for which there had been an earlier appeal on the same site. In two appeals the later appeal related to a smaller scheme and in the other two appeals the later appeal related to appeals against conditions imposed on the earlier decisions.
