To ask the Scottish Government whether it will provide a breakdown of all planned foreign ministerial visits for 2023.

Scottish Government officials make provisional overseas travel plans as part of official government business diary management and planning for Ministers. Until the date of the visit, these are provisional and contingent on Parliamentary Business and other commitments and issues arising.

To ask the Scottish Government how many patients and residents currently being cared for by health and social care services (a) do and (b) do not have access to free Wi-Fi (i) at their bedside and (ii) in public areas within their healthcare setting, broken down by NHS board.

The Scottish Government does not hold this information centrally.

All Health Boards have a responsibility to ensure that that Wi-Fi is of a sufficient standard to support both patients and staff to have access to connectivity.

In 2019, Scotland undertook its first digital maturity assessment across health and social care which helped to prioritise key areas for investment. A further assessment is due to take place later this year which will include consideration of availability of Wi-Fi that we expect to inform further priorities.

There is no centrally held resource providing information about the Wi-Fi provision for residents in care homes. However, data obtained from participating care homes on the programme of work to fulfil the Digital Approaches in Care Homes Action Plan has indicated that an estimated 55% of care homes have Wi-Fi access throughout the premises, 38% have only partial Wi-Fi coverage, and 9% have no Wi-Fi access for residents.

Our digital in care homes programme was launched to complement the Connecting Scotland digital inclusion programme. It saw over 75% of all adult and children's care homes in Scotland take up the offer of digital devices, data packages, connectivity improvements and skills. This included providing increased Wi-Fi/MiFi capabilities for those who required this. The homes who took up this offer cover over 90% of all care home residents in Scotland with devices being used to help residents to remain connected to friends and family and to access key services such as the NHS.

To ask the Scottish Government what progress it has made on implementing the commitments of the Respiratory Care Action Plan.

Since publication of the Respiratory Care Action Plan in 2021, we have established the Scottish Respiratory Advisory Committee (SRAC) to provide governance and oversight of its implementation.Three priority areas for Year 1 were identified by the SRAC and progress to date includes:

Formation of the Pulmonary Rehab (PR) sub-group, comprised of clinical specialists and service managers from across Scotland, to develop ‘Best practice guidance’ for delivery of PR services.
Formation of a Child to Adult Transition group to develop best practice guidance for transitions in Asthma services initially.
Workshops held to agree a way forward with respiratory data.

To ask the Scottish Government what its response is to the recommendations in the Inland Waterways Association 2022 report, Waterways for Today.

The Scottish Government notes the recommendations included in the Waterways for Today report and recognises the importance of the issues raised by the Inland Waterways Association. The report highlights some of the positive work that Scottish Canals has undertaken in recent years, including the groundbreaking Glasgow Smart Canal.

Scottish Canals has benefitted from significant increases in Grant in Aid awards in recent years. Since 2019, the Organisation has received an annual uplift in resource funding from the Scottish Government and substantial increases to the capital grant allocation. This highlights the value that the Scottish Government places on Scotland’s canal network.

To ask the Scottish Government whether Amey, North Ayrshire Council or both are responsible for keeping the A78 free of detritus from Gailes to Skelmorlie.

Under the Environmental Protection Act 1990, litter collection and clearing detritus is the responsibility of the Local Authority even when the road is a trunk road (but not a motorway or specified a ‘Special Road’ that has particular regulations which dictate permitted vehicle use). Consequently, the responsibility for clearing litter and detritus on the A78 remains with North Ayrshire Council.

To ask the Scottish Government what plans there are to evaluate the virtual health treatment tool, Near Me, and whether any such evaluation will involve service users.

Near me video consulting service has been evaluated from 2 separate occasions but the university of oxford. See links –

To ask the Scottish Government, further to the answer to question S6W-13529 by Maree Todd on 16 January 2023, how often the Scottish Public Health Workforce Development Group meets; when it last met, and who the members of the group are.

The Scottish Public Health Workforce Development Group last met on 11 January 2023 and meets approximately every two months.

The Group members are representatives from the Scottish Directors of Public Health, NHS Education for Scotland, the Registrar Public Health Group, the Royal Environmental Health Institute of Scotland, Voluntary Health Scotland, Public Health Scotland, the Committee of the Faculty of Public Health in Scotland, Scottish Government (Health Workforce/Health Improvement/Health Protection), the Scottish Health Promotion Managers Group, COSLA and the Scottish Community Development Centre.
