To ask the Scottish Government how it engaged with (a) black and minority ethnic people in Scotland, (b) race equality groups and (c) National Human Rights Institutions (NHRIs) in the drafting of Scotland's input to the 2023 UK state report to the UN Committee on the Elimination of Racial Discrimination.

We routinely engage with a range of stakeholders in our work across Scottish Government, including work to implement the recommendations and observations of the Committee.

The UK's State Report covers the measures that have been adopted, by Government, relating to the rights described in the Convention, and on the progress made in upholding them. Scottish Government did not engage with these groups for the specific purpose of providing our updates to the UK Government for inclusion in their State Report, due to the nature of the reporting process.

Scotland is determined to play our part in eradicating racism, inequality and injustice – and in building a better, fairer world. Specifically, the Race Equality Framework demonstrates our commitment to eliminating racism – our Vision for a fairer Scotland is that by 2030 Scotland is a place where people are healthier, happier and treated with respect, and where opportunities, wealth and power are spread more equally.

To ask the Scottish Government how many recommendations of the Good Governance Steering Group have been implemented since its inception.

The Scottish Government has implemented the following recommendations since the Good Governance Steering Group’s inception in 2015:

Trade Union nominees will be added to the boards of the incorporated colleges, the GCRB and the Lanarkshire Board, in addition to the elected staff representatives.

To ask the Scottish Government what the current status is of the Climate Emergency Economic and Investment Leadership Group that was announced in the Climate Emergency Skills Action Plan.

The Climate Emergency Skills Action Plan (CESAP) provided an important springboard for net zero skills planning and significant progress has been made since its publication, notably in strengthening the evidence base through the CESAP Pathfinders, which provides a better understanding of the skills requirements in the transition to net zero, focusing on investment, demand, and provision across the CESAP sectors.

A separate Economic and Investment Leadership Group has not been established however, an Implementation Steering Group (ISG) was established in 2021 to bring together senior experts from across industry, academia, and public-sector agencies. The group has fostered collaboration and promoted innovative approaches in priority sectors for building a fair, green and growing economy.

Significant work has also started on the commitment for Scottish Government to take responsibility for skills planning at a national level and to strengthen regional skills planning. This commitment will be a key mechanism for supporting the transition to net zero.

To ask the Scottish Government what its response is to the Change Mental Health report, The Rural Divide: The Realities of Mental Healthcare for Children and Young People in Rural Scotland, on mental health services in rural areas.

The Scottish Government acknowledges this report and we recognise that people in rural areas can experience particular challenges in relation to their mental health and wellbeing.

We also recognise that CAMHS performance still varies across Health Boards, and we are committed to supporting rural mental health services to develop their workforce, increase service provision and will provide tailored support to those Boards with the longest waits to ensure that those who need care can receive it in a timely manner.

We continue to work closely with all Boards to support them to meet the standard that 90% of patients begin treatment for CAMHS within 18 weeks of referral. This includes regularly engaging with remote and rural Boards and providing them with access to professional advice.
