The Low Carbon Transport Loan (LCTL) is administered by Energy Saving Trust (EST) on behalf of Scottish Ministers. The scheme’s terms and conditions require the loan to be repaid over a term of up to 6 years (depending on the loan applied for). EST can recycle loan repayments to fund further loans in order to maximise the value and impact of the loan funding in supporting Scottish drivers make the transition to EVs.

The funding to support the loan for 2023-2024 is fully allocated. Currently Transport Scotland officials are considering future levels of funding together with the terms and conditions that support these schemes, with the intention to re-open subject to final considerations. The Scottish Government does not receive information on the number of people in Scotland who have loans payable to Erudio Student Loans Company.

The Scottish Government welcomes the publication of the Sands Listening Project: Learning from the experiences of Black and Asian bereaved parents report as an important addition to the landscape of confidential enquiries, audits and other reports that inform the work already underway to address racialised inequalities in maternity. I refer the member to the answer to question S6W-24319 on 29 January 2024 which outlines this programme of work. The existing "Scottish Government Records Management Health and Social Care Code of Practice (Scotland) 2020 has short section on dealing with health records of those who identify as transgender. This links to guidance from the Medical and Dental Defence Union of Scotland, the General Medical Council and NHS National Services Scotland (NSS). It was recognised in 2020 that it was an area under development, and subsequently the Scottish Government's Chief Statistician issued guidance for public bodies on the collection of data on sex and gender (2021). The draft Records Management Code of Practice for Health and Social Care, due out in the spring of 2024 aims to incorporate the Chief Statistician's guidance along with feedback from stakeholders and provide further guidance to NHS Boards.

Creative Scotland provides funding to the Four Nations International Fund which fosters greater collaboration between cultural practitioners and/or organisations in England, Northern Ireland, Scotland, and Wales together with international partners based in Europe and beyond.

The fund has a combined budget of £320,000 with co-investment from Arts Council England, Arts Council Northern Ireland, and Arts Council Wales / Wales Arts International.

The Scottish Government does not allocate fully registered teachers to local authorities. Statutory responsibility for the recruitment and employment of teachers and all other support staff in local authority schools sits with individual councils.

Probationer teachers progressing through the Teacher Induction Scheme (TIS) are placed with local authorities through an allocation process. This is a placement and not employment. Where the number of probationers exceeds the number of places offered initially by local authorities these are subsequently allocated on a supernumerary basis. As previously indicated in answer to S6W-23885 this number was initially 626. To date there are over 500 deferrals and withdrawals from this year’s initial cohort so the 600 “supernumerary” figure as of May 2023 does not mean there are 600 surplus teachers.

Based on the latest publication of National Statistics on the prison population, the average age of individuals spending any time in prison in 2022-23 was 37.4 years.

NHS Scotland currently offers a whole gene screening panel for hereditary breast and ovarian cancer to test for faults in both BRCA1 and BRCA2 and a range of other target genes. At present, this testing is available to people from specific population groups (including those of Ashkenazi Jewish heritage) if they meet clinical criteria that indicate a higher genetic risk of breast and ovarian cancer.

The Scottish Strategic Network for Genomic Medicine (SSNGM) was established in 2022 to develop a fully considered and sustainable genomic medicine service for Scotland. The SSNGM contains specialist Scottish Genomics Test Advisory Groups (SG-TAG) for both cancer and rare and inherited conditions, whose role is to review and assess the clinical validity and utility of new tests, and changes to the referral criteria for existing tests.

The SSNGM plan to initiate a review of the existing hereditary cancer testing pathways in 2024. This review will include both the referral criteria for our existing genomic test offering and alternative testing methods and will make recommendations via the SG-TAG process.

The Ukraine Longer-Term Resettlement Fund (ULTRF) has so far brought 1238 homes back into use spanning 19 projects with a total investment of over £25 million. Fife Council have not applied to the Fund and therefore no funding has been made available to them through this route.
