The Scottish Government remains fully committed to maximising the important contribution forestry and tree nurseries make in tackling the climate emergency, in the face of the most challenging budget settlement since devolution from the UK Government. The funding provided will support approximately 9,000 ha of new woodland creation; the highest figure in the UK.

Scottish Forestry is in discussion with the sector and will continue to meet with the forestry and nursery sector to ensure we make the most of the resources available. Scottish Forestry is supporting the industry as best we possibly can, including encouragement to increase using plants for restocking and to access other markets outside of Scotland for their high quality stock, helping to create a more resilient business model for the longer term.

The Scottish Government is absolutely committed to embedding anti-racism in education. As part of the Anti-Racism in Education Programme for financial year 2023-24 the Scottish Government provided the following funding aimed at providing anti-racist education. Funding streams for 24-25 will be published in due course.

The Scottish Government consulted on its Report into the Effectiveness of Environmental Governance last year. The report outlines the Scottish Government’s position on maintaining the balance of parliamentary, administrative and judicial roles in decision making on environmental matters. However, the Scottish Government will continue to engage with stakeholders – including those who provided evidence to the Net Zero, Energy and Transport Committee – on environmental governance and environmental justice.

The Scottish Government is committed to increasing access to diabetes technologies.

Between 2016 and 2022, we invested £29.6 million specifically for diabetes technologies. This is in addition to baseline funding to NHS boards. In 2023 we also invested £350,000 to pilot a national onboarding pathway to support roll out across Scotland.

We know there is more to do to increase access to diabetes technology and we continue to work with key stakeholders to determine the best way to do this and how to fund it. This includes working with NHS Lothian, via their clinical leads and Diabetes Managed Clinical Network.

The implementation of the Diabetes Improvement Plan is underway and supported by the Scottish Diabetes Group.

Regarding Priority 8, the Scottish Government has provided £19 million of additional funding to NHS Boards to support the roll out of technologies since 2021. The Scottish Diabetes Technologies & Innovation Group also has a significant programme of work which aims to find new solutions, or scale up existing, and ensures dedicated focus on the delivery of Priority 8.

The future investment in our transport network will be set out in the second Strategic Transport Projects Review (STPR2) Delivery Plan. This will align with the sustainable mode and investment hierarchies. New roads projects will normally only be taken forward where they reduce the maintenance backlog; address road safety concerns or adapt the network to deal with the impacts of climate change or benefit communities such as bypassing settlements.

The impact of climate change is built into Scottish Transport Appraisal Guidance (STAG) with a specific Climate Change criteria introduced in the latest update. As part of this approach two transport modelling scenarios in transport appraisal ensure that the 20% car km reduction target is a key part of the appraisal of transport projects, including road project appraisal. As such, climate change impacts are a key part of our investment decision making processes, including prioritising investment in line with the sustainable investment hierarchy.

We will publish a final 20% reduction in car use route map by autumn 2024 which includes a timeline for implementing demand management. This will include consideration of how local government action can further incentivise the switch to EVs in addition to reducing overall car km.

We will carefully consider the UK Climate Change Committee report recommendations and provide a Scottish Government response in due course.

The information requested on how many colorectal (a) clinical nurse specialists and (b) surgeons were employed by NHS Lanarkshire in 2019 is not centrally available.

Scottish Government (SG) officials have met with Professor Sir Michael Marmot on various occasions during the period April 2021 - April 2024. Professor Marmot’s evidence-based approach to tackle health inequalities underpins the work of our Care and Wellbeing Portfolio and so each engagement has offered important insights into Professor Marmot’s work, helping to inform future policy development.

On 28 June 2022 Government officials met with Professor Marmot to discuss Scottish Government’s Place and Wellbeing Programme and the Care and Wellbeing Portfolio, more broadly, as well as to garner insights into the Marmot cities approach. Since then, officials have engaged with Professor Marmot as part of last year’s Public Health Scotland (PHS) Conference held on 28 November 2023. This included both a short meeting between Professor Marmot and the Permanent Secretary during the conference, plus an evening event in which senior SG officials alongside PHS, Local Government and NHS colleagues discussed priorities to improve Scotland’s health and tackle health inequalities.

In June 2023, SG and PHS soft launched the Care and Wellbeing dashboard as a source of data and intelligence to support the ambitions of the Care & Wellbeing Portfolio. This is structured around the evidence-based Marmot framework Fair Society Healthy Lives (The Marmot Review) - IHE (instituteofhealthequity.org) which looks at the wider social determinants of health, the conditions in which people are born, grow, live, work and age which can lead to health inequalities. Work is underway to integrate this into the Scottish Public Health Observatory ScotPHO profiles (shinyapps.io) (ScotPHO) Online Profiles tool, as a distinct Care and Wellbeing profile, to provide a single repository of public health intelligence to support local action to tackle health inequalities.

The Scottish Government remains eager to learn more from Professor Marmot’s work in our wider ambition to improve health and wellbeing and reduce health inequalities.

Over the past 10 years the number of teachers in permanent posts has remained stable at over 80%, and since 2014 the number of school teachers in post has increased by 8%, from 49,521 to 53,331 in 2023. Our overall teacher ratio is the lowest in the UK at 13.2.

Whilst the recruitment and employment of teachers is a matter for local authorities, we are committed to supporting the recruitment of teachers, and we are providing local authorities with £145.5m in this year’s budget to protect teacher numbers. This additional funding provides assurance of funding for councils and should remove this as a barrier to employing staff on permanent contracts.

The Strategic Board for Teacher Education, which is made up of a range of key education stakeholders, is looking at issues around the recruitment and retention of teachers in Scotland in detail.
