The Scottish Government carries out Equality Impact Assessments on all new policies as required under the Equality Act 2010 and the associated Public Sector Equality Duty (PSED). PSED requires public authorities to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations across all the protected characteristics, including age. These assessments draw upon existing research and data on equality issues, as well as the lived experience of those impacted. Specifically for older people, the assessments analyse and identify any potential impacts using evidence from relevant sources and direct feedback from older people's organisations.

Where relevant impacts on older people are identified through this evidence-based process, mitigating actions are carefully considered. The Scottish Government also directly engages with stakeholder groups representing older people, such as our trusted partners in the Older People’s Strategic Action Forum (OPSAF), to ensure their real-world views and experiences inform policymaking from the outset.

In 2024-25 Skills Development Scotland (SDS) will receive around £200m in funding from The Scottish Government to deliver against our priorities, including our net zero ambitions as outlined in key strategies such as the upcoming Just Transition Plans and Green Industrial Strategy.

The impact assessments for the E&S portfolio were prepared collectively and reflected in the Education and Skills portfolio analysis section in Annex B of the Equality and Fairer Scotland statement available at this link Scottish Budget - gov.scot (www.gov.scot) .

The recommendations made by the UK Government's Animal Welfare Committee are still being considered. Improving aquaculture health and welfare is an ethical responsibility and is one of the main priorities that is enshrined in our Vision for Sustainable Aquaculture.

The Scottish Government is committed to the highest possible welfare standards for animals, including fish. It is now standard practice for all farmed salmon and large farmed trout in Scotland to be killed using a percussive or electrical stunning methods delivering irreversible instantaneous unconsciousness. Small farmed trout are killed using electrical stunning methods and all salmon killing facilities in Scotland operate CCTV on a voluntary basis. These were both recommendations made by the UK Government’s Animal Welfare Committee.

The regulation for the pricing and supply of medicines is reserved to the UK Government. Scottish Government officials worked closely with their counterparts in the UK Government during the 2024 Voluntary Scheme for Branded Medicines Pricing, Access and Growth (VPAG) negotiations with the pharmaceutical industry, however, the devolved administrations were not included in the formal negotiations.

Each FIF partner was distinct in terms of their delivery and approach, which was often demand-driven through referral partner networks. We agreed an approach to monitoring and evaluation of support provided by delivery partners which sought to avoid excessive demands for data gathering and reporting, yet provides a level of robust quantitative and qualitative data, which ensured the FIF could be distributed to those most in need.

The Scottish Federation of Housing Associations (SFHA) support included funding for Registered Social Landlords and cooperatives, covering distribution across the 32 local authorities as set out in the following table:

The Scottish Government pathways report , published in November 2021, provides a full breakdown of how many beds there are in the Highland and Island region by local authority. Public Health Scotland latest report , published on 19 December, details how many beds have become available since then as a result of the Residential Rehabilitation Rapid Capacity Programme (RRRCP).

As part of the second round of the RRRCP, funding has been awarded to create 6 additional beds at CrossReach’s Beechwood House in Inverness and 1 additional bed at the Maxie Richards Foundation in Tignabruaich. This funding will deliver an additional 25 placements over the course of the year for the Highlands and Islands.

Microsoft are a key partner to NHS Scotland Boards. NHS Boards regularly engage directly with Microsoft regarding licencing and systems required.

As the member will appreciate, it would not be appropriate to disclose information publicly that may compromise the security of Scotland’s NHS.

The Scottish Government has not consulted the Scottish Information Commissioner, as the role of the Scottish Information Commissioner is limited by law to promoting and enforcing Scotland's freedom of information (FOI) law.

Excessively long waits are, of course, unacceptable. We are working hard to drive down the longest waits, which have been exacerbated by the impacts of the global pandemic, to ensure all people receive the treatment they need as soon as possible.

The commitments set out in our £1bn NHS Recovery Plan support an increase in inpatient, day-case, and outpatient activity through the implementation of sustainable improvements and new models of care, and NHS Scotland’s Centre for Sustainable Delivery (CfSD) is working with Health Boards to ensure that they are able to continually identify new ways to increase capacity, and to respond to demand through service innovation and redesign.

CfSD programmes have developed strong clinically-led Specialty Delivery Groups (SDG), including one for General Surgery which is currently focused on Inguinal Hernia, Biliary Disease, and Emergency Laparoscopic and Laparotomy Scottish Audit (ELLSA) pathways.

SDGs promote multidisciplinary team working, and support local adoption of service improvement programmes and have supported several new and innovative pathway developments, many of which are now being successfully scaled up across Scotland, including Active Clinical Referral Triage (ACRT).

The NHS Golden Jubilee also continues to provide Health Boards, including NHS Lanarkshire, with capacity for key elective services, such as General Surgery, with patients treated on the basis of their clinical priority and length of wait.

If an application for a building warrant is made which proposes the use of an external wall cladding system assessed in accordance with BR 135 when tested to BS 8414 as a means of compliance, then this information would be stated within the application. Local authority verifiers would consider the application on that basis.

In accordance with the Section 34 letter (Building standards - notification of application for building warrant: section 2.0 fire: letter to local authority verifiers - 31 October 2023) , local authority verifiers have to notify the Scottish Government’s Building Standards Division if any application is made that is supported by a BS 8414 test and BR 135 assessment report. To date, we have received no such notifications for any school building.
