The Scottish Government’s recently concluded £28.75 million Scottish 4G Infill investment programme and the UK Government’s ongoing Shared Rural Network programme have, and are continuing, to deliver widespread improvements to mobile connectivity across the whole of Scotland.

The Scottish Government continues to engage with BT Openreach and the mobile network operators to improve phone connectivity across the country, which includes access on train routes in the Highlands and Islands region. However, policy relating to telecommunications, including mobile communications, is reserved to the UK Government.

Any consultation with the public regarding timetables is an operational matter for Scotrail as the train operating company.

Operational delivery of National Qualifications is a matter for the Scottish Qualifications Authority (SQA) as the awarding body for Scotland. As a Non-Departmental Public Body, SQA operates at arm’s length to ministers and is responsible for its own operational decisions, including appeals processes.

The approach to National Qualification appeals in 2024 is the same as last year and is the same approach that, discounting the pandemic years, has been in place since 2014 in Scotland. It is comparable with other appeals services in the rest of the UK and internationally – but with free and direct access for learners.

SQA’s decision to revert to an enhanced version of the established appeals approach in 2023 was informed by an extensive evaluation of the 2022 approach, and engagement with the National Qualifications Group, of which Scottish Government was part, as well as a wide range of stakeholders - including teachers, parents and young people. Decisions in 2024 were, similarly, informed by evaluation of the 2023 awarding arrangements.

Drawing on the views of stakeholders, the SQA (and Qualifications Scotland once formed) will continue to evaluate the awarding processes to inform decisions going forward.

The Scottish Government funds the Scottish Book Trust (SBT) to deliver the Reading Schools programme and therefore SBT works with teachers to seek feedback and improve its programme.

SBT seek feedback from teachers taking part in the programme via annual surveys. They conduct three teacher surveys: one to gather feedback on their Professional Learning offer; a second one focusing on the process for staff experience; and a final survey that is sent after accreditation is granted to assess the impact of the programme on the school.

ScotRail will introduce a range of new discounted fares, including a 20% reduction in weekly, monthly and annual season ticket prices, 12 flexi tickets for the price of 10 and super off peak fares following the end of the year long extended trial removing peak fares for passengers from October 2023 to October 2024.

The Mixed Tenure Improvement Service is delivered by the City of Edinburgh Council using powers as set out in the Tenements (Scotland) Act 2004. Any concerns with the scheme would need to be raised with the Council.

Tackling the climate emergency is one of this Government’s key priorities and we are committed to ensuring that those who may be impacted by the transition to net zero are involved in designing how we manage it.

Our Public Engagement Strategy for Climate Change, published in September 2021, recognises our commitment to a participatory approach where people can actively shape just, fair and inclusive policies that promote mitigation of, and adaptation to, climate change.

Heating our homes and workplaces causes around 20% of our carbon emissions, so we cannot achieve net zero without improving energy efficiency and ending our use of gas boilers. We recently consulted on proposals for a Heat in Buildings Bill, receiving over 1600 responses. We will ensure that our proposals are affordable for homes and businesses, and take account of responses to the consultation.

Tier 2 will deliver Enhanced support payment which is designed to be a universally accessible payment that supplements Base.

Funding will also be made available through Tier 2 for a replacement for Less Favoured Areas Support Scheme (LFASS), where people are farming and crofting in the most marginal and challenging of circumstances. We are working with stakeholders on how best to deliver this type of support under the new Framework.

Enhanced has the clear purpose of incentivising and supporting agricultural businesses to undertake best practices and/or actions that actively improve nature and climate outcomes that are consistent with the transition towards sustainable and regenerative farming. Many of these practices and actions will improve business efficiency and productivity.

Enhanced will use levers to reward behaviours, practices and measures aligned to this aim, which are broad enough to allow all type of agricultural businesses to take part while delivering against the overarching objectives of the Vision.

The interest rate is applicable to debt where private property owner occupiers pay back over an agreed period of time. The City of Edinburgh Council consider this a last resort for private property owners who may be able to source more favourable rates through re-mortgaging or external finance. This rate was agreed within the council in 2021 alongside the approval of the enhanced Scheme of Assistance and extension of the debt recovery terms. It is worth noting that interest rates were much lower in 2021.

The policy is aimed at getting the balance right for both the council and debtors whilst not encouraging owners to agree payment plans with the council by default. Debt recovery from owners for the works in Wester Hailes is very positive so far with 77% of debt paid or secured in payment plans.

The Scottish Government has ensured that we have enhanced the support we are providing to new Scots in 2024-25, despite a very challenging financial context. We have provided over £3.8m of grant funding towards the delivery of the New Scots Refugee Integration Strategy in 2024-25.

Additionally, we continue to fund a number of third sector organisations to support refugee integration. This funding totals £488,000 in 2024-25.

This investment represents an increase in the funding the Scottish Government has provided in previous years, to mitigate the impact of the end of EU funding.
