ScotRail is expected to remove its current temporary timetable as soon as possible, when ScotRail pay talks are concluded and ScotRail drivers agree to return to delivery of more train services.

Marine Directorate - Licensing Operations Team (MD-LOT), on behalf of Scottish Ministers, investigated the unlicensed construction of a causeway between Luing and Torsa between September 2021 and July 2022. During that time, several site visits were undertaken by authorised Marine Enforcement officers (MEOs) and remedial works were instructed under Section 44 of the Marine (Scotland) Act 2010. Following a final visit to the site by MEOs, these works were completed to the satisfaction of MD-LOT on 26 July 2022. No further enforcement action is planned in this case.

There are no current plans to issue additional guidance covering cases where an owner occupier wishes to sell their home to a local authority or a Registered Social Landlord and remain in it as a tenant in the social rented sector. These matters are covered in our operational procedures for local authorities and Registered Social Landlords on (a) the grant-funded element of the Affordable Housing Supply Programme and (b) the Mortgage to Rent scheme which is part of the Home Owners Support Fund.

In due course however, we intend to issue additional guidance to local authorities and Registered Social Landlords on the purchase of properties from landlords leaving the private rented sector with a tenant in situ through the Affordable Housing Supply Programme.

The information requested is not held by the Scottish Government. Landlord Registration is administered and enforced by each local authority for their own geographical area. Any records of non-compliance by a landlord are kept by the relevant local authority.

The approach to the transport sector is consistent with other sectors in the Climate Change Plan (update) (CCPu) Securing a green recovery on a path to net zero: climate change plan 2018–2032 - update - gov.scot (www.gov.scot) which outlines a sectoral approach to meeting emission targets, it also recognises clear synergies and interdependencies across sectors. Part 2 of the CCP(u) outlines this coordinated approach, with specific reference to transport demand.

A key element of the Climate Change Plan update was the presentation of emissions envelopes for each sector annually over the period 2020 to 2032 and this includes the emissions envelope for the transport sector.

Our Net Zero Assessment aims to assist Ministers to make better informed decisions on budgets and policies by providing information on impacts on carbon emissions. Following completion of the current pilot within Scottish Government, it intends to roll the pilot out across all significant new Scottish Government expenditure decisions from the beginning of 2025.

Consistent with other sectors, transport sector policies and proposals will be included within the next Climate Change Plan covering the period of 2026-2040. The Climate Change (Emissions Reduction Targets) (Scotland) Bill, which was laid in Parliament on 5 September, seeks to amend the current deadline to bring forward a draft of the next Climate Change Plan for Scotland, so the Plan can align with the timescale for carbon budgets.

The Scottish Government has discussed with ScotRail and Scottish Rail Holdings its live procurement exercise for a technology partner to deliver an ecommerce solution to ensure it is compatible with our new Smart, Digital, Integrated Ticketing and Payments Delivery Strategy, published on August 21st 2024.

This strategy builds on the work delivered under the 2018 Smart Ticketing Delivery Strategy, setting out Scotland’s vision for smart ticketing. Reflecting on views from the public, local transport authorities, operators and the newly established National Smart Ticketing Advisory Board, it aligns with the National Transport Strategy and supports the delivery of the Fair Fares Review actions.

Questions regarding day-to-day operational matters of Historic Environment Scotland, including information relating to any repair and maintenance works, are best answered directly by Historic Environment Scotland.

As you will be aware, the majority of bus services in Scotland are operated on a purely commercial basis by operators who use their own commercial judgement on service routes and frequencies. Local authorities can identify where there is a social need for particular bus services and can subsidise these at their discretion however this is entirely a matter for the local authority to consider and action as appropriate.

In relation to rail travel, the Scottish Government brought ScotRail into public ownership to ensure that ScotRail focuses its delivery on the needs of Scottish passengers. ScotRail keeps its services under continued review to ensure its services meet passengers requirements as much as possible.

As part of the 2023-24 COVID-19 and flu winter vaccination programme NHS Scotland delivered over 3.57 million winter vaccines, including 1,387,766 COVID-19 vaccines, 1,647,596 adult flu vaccines and 538,580 child flu vaccines. Uptake dropped across almost all groups, but remained strong in the highest risk groups, with over 85% of care home residents and almost 85% of those aged over 75 vaccinated for both vaccines, the groups mostly likely to be admitted to hospital with these illnesses. We continued to surpass the World Health Organisation’s flu target of 75% uptake for those aged 65 and over, achieving 79.8%.

The primary aim of the vaccination programme remains the prevention of severe illness and the vaccine offer is to those most likely to directly benefit from vaccination, particularly those with underlying health conditions that increase their risk of hospitalisation. The data from last winter’s programme shows that uptake remained strong within these eligible groups and meets the primary aim of the winter programme.

There were however certain groups where uptake was far lower than expected, for both COVID-19 and flu, notably pregnant women, frontline health and social care workers and those at clinical risk, although uptake in those with a weakened immune system was better than for more general at risk conditions.

The emergence of the new, and theoretically more dangerous variant BA.2.86 in late summer 2023 resulted in us deciding to pull forward the programme to protect those at higher risk. We appointed those at higher risk into all and any spare appointments at the start and middle of the programme, meaning that those at lower risk, who had been prompted to book, found it hard to find spare appointments until November and December. It is difficult to quantify, but we believe that some individuals may have not come forward due to this difficulty.

The Scottish Vaccination and Immunisation Programme (SVIP) has already undertaken various pieces of work to understand why overall uptake has decreased and we have incorporated that learning into our planning for this winter campaign. Communicating why annual revaccination (or bi-annual in the case of COVID for higher risk groups) remains necessary and important is key, as is reiterating the value of these vaccines, and the real health risk to some people in contracting these viruses over the winter period.

We will continue to work closely with Public Health Scotland and the NHS Boards to ensure the successful delivery of Scotland’s vaccination programmes.
