To ask the Scottish Government whether the regeneration capital grant fund for the community element of the Victoria Road School project in Torry has been allowed to roll over into 2024-25.
Answer
The remaining Regeneration Capital Grant Fund (RCGF) allocation for the community element of the Victoria Road School project has been reprofiled into 2024-2025. Confirmation on whether the project will be progressed in 2024-2025 is awaited from Aberdeen City Council.

To ask the Scottish Government what monitoring it has undertaken of the extent and range of community owned renewables projects on land owned by public sector agencies.
Answer
The Energy Saving Trust (EST), on behalf of the Scottish Government, publishes the annual Community and Locally Owned Energy in Scotland (COLO) Report.
This reports against six specific ownership categories (Farm & Estate, Local Authority, Local Business, Community, Housing Association, and Public Sector and Charity) with ownership then broken down by technology and distribution by local authority area. This last category groups public sector and charity organisations together as they are commonly considered not for profit organisations.
The latest report states that, as of December 2023, there are 92 MW of operational capacity across 12,110 installations in the Public Sector and Charity category, across a range of technologies.

To ask the Scottish Government when it plans to bring forward its proposed Community Wealth Building Bill, as set out in the Programme for Government 2024-25.
Answer
A Bill will be introduced to parliament this parliamentary year, with final decisions on timing to be taken as part of the overall legislative programme.
The Scottish Government is committed to developing legislative proposals and other actions to support Community Wealth Building across Scotland. To ask the Scottish Government, further to the answer to question S6W-29352 by Gillian Martin on 17 September 2024, what approaches have been made to (a) academia and (b) the private sector to explore the potential for new recovery solutions.
Answer
Scottish Water engages extensively with academia and the private sector to explore the potential for new recovery solutions. As examples Scottish Water is:
1.Working in partnership with the Hydro Nation Chair and Glasgow Caledonian University to investigate advanced technologies for energy recovery solutions from wastewater.
2.Currently designing a resource recovery factory in Alloa with links to the Hydro Nation Chair, Glasgow Caledonian University, the James Hutton Institute and Forth Valley College.
3.Working with the private sector on the trial of ammonia recovery at Cumnock Wastewater Treatment Works, exploration into the use of recovered ammonia as a fertiliser and, phosphorous recovery.

To ask the Scottish Government how many buildings in Scotland that have significant evacuation challenges, such as hospitals and care settings, have been identified as having unsafe cladding.
Answer
As set out in question S6W-29963 which was answered on 24 September 2024, there are 107 entries in the pilot phase of the Cladding Remediation Programme. Entries in the pilot can comprise a single block or building, or a development, or part of a development consisting of multiple blocks or buildings.
Only a Single Building Assessment meeting the Scottish Standards can identify what cladding if any, a building has and further identify whether the cladding is unsafe.
Developers, homeowners or other organisations could have commissioned assessments without informing the Scottish Government. Therefore, the true number may be higher and could increase as further information becomes available.
In terms of the health service, there are no hospitals in Scotland with significant evacuation challenges and unsafe cladding.

To ask the Scottish Government how many primary school pupils have received free school meals, compared with the total number of pupils in the Glasgow region, since 2021.

The number of pupils registered for free school meals is published annually as part of our pupil census supplementary statistics, available in table 2.22 at the following link: Pupil census supplementary statistics - gov.scot (www.gov.scot). The total number of pupils in each local authority area is also available through the pupil census supplementary statistics, and is shown in table 5.2.

To ask the Scottish Government what the implications are for colleges and universities of the reduction in mental health services that were set out in the letter from the Cabinet Secretary for Finance and Local Government to the Finance and Public Administration Committee on 3 September 2024.
Answer
The cessation of funding, referred to in the Cabinet Secretary for Finance and Local Government’s letter, was extensively discussed with the sector. Since 2019/20, the Scottish Government has invested over £19 million to support student mental health and wellbeing in colleges and universities. This includes the Student Mental Health and Wellbeing Transition Fund 2023-24 for Academic Year 2023-24, to help institutions to transition to a more sustainable means of providing mental health support for students.
Our new Student Mental Health Action Plan, published on 13 September, seeks to move to a mainstreamed approach to student mental health which will help students better access services. The Government will work with NHS Boards, CoSLA, Public Health Scotland and community based providers to join up support that is already available, embedding students’ mental health needs into the wider communities in which they live and study.
The Action Plan recognises the importance of each college and university having a Student Mental Health Agreement in place. To enable this we continue to support NUS Think Positive with £130,000 in 2024-25.

To ask the Scottish Government, further to the answer to question S6W-29267 by Fiona Hyslop on 5 September 2024, for what reason it is allocating a third vessel to the Sound of Harris and Sound of Barra routes as part of phase 2 of the Small Vessel Replacement Programme, as opposed to allocating it to an alternative route.
Answer
The Small Vessels Replacement Programme (SVRP) Phase 2 will primarily focus on the Berneray–Leverburgh and Barra–Eriskay routes with a vessel on each of these routes. The third vessel’s deployment is still to be confirmed and is subject to fleet cascades following the successful deployment of the planned 7 new vessels of SVRP Phase 1.
