Justice agencies are operationally independent of the Scottish Ministers.

However, misogyny and racism should play no part in the operation of the justice system. We will continue to support all justice agencies and bodies who operate within the justice system to eradicate racism and misogyny.

In April 2023, Scottish Government published a landmark summary of data on Ethnicity and Justice. This presents a picture of what is currently known about the experiences of minority ethnic people within Scotland’s justice system and supports the development and delivery of evidence-led actions.

Through our Cross Justice Group on Race Data and Evidence, the Scottish Government continues to improve our understanding of the experiences of minority ethnic people within Scotland’s Justice system. Generally, our approach supports the commitments contained within the Race Equality Framework (2016-2030) and Immediate Priorities Plan (2021-2023).

In relation to policing specifically, in May 2023, the former Chief Constable of Police Scotland declared that it is institutionally racist and discriminatory. This is an important recognition of the work still to do to ensure that policing and justice feel trusted by, and provide the right service to, all our communities. Their Policing Together programme is taking forward a range of actions to move towards this goal.

Every child and young person should be able to access support for their mental health and wellbeing when and where they need it. Not all children and young people need specialist services like CAMHS, and many will find more suitable support in their local community.

Since 2020, we have provided local authorities with over £50 million to develop and deliver community-based mental health and wellbeing supports and services for children, young people and their families, with a further £15 million being made available in 2024-25. The services are focused on prevention and early intervention and, where appropriate, offer an alternative to CAMHS by providing support in a community setting.

Supports and services are available in every local authority area, with more than 300 now in place across the country. This includes mentoring services, art-based therapies, digital services, whole-family supports, counselling services and supports involving sport or physical activity.

Local authorities have reported that over 58,000 people used the supports and services in the first half of 2023. We have also ensured access to counselling services in all secondary schools, and continue to give local authorities £16 million per year to fund this.

The Young Person’s Guarantee was delivered in partnership with Developing the Young Workforce, local government, Local Employability Partnerships, services from Skills Development Scotland, employers, universities and colleges.

The Scottish Government is committed to increasing digital participation and ensuring that all of Scotland is able to enjoy the social, cultural and economic benefits of the internet. Connecting Scotland is a Scottish Government programme, delivered in partnership with the Scottish Council for Voluntary Organisations (SCVO). It has provided internet-enabled devices, connectivity and digital skills support to people who are digitally excluded.

We do not hold data on the number of young people with additional support needs supported through the Young Person’s Guarantee.

Neither Scottish Government or Public Health Scotland (PHS) centrally hold all of the information requested.

Table 1 presents the latest available statistics on the total number of admissions for patients aged less than 16 years who had waited over a year for planned treatment as an inpatient or day case covered by the Treatment Time Guarantee (TTG) from 2013 onwards. The data below are presented at NHSScotland level for all specialties, broken down by calendar year. Please note that this does not cover services that are exempt from the TTG, including obstetrics services, and organ, tissue or cell transplantation whether from a living or deceased donor. Spinal treatment by injection or surgical intervention was excluded from TTG until 1 April 2014 and designated national specialist services for surgical intervention of spinal scoliosis was excluded until 1 October 2014. These have been included in the TTG reporting from these dates.

Ensuring individuals have access to Primary Care is a key component in tackling the Drug Crisis we face in Scotland, MAT Standard 7 specifies ‘All people have the option of MAT shared with Primary Care’

The Scottish Government provides funding to the Royal College of General Practitioners to deliver the Certificate in Management of Problem Drug Use. This supports primary care professionals within Scotland to provide care for people who experience problem drug use.

Those who have undertaken the course report improved knowledge of the MAT standards and how to appropriately incorporate these into clinical practice.

The Scottish Government also provides funding to Scottish Recovery Consortium to deliver the Humanising Healthcare Conversation Café project. This is a project which provides medical students across Scotland with the opportunity to engage with people with lived experience of substance use through guided roundtable discussions in medical schools across Scotland.

This information is not held centrally by either Scottish Government or Public Health Scotland (PHS).

PHS does not capture waiting list information on all NHS services and where they are captured, many are sourced from aggregate returns submitted to PHS by NHS boards. It is therefore not possible to identify the number of individuals that ‘have been on an NHS waiting list’. In addition, the aggregate data supplied by NHS boards does not provide patient-level information and as such, age breakdown is not available.
