To ask the Scottish Government how many reports of short-term lets operating without a licence have been received by each local authority to date.
Answer
The Scottish Government does not hold the information that has been requested. Local authorities will have local arrangements in place for managing reports of licence breaches and non-compliance. To ask the Scottish Government whether it will meet with (a) MSPs and (b) relevant industry leaders to discuss the reported concerns of people living in oil-heated homes in relation to its proposals for the decarbonisation of buildings, in light of its recent announcement that it will review regulations on wood-burning stoves.
Answer
The Scottish Government has been listening to the concerns raised regarding the New Build Heat Standard regulations, which is why it was announced to Parliament on 28 May that we will be reviewing the regulations to adapt them to address those concerns. As part of this review, we will speak with stakeholders and Ministers are always happy to discuss issues with MSPs.

To ask the Scottish Government how much the Edinburgh Eastern constituency has received from the CashBack for Communities fund since it was established, and what projects this funding has supported.
Answer
Edinburgh Eastern has received £1,903,792 from the Cashback for Communities fund since 2008.
Eight CashBack Partners have delivered projects within Edinburgh Eastern Constituency from 2008 to 2024. They are: Boxing Scotland; Edinburgh Young Carers; Scottish Football Association; Scottish Rugby; SportScotland (Facilities Fund); Street Soccer Scotland; Youth Scotland and YouthLink Scotland.

To ask the Scottish Government whether it will provide an update on when it anticipates that an implementation and engagement plan for the mental health and wellbeing whole school approach framework, which was published in August 2021, will be developed, and whether it anticipates that an update to the framework will be published.
Answer
The Mental Health in Schools Working Group will consider whether any updates or engagement is required to support the Whole School Approach Framework. The Group is expected to reconvene in Autumn 2024.

To ask the Scottish Government what assessment it has made of adding a question on the extent of fair working conditions and pay to the key quality indicators assessed in social care settings by the Care Inspectorate.
Answer
As the Care Inspectorate is an independent non-departmental body, it operates at arm’s length from Government. Therefore, while Scottish Minsters can agree the strategic direction of public bodies, it is crucial that their independent role is respected.
I can confirm that the Care Inspectorate has no plans to add a question on the extent of fair working conditions and pay to the Quality Framework for care services. The Care Inspectorate does not have an overt role in considering the pay and conditions of staff working in the sector.
However, where the Care Inspectorate identifies that staffing negatively impacts on the standard of care and experience of people, it would report on this and require improvements to be made.

To ask the Scottish Government what discussions it is having with the Department for Work and Pensions under the agency agreement for the delivery of Carer's Allowance in Scotland to identify the (a) number of carers affected by overpayment debt and (b) levels of debt accumulated.
Answer
The Scottish Government has urged the DWP to carefully consider people’s individual circumstances before any recovery of Carer’s Allowance overpayments from carers. Discussions are ongoing with the DWP as to potential arrangements for the recovery of any Carer’s Allowance overpayments for carers in Scotland that remain once case transfer is complete and the current Agency Agreement comes to an end.

To ask the Scottish Government what its response is to NatureScot's reported view that the community engagement process carried out by Trees for Life and Forestry Land Scotland regarding the Glen Affric beaver translocation proposal was above and beyond what is required.
Answer
The Scottish Government are aware there has been significant and extended community engagement regarding the Glen Affric beaver translocation proposal, but as NatureScot have not received an application, they have not yet been able to form an opinion of the community engagement in its entirety.
As with all beaver translocation applications, the Scottish Government and NatureScot would expect an application to address the issues highlighted by the community engagement and the work needed to manage or mitigate any legitimate concerns raised.
We understand Trees for Life and Forestry Land Scotland are still considering these aspects.
