The Dumfries and Galloway (D&G) Out of Hours Service do not operate an 'on-call' model of service.

Whilst the number of GPs working in the Out of Hours service is not collected routinely by the Board, in the 30 days up to the 11 April, when the Parliamentary Question was lodged, there were 240 required shifts at the Dumfries Royal Infirmary base, of which 233 were filled. this equates to 97.08% coverage. In the same period, there were 92 required shifts at the Galloway Community Hospital base, of which 69 were filled. This equates to 75% coverage.

NHS D&G have robust arrangements in place to cover any GP cover shortages, with remote cover being provided from the centre in Dumfries and arrangements in place with A&E to re-direct if this is deemed clinically appropriate. The service maintains the home visiting service throughout and operates a wraparound nursing service to provide Out of Hours healthcare as required.

Despite the powers to mandate community benefits being reserved to the UK Government, through our voluntary approach - supported by our Good Practice Principles for Community Benefits from Onshore Renewable Energy Developments - over £26 million of community benefits have been offered to Scottish communities in the last 12 months.

As part of the Onshore Wind Sector Deal, the sector committed to meet or exceed our Good Practice Principles, which is an important milestone in our work to ensure these principles are universally adopted by developers.

We are currently reviewing our Good Practice Principles for Offshore Renewables, ahead of public consultation in 2024.

The Scottish Government has been working with Heads of Planning Scotland (HOPS), the Royal Town Planning Institute (RTPI) and other partners to progress the short, medium and longer term recommendations of the Future Planners Project Report since its publication in July 2022, to increase the number of new entrants into planning authorities and other parts of the planning sector. The recommendations cover diverse areas of action including support for funded postgraduate opportunities; extending opportunities for students to gain relevant work experience; supporting universities to maintain the viability of RTPI-accredited planning courses and increasing the number of home students where possible; as well as exploring possibilities to retain more international students in the workforce.

In 2023 HOPS launched a campaign toolkit for use by local authorities, employability services, government departments and other planning associated organisations to give young people an insight into planning as a career option. The pack contains links to promotional videos, social media graphics and a downloadable leaflet for use at careers fairs.

The Scottish Government has also provided funding for ten RTPI bursaries for students undertaking post graduate planning degrees in Scottish planning schools in 2023/24. We intend to continue support for bursaries and will confirm arrangements as soon as possible.

RTPI and the Scottish Government have been promoting the case for a planning or practice-based planning degree and will continue to support delivery of such routes into the profession. I wrote to planning schools in October 2023 to encourage their continued support for higher education in this discipline. I will shortly be meeting colleagues from across the planning sector, including industry, at the University of Glasgow, to discuss potential practical initiatives to support planning education and routes into a career in planning.

Work to develop a planning skills strategy is underway, drawing on experience from the approach taken to developing a strategy for building standards. The new National Planning Improvement Framework will gather data on workforce and skills requirements which will help inform the strategy for Scotland as a whole.

Our Investing in Planning consultation provides a more detailed update on the Future Planners report recommendations and action in relation to skills, recruitment and retention within the planning sector. The consultation seeks views on prioritisation of actions already identified and any other measures with the potential to make a significant impact. The consultation is open until 31 May 2024.

The information requested is not held centrally by the Scottish Government. Requests for access to medical records is a function conferred in law to the data controllers. NHS Scotland is made up of a federated group of independent organisations including health boards, GP Practices, Dentists, Opticians and other health services providers, each of whom may be individual data controllers depending on the specific information.

The Scottish Government is facing a real terms cut in our capital budget. The flat and falling funding trajectory from the UK Government has significantly impacted our ability to deliver on our capital infrastructure commitments. Based on the latest forecasts following the UK Spring Statement, our block grant for capital is now expected to reduce by 8.7% by 2027-28 – a cumulative loss of over £1.3 billion.

Development of the second Strategic Transport Projects Review (STPR2) delivery plan is underway, including Recommendation 14 – that bus priority interventions are implemented within Scotland’s cities and towns where congestion is highest. This takes account of the current financial climate and is examining existing schemes across all modes in addition to the 45 STPR2 recommendations.

This is a complex piece of work, with consultation ongoing across the Scottish Government, including with Statutory Bodies and Exchequer officials. This exercise will allow for the timeline for the publication to be confirmed and identify any further statutory requirements, which of course, Parliament will be informed of at the earliest opportunity. Thereafter, we will be able to advise with more certainty on the potential implementation of motorway bus lanes around Glasgow and the associated timelines.

The Scottish Government recognises the importance of soil biodiversity including earthworm populations which bring multiple benefits to both Scotland’s ecosystems and natural environment as well as food production.

We are taking steps to protect the health of our soils and thereby protect and conserve earthworms in Scotland. In the Agriculture and Rural Communities (Scotland) Bill, one of the four Objectives is ‘the adoption and use of sustainable and regenerative agricultural practices’, and the Bill states that Scottish Ministers must prepare and publish a Code of Practice providing guidance on sustainable and regenerative agriculture. With actions to promote soil health being the cornerstone of regenerative agriculture, the Agriculture and Rural Communities (Scotland) Bill shows the Scottish Governments clear commitment to soil health.

Further to this, the Agricultural Reform List of Measures published in 2023, were drafted to meet Outcomes that included; improving soil biodiversity, and increase soil carbon/organic matter content. This List of Measures gives an indication of the type of soil health measures that are being developed through the Agricultural Reform Programme that will directly benefit earthworms in Scotland. Support is available to farmers and crofters as part of Preparing for Sustainable Farming?(PSF) which is helping businesses prepare for changes with support for conducting soil sampling and analysis.

Public Health Scotland (PHS) does not hold the information requested.

PHS uses the national waiting times datamart to collect electronic patient records covering the waits that patients experience waiting for a new outpatient appointment at a consultant led clinic. If a patient has been referred to a hearing loss clinic led by an audiologist, then those waits are not captured in the national dataset. On occasions where patients are referred directly to be assessed by an ear, nose & throat (ENT) consultant then those waits are included in the official statistics reported for ENT in the following link.

The £500 million investment in bus priority infrastructure to tackle the negative impacts of congestion on bus services is over the longer term.

The Bus Partnership Fund is the first step towards delivering this investment which will extend beyond the term of this parliament.

Following the United Kingdom autumn statement delivering the worst-case scenario for Scotland and a nearly 9 per cent real-terms cut in our capital budget from the UK Government, the Scottish Government had to take difficult decisions to deliver a balanced and sustainable spending plan for 2024-25. As such, regrettably, the Bus Partnership Fund has been paused for 2024-25. However, future funding availability will be considered as part of our annual budget-setting process and prioritisation exercises.

There have been no awards made by the Scottish Government under the Waterborne Freight Grant scheme in the last five financial years.
