The Agri-Environment Climate Scheme (AECS) was launched in 2015 to promote land management practices which protect and enhance Scotland’s natural heritage, improve water quality, manage flood risk and mitigate and adapt to climate change.

To date over £317 million has been committed to 3,342 businesses to fund a range of activities that help to maintain and enhance our rich and varied natural environment.

An annual breakdown of the funding issued has been provided in the following table.

Integration Authorities have delegated responsibility in Scotland for providing local alcohol and drug services. This activity is coordinated by Alcohol and Drug Partnerships (ADPs) and funded by the Scottish Government. In line with the Verity House Agreement, the Integration Authorities and ADPs have a significant amount of autonomy over local decision making.

The total Resource (RDEL) Block Grant funding received by the Scottish Government (SG) each year since 2007/08, along with calculations of the year-on-year percentage change and the cumulative change over the specified timeframe is as follows:

I can confirm that the Scottish Government will be proceeding with plans to:

• Dissolve the Glasgow Colleges’ Regional Board, the Regional Strategic Body for the Glasgow college region;
• No longer have New College Lanarkshire, designated as the Regional Strategic Body for the Lanarkshire college region; and
• Designate each of the Glasgow and Lanarkshire colleges as “regional colleges”.

Subject to the Parliamentary process, I expect the new arrangements to be in place for the start of academic year 25-26.

The Scottish Government and the Scottish Funding Council (SFC) will work with both boards to develop transition arrangements and ensure the boards have appropriate support in place for any affected staff.

On 6 December I hosted the 42nd meeting of the British-Irish Council Summit on behalf of the Scottish Government. The Summit marked the 25th anniversary of the first Council meeting which was held in London in December 1999 following the historic Good Friday Agreement. The meeting was attended by the Heads of Government from all eight of the BIC Member Administrations, including the Prime Minister, Sir Keir Starmer.

The theme of the Summit was ‘Financing a Just Transition’.

With global emissions continuing to rise, Council members discussed the importance of working in collaboration and shared the experience of their respective governments in supporting communities in the journey towards net zero – and about how best to attract global finance to maximise the social, economic and environmental benefits of the transition to net zero.

I highlighted Scotland’s leadership in this area by acting to underpin our net zero targets in a legislative commitment to achieving a just transition. I also highlighted the proactive, ‘investor-friendly’ approach that the Scottish Government is taking to attract investment in priority areas of net zero, housing and infrastructure.

The Council also reflected on the latest political developments such as international issues including the ongoing conflicts in Ukraine and Israel/Gaza as well as domestic issues such as the measures included in the Scottish budget to mitigate the two child benefit cap as an important step towards eradicating child poverty.

In addition to the formal Summit meeting, I had the opportunity to further build the Scottish Government’s relationship with the UK, Irish, Welsh Governments, the Northern Ireland Executive and the Crown Dependencies through bilateral meetings.

The Scottish Government has received representations from retail representative organisations including the Scottish Retail Consortium, Scottish Grocers’ Federation and others through correspondence, and meetings with Ministers including the New Deal for Business Non-Domestic Rates Sub-group.

It was not possible to fund all the Scottish Government’s priorities in the budget but, despite the financial challenges, the budget continues to support businesses and communities with a competitive non-domestic rates regime including the reintroduction of a 40% relief for hospitality.

The freeze to the Basic Property Rate in 2025-26 is estimated to save ratepayers £9m a year compared to an inflationary increase, and our generous relief package is worth an estimated £731 million next year and includes reliefs which will benefit properties in the retail and leisure sectors such as the most generous small business rates relief in the UK. In combination, we estimate that around half of the properties in the Retail, Hospitality and Leisure sectors will continue to pay no rates in Scotland in 2025-26.

Budget is allocated on an annual basis therefore there is no defined unspent funding arising from the pausing of the Bus Partnership Fund. The Scottish Government is pleased to announce in the draft budget that we will provide a Bus Infrastructure Fund in 2025-26.

We are currently scoping our approach to a review of the Scottish Biodiversity List and will engage with stakeholders on the review. However, our initial view is that public consultation on a revised list would provide limited additional input on what is a fairly technical matter, and is not therefore necessary. Public consultation is not obligated under the relevant legislation and we do not consider that it will add meaningfully to the planned policy development.
