Scottish Government has regular engagement with UK Government and Ofcom on spectrum issues, focusing in particular on how this impacts the availability of mobile and wireless services across Scotland.

The disposal of unexploded ordnance is an operational matter for Police Scotland.

Unless unexploded ordnance causes a civil contingencies emergency in Scotland that requires co-ordination on a national level, such incidents are not handled through any Scottish or UK Government mechanisms. Consequently, discussions have not taken place with SEPA, the Ministry of Defence or other stakeholders on this matter. In the highly unlikely event of this threshold being met, the Scottish Government Resilience Room (SGORR) would activate to co-ordinate the Scottish Government’s response to the incident, including by liaising closely with the Ministry of Defence and any other relevant stakeholders.

The Scottish Government, however, maintains an active interest in the spectrum policy agenda, in particular, as it relates to digital connectivity and digital infrastructure rollout in rural areas.

Responsibility for spectrum allocation and management falls under the remit of Ofcom, the UK telecoms regulator. The Scottish Government has regular engagement with Ofcom at official and Ministerial levels. We also respond to any major consultations on spectrum strategy.

This response outlines the Scottish Government’s priorities in relation to spectrum. We continue to encourage Ofcom to consider the specific needs and characteristics of Scotland, Scottish geographies and Scottish markets when making decisions on spectrum and how these decisions subsequently impact 4G and 5G coverage in rural and underserved areas; commercial investment in digital infrastructure in rural and underserved areas; and, the development of 5G and other advanced wireless technologies in Scotland.

The safety of passengers and staff at railway stations is an operational matter for the station owners and operators.

It is for the Chief Constable, working with the working with the Scottish Police Authority, to determine how to allocate its budget to meet policing priorities.

In his question to me in the chamber on 17 December, the Member asked about the handling of a Freedom of Information request made to the Scottish Government in April 2021, which sought information regarding James Hamilton's investigation under the Ministerial Code (see: https://www.gov.scot/publications/independent-report-by-james-hamilton-on-the-first-ministers-self-referral-under-the-scottish-ministerial-code/).

The Member has corresponded with the Scottish Government on a number of matters relating to this issue. On 17 December I was aware that the Member was awaiting the Scottish Government’s response to his letter of 20 November, specifically regarding the costs of legal advice in relation to these matters. The Scottish Government’s response to the Member’s letter of 20 November was subsequently issued on 19 December. This is the response referred to in my answer.

Through the Forestry Grant Scheme, administered by Scottish Forestry, grants are available to assist with the purchase of capital items that support nursery production and seed supply businesses. These measures are made available to encourage increased production within the nursery and seed supply sectors to help delivery of the Scottish Government's ambitious woodland creation target.
