To ask the Scottish Government what discussions it has had with its Retail Industry Leadership Group regarding the possible introduction of a non-domestic rates public health supplement on retailers, as set out in its 2024-25 Budget.
Answer
The Retail Industry Leadership Group discussed the Public Health Supplement at its meeting in March 2024. The minutes of the Retail Industry Leadership Group are published on the Scottish Government's website. The group also discussed its priorities for non-domestic rates in November 2024, and the minute will be published in due course.

To ask the Scottish Government what work is being done to upgrade the NHS Scotland Resource Allocation Committee (NRAC) funding formula.
Answer
The NRAC formula is an objective measure of the need for health care services across Scotland.
The Scottish Government have committed to continually review the funding formula. This process is managed by the Technical Advisory Group for Resource Allocation (TAGRA) and supports vital work to reduce health inequalities; ensuring that we continue to allocate funding according to the relative need for healthcare in each Board area. Work is underway to review this, however, funding formulas are inherently complex and the review will take time.

To ask the Scottish Government, further to the answer to question S6W-29293 by Jim Fairlie on 24 September 2024, whether it will provide more detailed information distinguishing between public and private deer management, and, if so, by what date it will do so.

As stated in the answer to question S6W-29293, NatureScot data does not differentiate between culls undertaken by the private and public sector.
Included below is the information that is held and shows reported culls for the last two years for overall deer cull in Scotland and reported culls for known public owned land. Please note that some areas of public land may be reported through private leases.

To ask the Scottish Government, in light of the possible introduction of a non-domestic rates public health supplement on retailers, as set out in its 2024-25 Budget, what its position is on whether retailers liable for the new levy, that may also become liable for a workplace parking levy, could be more inclined to pass some or all of the cost of the parking levy onto their own store staff.

To ask the Scottish Government whether it will provide details of its correspondence with Peel Ports regarding the potential introduction of a conservancy charge for small leisure vessels on the Clyde estuary.
Answer
Statutory Harbour Authorities have a power under section 26 of the Harbours Act 1964 to levy charges on vessels, passengers or goods moving within their jurisdiction. Whilst an Authority does not require to consult with the Scottish Government on such matters, Transport Scotland officials have approached Peel Ports in order to gain a greater understanding of the proposed conservancy charges.
