Figure 5b of that report provides data on referrals from community optometry to the hospital eye service.

Through implementation of the Women’s Health Plan we have established an NHS Board Women’s Health Lead Network with a Lead in every NHS Board. The Network enables the Leads to identify both common and local challenges and exchange ideas on innovation and best practice, along with discussions on progress to implement the Women’s Health Plan.

We have a clinical Menopause Specialists Network, which enables clinicians across Scotland with an interest in menopause care to share initiatives and good practice and discuss emerging challenges encouraging consistency of advice which can then be shared with local primary care teams.

We also established a National Menstrual Health Clinical Network to provide clinicians across Scotland with access to peer support, consistent expert clinical advice and facilitate further learning opportunities.

We have already invested £30 million to reduce waiting lists that built up throughout the pandemic. This funding is being targeted at a series of national and local plans to reduce backlogs by maximising the use of local and national resources across Scotland. As part of this, we have allocated additional funding to Gynaecology services which we expect to deliver around 3,500 new outpatient appointments.

The Budget we set out on 4 December 2024 will throw the weight of the government behind performance improvements with almost £200 million to reduce waiting lists and help support reduction of delayed discharge. By March 2026, we expect no one to be waiting longer than 12 months for a new outpatient, inpatient treatment or day case treatment.

With regards to the average wait times across all boards compared with waiting times in rural areas such as Aberdeenshire, this information requested is not held centrally by the Scottish Government the member may wish to contact NHS Grampian directly for information.

Teams within General Practice, local community pharmacies and optometry practices frequently work together to support their patients. Other primary care providers can and do refer patients to community optometry services. Community optometry is the accepted first point of contact for any eye related issues.

The Scottish Government is not aware of any workforce shortages in community optometry. The Scottish Government is working with Higher Education Institutions to deliver a new UK-leading Master's optometry undergraduate degree. This will support all optometry graduates from 2029 to have the opportunity to qualify with Independent Prescribing.

As well as a sight test, a routine NHS eye examination in Scotland provides a comprehensive eye health assessment, tailored to meet the needs of the patient. This helps with early detection of a range of sight-threatening conditions and some general medical conditions.

Where the optometrist suspects the patient has a sight-threatening condition, where clinically appropriate they will refer the patient to the hospital eye services. Data on such referrals can be found in the Public Health Scotland report referred to in answer to question S6W-33638 on 27 January 2025.

The Scottish Government have a number of initiatives already in place to attract healthcare professionals to rural areas, including Aberdeenshire.

Challenges in delivering healthcare vary across Scotland due to population needs, as a result there is not a one-size fits all solution.

Work is already underway to progress reforms to ensure long-term sustainability, reduce health inequalities, deliver services closer to home, further harness the benefits of digital technology, and improve population health outcomes in Scotland.

To support sustainability of acute health services within remote, rural and island communities, we have convened an NHS Board-led working group which is working to develop a framework for delivery of health services in rural and island areas and considering how best to deliver the right care in the right place.

This group will determine a framework for the delivery of sustainable care for our rural and island communities, supporting effective local decision making while allowing service design and delivery to be adapted to place-specific needs and circumstances.
