Education Maintenance Allowance already contributes to the raising attainment agenda. It seeks to remove financial inequality and give every young person the same opportunity to remain and progress in learning, no matter their financial circumstances.

EMA is one form of key support we have in place for children and young people in education. Additional support measures include Free School Meals, the school clothing grant and free bus travel for those under the age of 22. These measures also contribute to our wider ambition of raising attainment.

The UK Government abolished EMA in 2011 and therefore there have been no discussions with them regarding EMA in recent years.

In January 2024, EMA officials met with the Welsh Government to provide an overview of the current EMA programme in Scotland. The purpose of this meeting was to support the review of EMA being conducted by the Welsh Government which is due to publish later this year.

The Scottish Government’s analysis is ongoing, but the Bills that appear to require legislative consent include, but are not limited to, the following:

· Renters’ Rights Bill

· Planning and Infrastructure Bill

· Passenger Railway Services (Public Ownership) Bill

· Railways Bill

· GB Energy Bill

· Digital Information and Smart Data Bill

· Tobacco and Vapes Bill

The Scottish Government will consider the content of all Bills in the King’s Speech before making its recommendation to the Parliament on legislative consent. It will then be for the Scottish Parliament to determine whether to give or withhold consent.

Scottish Government recognises the value engagement to evaluate the impact of the measures we are progressing with respect to Fairer Funding. Officials in the Third Sector Unit are in regular contact with organisations like SCVO and the network of Third Sector Interfaces which provide a voice for the wider sector.

As I said in my letter to the Social Justice and Social Security Committee on 20 May we recognise, through our engagement, there is a need to ensure that we can work with them to identify solutions to the challenges facing us.

The Prime Minister has made clear his commitment to rebuild trust and foster respect with Devolved Governments, which the Scottish Government welcomes. The Scottish Government is keen to work together in areas of shared ambition and responsibility, and where the most effective change can be delivered through joint or coordinated action, in a way that is mutually respectful and co-operative.

The Scottish Government meets with NHS Board Digital leads on a monthly basis to discuss key issues including the integration of systems and new technologies. NHS Scotland has not registered with the Apple Health platform and has no plan to do so. Our strategic focus is on delivering the Digital Front Door as outlined in our Digital Health & Care Strategy and associated delivery plan. This will support our ambition; to ensure people have greater access to their data and personal information securely online.
