Motion of No Confidence

  • Submitted by: Ash Regan, Edinburgh Eastern, Independent
  • Date lodged: Thursday, 19 February 2026
  • Motion type: Standard Motion
  • Motion reference: S6M-20858

That the Parliament has no confidence in the Minister for Victims and Community Safety, in light of her failure to bring forward legislative or strategic measures to address the demand driving commercial sexual exploitation of women and children; notes escalating sexual crime figures in Scotland; acknowledges confirmation from the Crown Office and Procurator Fiscal Service and the Lord Advocate that sex buying overlaps with other sexual and domestic abuse crimes and that criminalising the purchase of sex is in the public interest; notes that Police Scotland has identified current legal limitations in tackling the purchase of sex which proposed legislation, in the Prostitution (Offences and Support) (Scotland) Bill, also known as the Unbuyable Bill, sought to address; recognises repeated warnings from survivors, advocacy organisations, and frontline services calling for preventative and protective measures; believes that the Minister has failed to advance legislation to address demand within her portfolio responsibilities or to demonstrate meaningful engagement with survivors of prostitution; considers this a serious failure of ministerial responsibility in protecting vulnerable women and children from commercial sexual exploitation, and calls for accountability in office with the resignation of the Minister for Victims and Community Safety.
