Healthy Life Expectancy Data for 2021 to 2023

  • Submitted by: Katy Clark, West Scotland, Scottish Labour.
  • Date lodged: Friday, 05 September 2025
  • Motion reference: S6M-18706

That the Parliament acknowledges the publication of life expectancy data for 2021 to 2023 by National Records Scotland; notes with concern that, according to the data, life expectancy in Scotland remains the lowest in Western Europe at 76.8 years for males and 80.8 years for females; understands that these figures further reduce when taking account of the National Records Scotland's healthy life expectancy at birth, which is the average period someone can expect to live in good general health, with statistics from 2021 to 2023 showing 59.6 years for males and 60 years for females; recognises what it sees as the disparity in these figures when taking into account local authority data, which records healthy life expectancy at birth to be as low as 52.6 years for males in North Ayrshire and 52.5 years for females in North Ayrshire, compared with 70.4 years for males and 72.1 years for females in the Orkney Islands, and urges the Scottish Government to assess what actions are being taken to address the associated issues, ensuring that there is an increase in future figures, and include these statistics in updates of the progress of Scotland's Population Health Framework.
