Local authorities are responsible for decisions relating to the operation and delivery of waste management in their area. This means that local authorities operate different systems of waste separation, making local authorities themselves best placed to inform and educate residents on the systems and services available to them locally and any separation required.

The Circular Economy (Scotland) Act 2024 set out that Scotland will move from a voluntary to a statutory household recycling Code of Practice to deliver better and more consistent recycling services. A benefit of the increased standardisation across Scotland would be to enable effective national communications on waste separation best practice.

Due to the nature of the projects RIF has supported and the timescales for waste data reporting there is a lag between projects being completed and impact data being available.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

HMP Shotts was fully redeveloped and completed during 2013-14 at a cost of £93.1m. The establishment remains a valuable part of the SPS estate and delivers consistently high levels of care and support for those individuals who live there.

The land of the former prison site, which sits to the west of the current establishment, remains operational and is partly used for photovoltaic panels, reducing the establishment’s energy use.

SPS is currently in the process of assessing the future use of this area which includes methods to achieve a climate change journey to zero-direct emissions.

Given that drug and alcohol related problems can contribute to loss of accommodation, the actions taken through Alcohol and Drug Partnerships (ADPs) to provide recovery-based support can help prevent homelessness. To help align their contribution, ADPs bring together a range of partners at the local level with experience and responsibilities spanning the statutory, third sector, and community space to ensure that strategic planning reflects the wealth of local knowledge and expertise in providing services to those most in need. Whilst there is no prescriptive direction as to which individuals and organisations should sit on or contribute to an ADP, there is an expectation that local authorities will field representation with sufficient insight into wider services within their remit, such as Housing, Social Work, and Education, to ensure appropriate linkage to those areas of service provision.

The Scottish Government wants to ensure that progress is made based on the principles of shared public responsibility and earlier intervention to prevent homelessness, as set out in the proposals for new homelessness prevention duties in the Housing (Scotland) Bill currently before the Scottish Parliament.

The Scottish Government is currently working with COSLA, and in consultation with other partners, to revise the Partnership Delivery Framework to Reduce the Use of and Harm from Alcohol and Drugs, to bring greater clarity and consistency to the remit, membership, and organisation of ADPs.

There are a number of factors that impact on how long it takes Social Security Scotland to make a decision on disability benefit applications, including the time taken to gather the supporting information required to make a decision on an application.

Social Security Scotland has a dedicated application route for terminally ill children and young people, and anyone in Scotland diagnosed with a terminal illness by their healthcare professional can apply for disability benefits under Special Rules for Terminal Illness. Published data shows that applications under the Special Rules for Terminal Illness are currently processed within three working days for Child Disability Payment and two working days for Adult Disability Payment.

The most recent official statistics for Child Disability Payment show Social Security Scotland has made decisions on new applications almost twice as fast as in the previous financial year: Social Security Scotland - Child Disability Payment: high level statistics to 31 December 2024.

The latest Adult Disability Payment official statistics publication shows Social Security Scotland has made faster decisions on applications over the last year, with average processing times decreasing significantly in the last ten months, when compared to the previous financial year: Social Security Scotland - Adult Disability Payment statistics to 31 January 2025

The site of the former Braehead Brickworks is within the operational land of the M8 M73 M74 Motorway Improvements Project and is maintained by the project contractor, Scottish Roads Partnership (SRP). SRP has no plans for the site.

Sustrans’ Children’s Walking and Cycling Index Scotland was itself funded by Transport Scotland, and serves as good example of the Scottish Government’s continued commitment to proactively listening to young people’s voices in transport decision making.

I have welcomed the report, which demonstrates the overwhelming support for safer walking, wheeling and cycling paths that children in Scotland are asking for. When we build active travel infrastructure, we are doing so not just for today, but for tomorrow, ensuring our young people can build and then maintain sustainable transport options into later life.

Beyond active travel, the Scottish Government has completed and published Child Rights and Wellbeing Impact Assessments (CRWIAs) since 2015, to ensure children’s rights are taken into account in all legislation, policies, and strategic decisions. CRWIAs guidance provides advice on when and how decision makers must consult or engage with children and young people where decision will impact them.

This guidance applies to Transport Scotland in the exercise of its responsibilities in transport decision making, and it’s CRWIAs are included in the list of published child rights and wellbeing impact assessments available on gov.scot under the ‘transport’ theme.

An example of this was the development of the second Strategic Transport Projects Review in 2020-21, during which Transport Scotland actively engaged with a sample of primary and secondary schools across Scotland as part of a programme to understand young people’s views on transport. In total 30 schools and 655 pupils were involved, and their feedback was included in the development and appraisal of transport options considered during the review. The experience gained from this engagement programme will help inform future transport reviews of this type.

Another example of this in practice is our recent announcement of two new concessionary schemes for under-22 year old islanders, providing unlimited free travel on inter-island ferries within Orkney, Shetland and the Western Isles from 1 April 2025, and expanding the scheme providing 4 free journeys per year to/from the Scottish mainland to 16–21 year olds from 23 June 2025.

Eradicating child poverty is the single greatest priority of this Government and we are committed to giving all of our children and young people the very best chance to succeed in life. These commitments from the Islands Connectivity Plan will help to ensure public transport is available, accessible and affordable for children and young people, and will them to travel more often, improving their access to education, employment, training, health and social activities and much more.

More than £1bn will be provided through the Attainment Scotland Fund (ASF) to tackle the poverty-related attainment gap during this parliamentary term. Headteachers and education authorities are free to decide to use this funding to provide additional tutoring support.

Scottish Government is committed to ensuring that all young people have the opportunity to develop core STEM skills and knowledge, which is why tackling inequity within STEM learning and careers is at the heart of our STEM Education and Training Strategy. Through the Curriculum Improvement Cycle, we have established a systematic approach to curriculum improvement which will help to ensure that STEM subjects are attractive and accessible to all learners.

Specialist STEM programmes for pupils from disadvantaged backgrounds are currently being delivered across Scotland. These include SSERC’s Research Placements Programme, funded by a range of partners, which provides S5 pupils from disadvantaged backgrounds the opportunity to undertake online modules to develop their professional skills, followed by a two-week STEM research placement.

In addition, Strathclyde University run an Engineering Scholars Programme open to senior phase pupils from under-represented groups who are interested in studying Engineering at university. The opportunity includes a scholarship package featuring personal or small group tutoring.

The Scottish Government is providing £23.4 million of funding in 2025-26, to the Regional Transport Partnerships and their local authority partners through the Active Travel People and Place programme. One of the key areas of investment in this programme is “Schools and Young People”, which targets investment in behaviour change initiatives to encourage more children and young people to use active travel as a way of travelling to school. The aim of this programme is to make sustainable travel choices the most desirable way to travel for young people and families by providing the necessary interventions and adaptations that make active travel more attractive.

This year, we will also increase our funding (to £2.5m) for Bikeability Scotland, the national cycle training programme for school aged children. Bikeability Scotland provides the next generation of cyclists with the skills and confidence they need to ride safely on our roads. In 2023-24, the last period for which data is available, more than 54,039 children received cycle training. We expect that figure to rise to 70,000 this year.

We allocated over £100 million across a number of infrastructure programmes to develop and deliver walking, wheeling and cycling infrastructure in 2024-25. This includes funding through the Active Travel Infrastructure Fund (ATIF), our primary vehicle for supporting infrastructure projects.

Through the ATIF, Transport Scotland directly funded 16 local authorities and one Regional Transport Partnership for projects that are: improving routes and junctions at various locations to ensure children can cross safely; addressing missing links; supporting safer routes to school; and enhancing safety by improving lighting.

The funding support provided through the Active Travel Infrastructure Fund will continue in 2025-26, giving local authorities the autonomy to support the design, development, and delivery of active travel infrastructure measures according to their individual local priorities.
