No. Absence rates for pupils were never 50% or greater when schools were fully open for all pupils during the 2020/21 school year.

Since my appointment to the role of Cabinet Secretary for Education and Skills I have had a number of introductory discussions with the Chief Examining Officer to develop my understanding of matters pertaining to the alternative certification model and to discuss issues being raised by stakeholders.

The meeting of 24 May informed my understanding of the ACM and the approach to 2021 appeals.

On the phone call of 3 June I discussed my priorities and the upcoming publication of the OECD review ahead of my Parliamentary Statement that day.

At the meeting of 24 June SQA were invited to share thoughts on the Reform of SQA and Education Scotland.

These meetings were informal and as a result no minutes were taken.

The information requested regarding the number patients who have contracted COVID-19 while attending hospital is not held centrally by the Scottish Government.

However, on 14 July 2021 the Public Health Scotland weekly report titled “Hospital onset COVID-19 cases in Scotland” shows that up to 20 June 2021 in NHS Lanarkshire there were:

• 493 definite hospital onset cases (first positive specimen date was 15 or more days after admission)
• 270 probable hospital onset cases (first positive specimen on days 8 to 14 of admission to NHS board)
• 203 indeterminate hospital onset cases (first positive specimen on days 3 to 7 of admission)
• 1,223 non-hospital onset cases (first positive specimen on day 1 or 2 of admission)

The Scottish Government only collects school pupil attendance and absence information every 2 years, so no data is available for 2017-18. In addition, the structure and format of data gathered in 2018-19, as well as some partial data gathered in 2019-20 (due to the Covid pandemic) does not enable the necessary analysis to be undertaken to answer this question.

For the 2020-21 school year, the Scottish Government does have daily attendance and absence data that would enable such analysis to be undertaken. However, this could only be obtained at disproportionate cost.

This information includes the attendance and absence rates over the course of the entire 2020-21 school year (when schools were open for all pupils to return from specific stages).

It shows that attendance generally started at around 95% when schools fully reopened after a lockdown (i.e. August 2020 and April 2021).

On any given day, more children and young people were not in school due to non-Covid reasons, and that most pupils not in school due to Covid-related reasons was due to pupils being required to self-isolate. The actual number of pupils who were absent due to having tested positive for Covid (or displaying Covid symptoms) was generally under 1,000 pupils (out of approximately 700,000 pupils) on any given day over the course of the entire 2020-21 school year.

This question relates to operational matters that are the responsibility of the Scottish Court and Tribunals Service (SCTS) corporate body. The question has been passed to the Chief Executive of the SCTS who will reply in writing within 20 days

The Scottish Government is committed to introducing new and innovative treatment practices to address problem substance use, based on strong and sufficient evidence.

We have had discussions with a number of external stakeholders as well as internal policy and analytical teams to help inform our position on NET. As a result of these discussions we were advised that before Neuro-Electric Therapy (NET) could be made available as a treatment option through the NHS, it must be researched according to current guidelines and NHS ethics and be registered, as a licensed medical device, with Medicines & Healthcare products Regulatory Agency ( MHRA). Until this happens the device can only be used in experiments or medical trials.

These discussions also concluded that as Scottish Government does not directly fund clinical trials or literature reviews into the efficacy of specific treatment interventions, we should recommend that NET RECOVERY Corporation- the company that manufactures NET device - should explore funding streams available through a number of open and competitive funding channels including Medical Research Council and the CMOs Chief Scientist Office.

In line with our Programme for Government commitment, the Fuel Poverty Strategy will be published by the end of this year. We will consult with a wide range of relevant stakeholders. The timescale for this consultation will be confirmed in due course.

A contribution is made by the Scottish Government towards the cost of free personal and nursing care for self funding care home residents.

Each year this usually rises in line with inflation.

However, emerging evidence suggested that the cost of providing care has increased significantly. To help redress this for 2021-22 an above inflation 7.5% increase was applied to the weekly payment rates.

As such, the weekly payment rates for personal care for self-funders, including those with dementia, rose from £180 in 2020-21 to £193.50 in 2021-22 and the nursing care component rose from £81 to £87.10.

The option to take part in the pilot scheme was open to all Scotland’s universities. Discussions are continuing with all universities in Scotland about ways to increase the available supply of suitable quarantine accommodation for international students from Red List countries.

We are committed to expanding the maximum total support package available to students over the next three years to reach the equivalent of the living wage.
