We remain on track to increase the number of GPs working in Scotland by at least 800 by 2027. We have taken a number of actions, including increasing the number of medical places at universities, and taking steps to encourage medical graduates to choose general practice. To that end, between 2015-16 and 2021-22 the Scottish Government will have increased the annual intake of medical places in Scottish universities from 848 to 1117 (269 places, a 32% increase). The majority of these new places are focused on general practice.

By increasing the amount of undergraduate curriculum that is delivered in general practice to 25%. We are confident increased exposure to general practice will encourage more students to train as GPs. With an increase of 89 GPs in 2019/20 we are now confident we are starting to see the positive impact of these actions.

The Scottish Government regularly reviews performance data from the Scottish Ambulance Service which includes data on response times across the country.

This information is normally reviewed weekly, however, given the current pressures being experienced we are receiving twice daily sit reps from the Service on performance.

Like all areas of Scotland, and indeed throughout the UK, we are aware that some patients are experiencing delays in response times from the ambulance service. This is why we have already taken significant action both prior to and since the pandemic to input measures to ensure our Ambulance service has the full resources and range of support in place to deliver services.

We announced an additional package of support for the Service, backed by an additional £20 million of investment, which will help increase capacity and improve response times and staff wellbeing, including assistance from over 100 military personnel.

We have also previously taken action to help with the situation, including an additional investment of £20m as part of the £1bn NHS Recovery Plan. This investment comes from continued involvement with the SAS Demand and Capacity programme which this Government has been involved in since its inception in 2019. It will deliver almost 300 additional Ambulance Service staff by April 2022.

This breaks down as 69 staff in the North of Scotland, 139 in West of Scotland and 88 in the East of Scotland. The additional staff are a mixture of paramedics, newly qualified paramedics (NQPs) and technicians. Extra ambulances and vehicles will also be introduced over the coming months, including two in Edinburgh.

Officials meet with NHS Greater Glasgow & Clyde’s (NHS GG&C) Cancer Team on a weekly basis to ensure every urgent suspicion of cancer (USC) patient is moving timeously through their pathway. These discussions are based on management information, not in the public domain.

The majority of cancer treatments have continued throughout the pandemic. Where changes have been made to a patient’s treatment plan, due to COVID, the decision is made jointly with the clinical team and patient.

NHS GG&C treated 97.1% of cancer patients within 31 days of a decision to treat being made in Q2 2021. Latest statistics are available via:

As of 12 October 2021, 36 projects have been awarded funding through the Green Jobs Fund (GJF). This amounts to £8,944,969 of funding across 18 different local authority areas. The total number of jobs to be created from this first allocation of funding is expected to be 517.8 FTE. A second GJF funding allocation round will take place later this year.

The following table shows the breakdown of current awards by local authority, detailing the amounts awarded, the number of awards made and the number of jobs expected to be created in each local authority as a result of the funding allocated.

The Scottish Government advises anyone who has experienced domestic abuse to report crimes committed against them. Domestic abuse is a heinous crime and we remain absolutely committed to working with justice partners to ensure that they have the most effective tools at their disposal to ensure that perpetrators receive a robust response and are held to account for their actions.

The Domestic Abuse (Scotland) Act 2018 (the ‘Act’) came into effect in April 2019 and provides the police with additional powers to take action against those who abuse their partner or ex-partner. As highlighted in the publication, in 2020-21, 1,581 charges were reported under the Act, with 95 percent resulting in court proceedings being raised.

Lastly, as part of the Programme for Government, we will invest £100 million over the next three years to support frontline services so that women and children can safely access the support they need and to focus on prevention of violence against women and girls from school onwards.

Ambulance services around the UK, as well as the wider NHS, are experiencing unprecedented demand – largely because of COVID but also due to a combination of increasingly complex cases, staffing challenges and exceptionally busy emergency departments.

That is why we have already taken significant action both prior to and since the pandemic to put in place measures to ensure all Health Boards including NHS Lothian and our Ambulance service have a full range of support.

In July, NHS Lothian received their share of the additional £12 million provided to Health Boards to support non-COVID emergency care. This funding will be utilised to boost staffing and capacity levels to reduce waiting times for urgent and emergency treatment.

To address the unacceptable ambulance waits, we announced an additional package of support for the Scottish Ambulance Service, backed by an additional £20 million, which will help increase capacity and improve response times and staff wellbeing - this includes assistance from over 100 military personnel.

We continue to be in daily contact with NHS Lothian to support improvement work within the Board and the Health & Social Care Partnerships to minimise delays for patients no matter where they are in the system.
