The following tables presents the estimated value of Small Business Bonus Scheme (SBBS) relief as at 1 June 2021, awarded to self-catering properties, broken down by assessor and local authority, for properties receiving 100% SBBS, 25% SBBS, and other percentages of SBBS (e.g. when combined with other reliefs). These tables include all self-catering properties in receipt of SBBS relief. The Scottish Government cannot reliably estimate the cumulative rateable value for each ratepayer and can therefore not state the number of self-catering units with a combined rateable value of £35,000 in receipt of the Small Business Bonus Scheme relief. However, ratepayers with a combined rateable value of £35,000 may still be eligible for SBBS relief where the individual property has a rateable value up to £18,000.

Our definition of ‘good’ jobs is informed by the Fair Work Convention which defines Fair Work as offering effective voice, fulfilment, opportunity, respect and security. For workers, Fair Work means security of pay and contract, having a say in workplace decisions, and flexibility which allows for a good work-life balance. It also means more diverse and inclusive workplaces. We are currently consulting on how we will achieve our ambition to become a Fair Work Nation by 2025, aligning with the aims of a just transition to a wellbeing economy. The consultation will inform a review of our existing Fair Work priorities, and the important role Fair Work can play as part of Scotland’s economic recovery and renewal.

In contrast, there are many definitions of green jobs. For instance, the Climate Emergency Skills Action Plan recognises three distinct categories of green jobs:

• New and emerging jobs that relate directly to the transition to net zero
• jobs affected by the transition to net zero that will need enhanced skills or competencies
• existing jobs that will be needed in greater numbers as the result of the transition to net zero

The first step is therefore to develop an approach that best reflects with Scotland’s industries and will help us to best quantify, and then maximise, the opportunities presented by our transition to net zero. Work within the Scottish Government is underway to develop a ‘green jobs’ definition that is appropriate for Scottish context and provide estimates on the number of green jobs that will be created.

As an example, the Heat in Buildings Strategy published on 7 October estimated that an additional 16,400 jobs could be supported across the economy in 2030 as a result of investment in the deployment of zero emissions heat.

We are committed to ensuring that all people living in Scotland with Cerebral Palsy are able to access the best possible care and support, and benefit from services that are safe, effective and put the person at the centre of their care.

Over the next five years the Scottish Government will invest £4.5 million of funding to implement the aims and commitments of the Neurological Care and Support – a National Framework for Action . These aims include improving the provision of co-ordinated health and social care and support for people with neurological conditions to live on their own terms. Through the Framework, we have supported a number of projects that provide support to patients in order to improve access to services, including cerebral palsy.

NHS Boards are expected to ensure that patients, including those who require cerebral palsy services, have access to a range of professionals to provide the appropriate management of their condition. We would further expect clinicians to have good awareness of guidance relevant to their practice area and apply these taking account of individual circumstances and discussions with the patient, including considering regular reviews for people with cerebral palsy, tailored to their needs and preferences.

We will continue to work with NHS, third sector partners and people with Cerebral Palsy to drive up standards of care.

The Crown Office and Procurator Fiscal Service (COPFS) are currently engaged with criminal justice partners, including the Police Service of Scotland, Transport Scotland and the Scottish Courts and Tribunal Service to develop relevant infrastructure and guidance for the possible introduction of Speed Awareness Courses in Scotland.

The possible introduction of Speed Awareness Courses in Scotland requires enabling legislation. The United Kingdom Government has introduced the Police, Crime, Sentencing and Courts Bill which is currently being considered by the House of Lords. The Bill includes provision for police forces in England and Wales to recover costs from drivers who are the subject of a road traffic diversionary courses.

Whilst the Bill does not include substantive provision to allow Police Scotland to recover costs from drivers, the Bill makes provision for the Secretary of State to make such provision for Scotland, similar to that provided for in England and Wales, by statutory instrument. Any such provision by statutory instrument would require to be made following passage of the Bill.

The Scottish Government continues to work closely with Food Standards Scotland and other partners to raise awareness of the importance of vitamin D, particularly amongst those at highest risk of deficiency.

On 11 October, Food Standards Scotland (FSS) launched a new national campaign to raise awareness of vitamin D and encourage people in Scotland to take a daily 10 microgram supplement throughout the winter months. The campaign will run between October 2021 and February 2022 and follows on from previous promotional activity undertaken by FSS earlier this year. Action to target specific population groups at higher risk of vitamin D deficiency is being considered and will be integrated throughout the campaign.

Leaflets highlighting the importance of vitamin D and supplements are available in a range of languages and formats. Healthy Start vitamins, which contain Vitamin D, are provided free to all pregnant women in Scotland throughout their pregnancy and have been since April 2017. Vitamin D supplements are also available free of charge for breastfeeding women and all babies up to the age of one.

Regulations amending the Health Protection (Coronavirus) (Requirements) (Scotland) Regulations 2021 were made today.

The Health Protection (Coronavirus) (Requirements) (Scotland) Amendment (No.3) Regulations 2021 amend the Health Protection (Coronavirus) (Requirements) (Scotland) Regulations 2021, and will come into force on 30 October 2021.

The Amendment Regulations provide that UNFCCC-accredited attendees to the COP26 Blue Zone will be deemed to be fully vaccinated, for the purposes of entering the COP26 Green Zone.

The recently announced Social Security Scotland recruitment campaign will support the effective national roll-out delivery of Child Disability Payment and, in due course, Adult Disability Payment in line with our values of dignity, fairness and respect. This will also provide capacity to process new claims and support the transfer of existing cases from the Department of Work and Pensions. In 2022-2023 alone this will ensure that payments in excess of £2.2 billion are made safely and securely to over 400,000 people with lasting health conditions or disabilities. In addition, we are also building capacity for the introduction of further benefits beyond Child Disability Payment and Adult Disability Payment, including Scottish Carers Allowance.

accines are approved through an established four nations basis framework and the current approved vaccines are those used by the NHS as part of the UK rollout, as well as those approved by the European Medicines Agency (EMA), the US Food and Drug Administration (FDA) or from an eligible country using the Oxford/AstraZeneca, Pfizer-BioNTech, Moderna or Janssen vaccines. We do not currently accept others such as the Sinopharm vaccine at this time. This is based on clinical advice and represents a consistent approach across the four nations.

To qualify under the fully vaccinated rules for travel to Scotland, you must have been fully vaccinated with a full course of an approved vaccine under:

• the UK or UK overseas vaccination programme
• the United Nations vaccine programme for staff and volunteers
• an approved programme in one of the programmes found on the link below

Those who do not meet the COVID-19 vaccine eligibility criteria must continue to take a pre-departure test, self-isolate for 10 days upon arrival and take day 2 and 8 tests. All arrivals from red list countries must continue to book and stay for 10 days in a managed isolation hotel.

Travel restrictions are in place to prevent cases of COVID-19 being imported to Scotland. Travel restrictions will be in place as long as they are required and Scottish Government will continue to liaise with affected groups and stakeholders over any restrictions and exemptions that may apply.

In November 2020, we announced that the Rural and Island Housing Fund would be extended beyond March 2021 with up to £30 million made available to support development of affordable homes in rural and island areas across Scotland in the current Parliamentary term.

The fund is part of the wider Affordable Housing Supply Programme which supports delivery of affordable homes across Scotland including in rural and island areas.
