The Scottish Government is clear that wildlife crime is abhorrent, reprehensible and unacceptable. The persecution of birds of prey has no place in modern Scotland. It is also completely at odds with our work to address the biodiversity crisis, which is supported by so many people and organisations across Scotland.

That’s why we have taken a number of steps over recent years to strengthen the law on wildlife crime - most recently through the introduction of the Animals and Wildlife (Penalties, Protections and Powers) (Scotland) Act which makes a number of important changes to wildlife legislation.

The Act, which was passed by the Parliament in June 2020, increases the penalty for a range of wildlife offences, including the killing of birds of prey. Individuals found guilty of those types of offences can now face up to five years imprisonment and/or an unlimited fine. The Act also gives Police Scotland more time to investigate wildlife crimes.

Furthermore, we commissioned, and committed in our 2021-22 Programme for Government to delivering the recommendations of, the Grouse Moor Management Review Group. This is being done as a matter of urgency and includes the licensing of grouse moors.

The costs and benefits of delivering Scotland’s Deposit Return Scheme (DRS) are set out in the Full Business Case (FBC) Addendum, published on 16 March 2020, which sets out the clear economic case for DRS. We are aware that some in industry have been exploring alternative values for some of the assumptions set out in the FBC Addendum. We have not had the opportunity to assess the evidence for these alternative assumptions in detail. However, where the figures appear credible we are analysing them and will respond in due course.

In line with the principle of producer responsibility, the operating costs of DRS will be borne by the drinks producers who supply the Scottish market.

We are committed to ending Scotland’s contribution to climate change by 2045, and to ensuring we do it in a way that is just and leaves no-one behind.

The science is clear that the world cannot go on extracting fossil fuels indefinitely if the necessity of limiting global warming to 1.5 degrees is to be achieved.

The presumption should be not to develop new oilfields unless there is rigorous assessment showing that it is both necessary and consistent with our obligation to limit warming to 1.5 degrees and in the overall interests of fast and just transition. We have consistently said that the Cambo field should not be given the green light, but should be subject to a rigorous climate compatibility assessment to ensure that it is consistent with emissions reductions targets, the Glasgow Climate Pact commitment to limit warming to 1.5 degrees and in the interests of a fast and just transition.

The challenge for all countries therefore is how quickly the transition from fossil fuels to renewable and low carbon alternatives can be achieved - and to ensure that the transition is a just one. We are undertaking a programme of work and analysis to better understand Scotland’s energy requirements as we transition to net zero, ensuring an approach that supports and protects our energy security and our highly skilled workforce whilst meeting our climate obligations.

This government has seen a 87.7% increase in the consultant oncologist workforce (from 69.5 WTE in September 2006 to 130.6 WTE in June 2021).

While information on numbers of oncologists according to specialist cancer fields is not centrally held, the numbers of Clinical and Medical Oncology Consultants currently employed in each NHS Board, by Whole Time Equivalent (WTE) and headcount can be found in the medical and Dental dashboard on the NES website available here: Medical and Dental | Turas Data Intelligence (nhs.scot)

The reopening of the Dumfries-Stranraer railway line is being considered within the second Strategic Transport Projects Review.

This option is one of a number investments in the rail network across Scotland, that are being appraised as part of the Review.

The interventions which are recommended in STPR2, when it is published this Winter, will seek to contribute to our vision of a sustainable, inclusive, safe and accessible transport system helping deliver a healthier, fairer and more prosperous Scotland for communities, businesses and visitors.

Therefore, we need to consider the social and economic benefits and to determine the overall Value for Money. This also takes into account risks, uncertainties and other factors such as affordability, deliverability and the wider acceptability of options. This will be an important consideration given pressures on current and future public finances.

Also underpinning STPR2 is the Sustainable Investment Hierarchy published in the National Transport Strategy, where we will aim first to reduce the need to travel unsustainably, then to make better use of and enhance existing infrastructure, before investing in new capacity. This hierarchy is also central to the Infrastructure Investment Plan.

Until the appraisal process is completed, it is not possible to make individual decisions on the reopening of lines such as the Dumfries-Stranraer line. The publication of the recommendations for investment will be followed by an appropriate statutory consultation period.

The Scottish Government published the National Marine Plan in 2015, which sets out the marine planning and policy framework for Scottish inshore waters (out to 12 nautical miles) and offshore waters (12 to 200 nautical miles). This plan was delivered in accordance with the Marine (Scotland) Act 2010, an Act of the Scottish Parliament, and by the Marine and Coastal Access Act 2009, an Act of the UK Parliament, respectively.

The Scottish Government undertakes regular reviews of the National Marine Plan. The most recent review was published in March 2021. Additionally, the Scottish Government carries out sectoral marine planning and supports Marine Planning Partnerships to undertake marine planning at a regional level, allowing more local ownership and decision making about specific issues within their area. All of these planning processes are subject to plan-level strategic assessments to ensure impacts are fairly measured and assessed.

In designing the new service yard and garage, both the safety of the overall operating system and the safety of those using and accessing the garage were fully considered and assessed.   

Design assessments were made in relation to users’ safety and these assessments included: 

·        A design specification, setting out the safety requirements of the new system.  

·        An access report, covering the proposed flow of vehicle travel in the system.  

·        A design risk assessment.  This was carried out by the gate manufacturer to reduce or eliminate risks from gates and barriers with appropriate safety measures.   

·        Safety features including automated traffic controls and safety sensors on all moving parts, including all barriers and gates. 

·        A health and safety review which resulted in updated health and safety arrangements in the service yard area. 

The design process set out the safety standards the component parts of the new vehicle entry system was required to comply with.  These included the European Standards relating to the safety of security gates and barriers.  These were therefore installed and commissioned to appropriate European Directives.  This process was carried out in conjunction with the Parliament’s Health and Safety Adviser. 

In addition, a review of existing health and safety arrangements in the service yard area was carried out as part of the new system design.  Existing arrangements include a 5mph speed limit in the service yard, annual training including vehicle movement toolbox sessions, marked pedestrian walkways and the requirement for pedestrians to wear hi-vis clothing at all times in this area. These existing assessments are considered appropriate in addressing any safety risks in the area. 

The number of households in each local authority that are experiencing fuel poverty is published annually in the Scottish House Condition Survey (SHCS) local authority tables.

Local Authority figures are based on a 3-year pooled sample to allow sufficient sample sizes to produce results on each local authority. The figures in the table below show number of fuel poor households, and the fuel poverty rate, based on the last 10 years for North Ayrshire and Inverclyde.

Preparation of detailed timetables is an operational matter for ScotRail, which is responsible for developing operational timetables to meet the overall strategic requirements of the Scottish Government. Ministers, advised by Transport Scotland, will need to be assured that the overall strategic requirements have been met.
