As with other parts of Scotland, NHS Greater Glasgow and Clyde has faced unprecedented pressures over recent weeks. This has brought many unexpected challenges which are resulting in some patients waiting longer than necessary.

To help alleviate these pressures, we announced a substantial new investment of over £300 million in hospital and community care to support the NHS and social care system over winter. The will support a range of measures to maximise capacity in our hospitals and primary care, reduce delayed discharges, improve pay for social care staff, and ensure those in the community who need support receive effective and responsive care.

As part of our work to maximise capacity for winter, we are investing £10 million to support two new specialist programmes – Interface Care and Discharge without Delay - to support improved processes that ensure patients are discharged as soon as they are medically fit, avoiding unnecessary delays in hospital and ensure alternatives to admission.

Additionally, earlier this month I announced an additional £10 million winter funding which aims to ease pressures in A&E departments and minimise delays that patients are currently experiencing when they need urgent care. NHS Greater Glasgow and Clyde received £2.1 million of this funding.

We continue to meet regularly with NHS Greater Glasgow and Clyde to discuss their local improvement plan.

This year the Scottish Government has increased funding for policing in Scotland by £75.5 million to more than £1.3 billion. The allocation of these resources across policing priorities is a matter for the Scottish Police Authority and the Chief Constable to determine.

People living in Scotland’s rural areas are less likely to be a victim of crime now than a decade ago, as detailed in the 2019-20 Scottish Crime and Justice Survey. Over three-quarters (76%) of those living in rural areas believed that the local crime rate had been stable or fallen in the previous two years.

The Scottish Government will continue to bear down on crime in Scotland, through protecting police budgets as well as through substantial investment in preventative programmes.

The Scottish Government does not hold information on any community pharmacy that has failed to notify the NHS Board of a closure in the last 12 months. The provision of community pharmacy pharmaceutical care services are the responsibility of territorial Health Boards as set out in the National Health Service (Pharmaceutical Services) (Scotland) Regulations 2009, including pharmacy closures.

Any challenges faced by community pharmacies in ensuring the safe and effective dispensing of treatments, should be discussed with the local Health Board to minimise impact and risk to patients.

The UK wide clinical guideline on managing the long-term effects of COVID-19 has been developed collaboratively by the Scottish Intercollegiate Guidelines Network (SIGN), the National Institute for Health and Care Excellence (NICE) and the Royal College of General Practitioners (RCGP).

The evidence reviews on interventions for long COVID were carried out by NICE. At present there is no evidence on hyperbaric oxygen therapy within the guideline.

NICE’s surveillance methods have indicated there is no new evidence which meets the research protocol for interventions on long COVID. However NICE will continue to carry out surveillance on all guideline questions, including the question on interventions, and the results of this surveillance will inform future updates to the living guideline.

There have been long COVID research calls by the National Institute for Health Research and UK Research and Innovation asking for projects investigating possible therapies for long COVID and a number of studies of this type have been funded.

Hyperbaric oxygen therapy treatment has not formed part of any application to either of these calls. Other ongoing calls are open and available for long COVID research applications and if a project on hyperbaric oxygen therapy treatment for long COVID was received, it would be considered.

The Scottish Government recognises that Myalgic Encephalomyelitis (ME) is a debilitating condition which can have a huge impact on people’s lives. We are committed to ensuring those affected by it are supported through the NHS and our social security system.

Social security support may be provided through devolved disability benefits, which comprise our newly launched Child Disability Payment, Child Winter Heating Assistance and also through Adult Disability Payment, which is planned to launch nationally in the summer of 2022, and Pension Age Disability Payment which will follow.

For all of Scotland’s new forms of disability assistance, we are making improvements to the application and decision making process. For Adult Disability Payments this will include replacing current assessments with person centred consultations. This and other changes will ensure that we take full account of fluctuating conditions like ME and markedly improve how all decisions are made.

In advance of the launch of our new benefits, adults continue to be eligible for existing disability benefits administered by the Department for Work and Pensions.

The Cost of Care model will be updated and the uplift will be applied to both care staff and senior care staff.

Scotland’s Covid-19 vaccination programme has been extremely successful, with over 8 million doses administered within 10 months. With the ongoing pandemic, we are following the Joint Committee on Vaccination and Immunisation (JCVI) advice by prioritising based on age and health status with highest health needs first as we know both increase the risk of serious illness from Covid-19.

Given the scale and the challenges that the programme faces, delivering all boosters will take place over a period of several months, however the vaccination programme is continuing at considerable pace – including administering over 436,000 COVID-19 and flu doses in the first week of November.

Health boards are working at pace and appointing those in most vulnerable groups for when they become eligible for a booster. Since the booster programme began in mid-September, the number of booster and third doses administered stands at 1,342,841 as of 19 November.

Human trafficking is a hidden and often complex crime. Accurately assessing the scale of the problem in Scotland and beyond is challenging, although a range of estimates exist around the prevalence of the issue, both in the UK and globally.

Data on the number of trafficking victims in Scotland is drawn from the National Referral Mechanism (NRM). The NRM is the UK-wide framework for identifying potential victims of trafficking and ensuring they receive appropriate support and assistance.

Information from the NRM is released by the Home Office Single Competent Authority quarterly and in an end of year summary. Data relating to 2020 and 2021 can be found at https://www.gov.uk/government/collections/national-referral-mechanism-statistics .

The total capital grant funding provided by the Scottish Government to North Ayrshire Council, in real terms, since 2008-09 is set out in the following table. Prior to 2008-09 the Scottish Government supported local authorities’ capital funding programmes through a combination of loan charge support for historic debt, supported borrowing allocations and a range of separate capital grants outwith the annual local government finance settlement (the details of which are not held centrally).

The capital funding for local authorities changed fundamentally with effect from 1 April 2008 with these individual capital grants being incorporated into the annual local government finance settlement. It should also be noted that funding for Police and Fire transferred out of the local government finance settlement with effect from 1 April 2013. As a result the years prior to 2013-14 are not comparable to the years after 2013-14.
