As of 31 March 2022, 3,890 properties in Perth and Kinross, and 3,801 properties in Fife, remain eligible for the main voucher worth up to £5,000 through the R100 Scottish Broadband Voucher Scheme component of the R100 programme.

As part of the Scottish Government’s 2021-22 Mental Health Recovery and Renewal Fund, we allocated an additional £40 million to NHS Boards to improve Child and Adolescent Mental Health Services (CAMHS) and to clear waiting list backlogs by March 2023. We are also continuing to work directly with Health Boards with the poorest performance to ensure the 18 week waiting time standard is met.

As set out in the Mental Health Transition and Recovery Plan, we are taking a whole systems approach to improving children and young people’s mental health. Alongside investing in acute CAMHS, we are ensuring community services and school counselling are also available in a responsive and timely manner. We are developing responses to young people experiencing crisis and distress, as well as investing in approaches that promote prevention, early intervention and reducing stigma.

To support this approach, an additional £15 million was provided to local authorities in 2021-22, with the same amount being provided again in 2022-23, to deliver locally based mental health and wellbeing support for 5-24 year olds in their communities, providing alternative treatment options focussed on prevention and early intervention. We have also ensured access to counselling support services in all secondary schools.

This package of commitments is designed to ensure the right help is available, in the right place, at the right time. This additional investment will contribute towards delivering our commitment to ensure that, by the end of this Parliament, at least 10% of frontline NHS spend goes towards mental health, with 1% going towards CAMHS.

A £150 cost of living payment is made to households living in a property in valuation bands E, F, G and H only if they were in receipt of a Council Tax Reduction, as defined by the Council Tax Reduction (State Pension Credit) (Scotland) Regulations 2012 and The Council Tax Reduction (Scotland) Regulations 2012, as amended.

Work to progress early milestones set out within Housing to 2040 for improving the quality of all homes is currently underway. We intend to consult on proposals for a new Housing Standard later this year, and plan to launch a formal consultation on proposals for updating the Housing for Varying Needs design guide later this spring. Work on the review of the adaptations system is also underway and is expected to conclude later in the current financial year, with work to develop a joint housing, health and social care accountability and outcomes framework scheduled to start later this year.

We are extending the retail, hospitality and leisure relief by offering 50% relief for the first three months of 2022-23, capped at £27,500 per ratepayer. This follows 100% relief for retail, hospitality and leisure premises for the past two years without any cap. We are also maintaining a competitive package of reliefs, including the UK’s most generous Small Business Bonus Scheme which takes over 111,000 properties out of rates altogether.

Throughout the pandemic we have consistently delivered more direct support to business than we have received in consequentials and recognise the difficulties the necessary additional public health measures brought for businesses including retail, hospitality and leisure sectors.

In December we announced a £375m support package for firms impacted by the necessary measures introduced to control the spread of Omicron.

We also announced an £80m Covid Economic Recovery Fund for local authorities to support local economies and cities recover from the pandemic. This fund empowers councils to consider the needs of local businesses, communities and households and to target support to maximise economic recovery in their areas.

The Scottish Government closely monitors all emerging evidence on COVID-19 treatments and their clinical effectiveness.

On 17 March 2022, the Medicines and Healthcare products Regulatory Agency (MHRA) announced that it had granted a Conditional Marketing Authorisation for Evusheld in Great Britain . The UK Health Security Agency (UKHSA) is carrying out further testing on the treatment’s effectiveness against Omicron and its sub-variants. As part of the additional testing being undertaken by the UKHSA, an assessment of the most appropriate patient groups which could potentially benefit, as well as the deployment and administration process for pre-exposure prophylaxis, is also being considered. Once completed, these results will help inform any decisions on next steps for this treatment, including whether this medicine is procured and made available to patients. The Scottish Government will therefore closely monitor the outcome of this additional testing to ensure that any decisions to make Evusheld available to patients in Scotland are based on the best available evidence.

We are concerned by suggestions of foreign interference in Scottish universities. Our universities are autonomous institutions and the alliances they forge across global academic networks are a matter for them and their governing bodies.

However, we expect all universities to understand and manage the reputational, ethical and security risks associated with international partnerships. This includes conducting appropriate due diligence before entering into new international partnerships and monitoring existing partnerships. Guidance to support universities has been published by Universities UK.

Academic freedom is of paramount importance in Scotland and we have legislated to expand the statutory definition of academic freedom in the Higher Education Governance Act 2016. We also expect our universities to listen to the campus community when taking decisions affecting the university, its staff and students.

The terms and conditions of the R100 Scottish Broadband Voucher Scheme (R100 SBVS) require that suppliers meet Ofcom's definition of 'affordable' broadband - set by Ofcom as no more than £46.10 per month, as per the terms and conditions of the UK's broadband Universal Service Obligation. As Starlink's satellite service currently costs £84 per month (set to rise to £94 per month from 9 May 2022), it does not meet this requirement and, therefore, Starlink is unable to register as a supplier for the R100 SBVS.
