We have drawn extensively on international evidence in the design for our Deposit Return Scheme (DRS). Where there has been a movement away from glass in other countries, this is usually attributable to a range of factors e.g. a movement towards increased use of refillables. Evidence suggests that where product or format switching has occurred in other countries with DRS, it is rare that this can only be attributed to DRS. As the answer to question S6W-06722 sets out, we do not consider that there will be extensive switching away from glass due to our DRS.

The Scottish Government has today published its Heat Networks Delivery Plan which can be accessed at http://www.gov.scot/ISBN/9781804352366 .

This plan fulfils the requirement of section 93 of the Heat Networks (Scotland) Act 2021 to publish and lay before Parliament the first Heat Networks Delivery Plan no later than 1 April 2022. (Laying number SG/2022/46.) The plan outlines how the provisions of the 2021 Act, and any other supporting policies, will contribute to increasing the use of heat networks in Scotland. It sets out the proposed approach that the Scottish Ministers intend to take to increase the use of heat networks in Scotland and how the statutory targets will be met. In addition, it outlines how progress will be measured and the expected contribution that heat networks will make toward meeting the emission reduction targets.

Over this parliamentary term we are investing at least £1.8 billion in heat and energy efficiency in buildings, including investing £400 million to support the development of large-scale heat infrastructure, such as heat networks. Our £300 million Heat Network Fund launched in February 2022 is part of this new suite of delivery schemes. Additionally, our recently announced £1 million Heat in Buildings Development Funding Invitation, which is a forerunner to our Heat Networks Support Unit, provides resource funding to stimulate and accelerate the development of a pipeline of zero emission heat projects for buildings across Scotland.

This plan has developed after taking into consideration views provided during a period of public consultation on the Draft Heat Networks Delivery Plan. Today we are also publishing the analysis of responses to that consultation. The report of the analysis of responses can be found at: http://www.gov.scot/ISBN/9781804351918 .

The plan will be reviewed within a 2 year period.

I have also written to the Conveners of the Net Zero, Energy and Transport Committee and Local Government, Housing and Planning committees. The Government looks forward to engaging with interested parties on this issue.

The Scottish Government has been clear that fair work practices sit at the heart of Green Freeports. All applicants are required to set out their strategy for embedding fair work across the Green Freeport area. Any application which does not show a clear commitment to fair work practices will not be supported by the Scottish Government.

The manner in which P&O decisions have been communicated is completely unacceptable. Scottish Ministers expect all businesses to apply fair labour practices and treat their staff with respect. P&O Ferries have fallen well short of that standard.

Additional support needs, as defined under the Education (Additional Support for Learning) Act 2004 (as amended) arise if a child or young person is, or is likely to be, unable without the provision of additional support to benefit from school education. An additional support need can be of short or long-term duration. Under the Act, education authorities are required to identify, provide for and to review the additional support needs of their pupils. Local authorities are supported to carry out their duties under the Act by the statutory Supporting Learners’ Code of Practice.

The Scottish Government does not collect data on the length of time taken to identify or diagnose a child or young person’s additional support need. Under the Act, a formal diagnosis is not required in order for support to be provided.

Twelve special schools have been built in the period from 2016-17 to 2020-21.

The Scottish Government is not currently investigating trauma and abuse experienced by disabled people specifically. However, the Scottish Government published our Learning/Intellectual Disabilities and Autism: Towards Transformation Plan in March 2021. The plan looks at the actions needed to shape supports, services and attitudes to ensure that the human rights of autistic people and people with learning/intellectual disabilities are respected and protected and that they are empowered to live their lives, the same as everyone else.

Through the Towards Transformation Plan the Scottish Government, and our partners, have established a Gender Based Violence Steering Group to reduce incidences of violence and empower women with disabilities to have safe and loving relationships. This Gender Based Steering Group is developing an action plan, working with disability organisations to lead and support efforts to eliminate gender-based violence.

Since the publication of Engender's Our Bodies Our Rights: Identifying and removing barriers to disabled women's reproductive rights in Scotland report in 2020, the Scottish Government has refreshed our keys to life strategy.

The keys to life strategy promotes the rights of people with a learning disability to be protected against gender based violence. The NHS Health Scotland Advisory Group has a Gender Based Violence programme which published draft guidelines for frontline staff in 2019. The guidance will help staff identify signs that someone may be at risk of gender based violence and respond appropriately.

Scottish Government officials have been in contact with the Scottish Legal Aid Board (SLAB) who have a statutory duty to give the Scottish Ministers such information as they may require relating to the availability and accessibility of legal services in Scotland. I am aware of correspondence from individuals who are having difficulty securing representation in civil matters. SLAB are thoroughly investigating the issues that have been reported, are continually monitoring the situation and are preparing to report back to Scottish Government officials in due course. The Law Society of Scotland have also been made aware of the situation and we will continue to engage with them on these matters.

The ScotWind outcome is a great opportunity for Scotland to deliver green energy, bring supply chain benefits and to support our just transition objectives.

Over the next few years each project will go through consenting processes, respond to geographical and technological requirements, and find a route to market. There are several variables to be managed across these processes, including aspects such as grid connection and the impact of offshore wind developments on various environmental receptors.

Furthermore, ScotWind promises to be transformational in delivering wider economic supply chain benefits to help power Scotland’s green recovery right across the country. As part of this, the introduction of the Supply Chain Development Statement will enable ongoing dialogue between the offshore wind and public sectors to enable strategic infrastructural planning so that Scotland can maximise the potential benefits from this exciting new era of investment for the Scottish economy.
