Work to develop the establishment of Scottish Cities of Refuge will start later in this Parliamentary term.

The development of Cities of Refuge will align with the approach of our New Scots refugee integration strategy, which sets out the vision of a welcoming Scotland, where people seeking protection are supported to rebuild their lives from the day they arrive.

COVID-19 vaccines are recommended in pregnancy. Vaccination is the best way to protect against the known risks of COVID-19 in pregnancy for both women and babies.

Public Health Scotland have created animations for minority ethnic audiences which include information on vaccinations and pregnancy. These videos, information and other assets are shared routinely with partners representing minority ethnic communities in Scotland for cascading.

Our COVID-19 vaccine explainer video also covers pregnancy and is available in a range of different community languages.

COVID-19 vaccine pop-up clinics have been held in maternity clinics in a number of health boards. This allows people to get vaccinated in a safe and trusted space, after having any concerns or questions answered by an expert health practitioner.

The overall financial model, is a commercial negotiation between Global Energy Group and Haizea Wind Group, but I can confirm that Haizea has received no public funding. This government is supportive of the efforts by Global Energy Group, owners of the port of Nigg to strengthen our domestic supply chain capacity, by developing manufacturing facilities at the port. Working alongside our Enterprise Agencies, we are committed to ensuring our supply chain is given all available opportunities to capitalise on the growth of the offshore renewables sector, sustaining existing skilled jobs and delivering new ones. The priority now for Global Energy Group is to develop a revised business case which continues with the aim to deliver a world class manufacturing facility at Nigg. This business case will of course take into account a revised financial model, both private sector and public sector funding and will seek to set out revised milestones with a target of delivering towers.

The Housing for Varying Needs design guide offers good practice in the design of homes in order to help them achieve a degree of flexibility, suit people of varying needs, be convenient to use, and be fit for purpose. Where possible, all new affordable homes delivered through the Affordable Housing Supply Programme are built to Housing for Varying Needs standards.

As set out within the Housing to 2040 route map, we are reviewing the Housing for Varying Needs design guide. We want the guide to help better meet the needs of an ageing population, help people to live in their home for longer, consider a wider range of needs, and learn lessons from the pandemic by recognising the importance of outdoor space, and space for home working or study.

We plan to consult on proposed changes to the guide over the coming months and will wish to engage with disability groups and those with experience of living in homes delivered to Housing for Varying Needs standards, as well as those involved in the delivery of new homes.

Once complete, the review of Housing for Varying Needs will inform the introduction of building standards in 2025-26 to underpin a new Scottish Accessible Homes Standard, which all new homes will need to achieve, regardless of tenure.

Incremental equity changes are not recorded and Scottish Government systems show properties where Ministers have an equity stake at what that equity stake is at the current time.

The current permitted development rights for agricultural and forestry private ways (sometimes referred to as hill tracks) are subject to a prior notification and approval process, through which the planning authority can require changes to the design, manner of construction and route of a proposed private way to minimise potentially harmful impacts, including on peatland. It is for the relevant planning authority to consider each prior notification application on its individual merits.

It is open to the planning authority to refuse prior approval if they consider such impacts cannot be satisfactorily mitigated. Furthermore, if the proposed development would require an environmental impact assessment, the permitted development rights do not apply.

The Scottish Government is currently carrying out a review of permitted development rights in Scotland. We have committed to consider the permitted development rights for private ways as part of the review programme and we will consult on proposals for change in due course.

As of 1 July 2022, a total of 1,031 installations have been delivered using interim vouchers at a value of £399,468. A further 204 interim vouchers have been issued at a potential value of £73,847. In addition, 1,237 installations have been delivered using main vouchers at a value of £3,104,256, with a further 762 main vouchers issued at a potential value of £2,631,657.

It is worth noting that vouchers issued do not always lead to installations being completed and, therefore, may not lead to actual spend – this can be for a number of reasons, such as the beneficiary deciding they no longer wish to proceed.

Scottish Ministers are currently considering the City of Edinburgh Council’s proposed designation of the Edinburgh Short-Term Let Control Area, in accordance with the relevant legislation and Planning Circular 1/2021. There is no statutory timescale for considering such proposals but a decision on the proposal will be made and published as soon as possible.

Proposals for future agricultural support will be co-developed with rural partners through the Agriculture Reform Implementation Oversight Board (ARIOB) and with wider civil society through a consultation in summer 2022 to inform the introduction of a Scottish Agriculture Bill in 2023.
