The Never Use Alone phone line is a number that an individual can call when they are about to use drugs alone. The staff will ask for some basic information before the person uses, including: what you want to be called; the number you are calling from, so the operator can call back if cut-off; an exact location and how emergency service could gain access; and what substance the individual is about to take. If that individual stops responding after they have taken the substance, the operator will notify emergency services of the location and possible overdose, so a medical professional can get to them as quickly as possible.

Additional information provided through the service includes: details about local drug services, including injecting equipment provision and information about accessing same-day prescribing; information about postal naloxone (provided through Scottish Families Affected by Drugs and Alcohol); and other support services such as mental health and housing. All callers are treated with respect and in a non-judgmental way.

The dedicated WAWY service co-ordinator has also conducted awareness raising, information and harm reduction sessions with a range of Alcohol and Drug Partnership services, prevention and overdose response teams, residential treatment services, homelessness services, needle exchanges and recovery cafes. These have taken place all across Glasgow, Paisley and the Ayrshires.

From November 2021 to 1 July 2022, and from the 3 areas used in the initial pilot (Glasgow and North and South Ayrshire), there have been:

•102 calls to the line in total - 38 were outside opening hours, 24 chose to hang up before speaking with an advisor.

•40 calls were answered

•23 of these calls resulted in a supervised consumption, (70% injected or smoked heroin, 20% injected or smoked cocaine).

•None of the calls required the intervention of emergency services

Everyone who accessed the service was offered a link to drug treatment services. All of those who used the supervised consumption element of the phone line were already engaged with drug treatment services.

Everyone who called the service was offered postal naloxone and injecting equipment provision (IEP). Postal naloxone was requested by 8% of people who called the phone line and this was provided in every case.

Referrals were also made to: mental health support (3%); homelessness/housing support (3%); other support (13%). Foodbank information was also supplied to 10% of callers .

1140 hours of high quality funded Early Learning and Childcare is available to all three and four year olds in Scotland, and two year olds who will benefit most. National eligibility criteria for access to funded early learning and childcare at age two is largely aligned to free school meals criteria, as well as care experienced families. Local authorities also have powers to provide discretionary access to a funded ELC place for any child they see fit.

As set out in Best Start, Bright Futures: Tacking Child Poverty Delivery Plan 2022-26 , we will review eligibility to inform the future development of childcare policy in Scotland. This work will ensure a coherent joined up system for families with children of different ages and identify the best approach to expanding access to funded childcare for more of the identified priority family groups, including families with a disabled adult or child.

The third sector plays a critical role in supporting the people of Scotland.

In 2021-2022 the Scottish Government spent over £123 million on funding third-sector organisations that help children and vulnerable groups. Over £109 million was provided via specific grants or funding streams, with an additional £13.8 million in core funding being provided to third-sector organisations via the Children Young People Families Early Intervention and Adult Learning and Empowering Communities third sector fund.

In addition, I refer the Member to S6W-10137. In 2021-2022, the Scottish Government invested over £12 million to support free income maximisation, welfare and debt advice services. This overall figure includes some funding to third sector organisations to provide debt advice to vulnerable people and funding for Scotland’s National Advice and Information Line.

Circularity Scotland (CSL) is a private not for profit business, therefore the Scottish Government was not involved in the negotiations between CSL and the vendors for any of its contracts.

I can also confirm that Circularity Scotland have finalised and signed a contract with Reverse Logistics Group to become its IT services provider.

As stated in the Business Regulatory Impact Assessment published on 22 December 2022, we expect that there will be around seventeen thousand return points operating in Scotland. We do not have a breakdown by local authority.

The information requested on how many dental nursing vacancies currently exist across Scotland, broken down by NHS board is not held centrally by The Scottish Government.

The Scottish Government is committed to the recruitment of a minimum of 1,500 additional staff to support the operation of Scotland’s National Treatment Centres (NTCs) and is supporting a range of activity to achieve this.

This includes support for domestic and international recruitment activity, growth in domestic training pathways for registered medical professionals and new youth employment and apprenticeship opportunities in a variety of non-registered roles, designed to attract individuals who may not have originally viewed NHS Scotland as an employer of choice.

Work is also being undertaken to upskill existing NHS staff through bespoke in-house training programmes delivered via the NHS Scotland Academy, thereby directly supporting career progression and retention for existing staff, and providing access to a variety of new roles that the NTC programme will offer. Through these initiatives we are also supporting boards with backfill arrangements.

NTC Recruitment is the responsibility of each NHS Board. It is therefore for each NTC Board to provide details of recruitment activity planned for their Centre.

Since 1 May 2021, significant progress has been made on the National Treatment Centre (NTC) Programme.

The National Eye Centre at NHS Golden Jubilee, which opened in November 2020, has providing significant additional capacity cataracts procedures to patients across Scotland. This has been achieved through the accelerated opening of theatres ahead of the previous phasing plan in the final business case.

Construction work continued at NTC - Highland; NTC - Fife and the second phase expansion of the Golden Jubilee University National Hospital.

In June 2022,construction work started on the inpatient ward for NTC - Forth Valley at Forth Valley Royal Hospital.

These four centres will open on the following dates:

NTC Fife - January 2023

NTC Forth Valley - January 2023

NTC Highland - April 2023

NTC Golden Jubilee Phase 2 - June 2023

In addition, on 13 May 2022 NHS Ayrshire & Arran the purchased Carrick Glen Hospital in Ayr to be re-developed as NTC – Ayrshire & Arran, due to open in 2025.

The business cases for the remaining NTCs in NHS Grampian, NHS Tayside, NHS Lanarkshire and NHS Lothian, including in new Edinburgh Eye Pavilion, are under development.

There is no specific budget allocated for the National Treatment Centre Programme, instead the Health portfolio are required to manage this programme within the overall portfolio capital allocation. The spend to date is:
