The Promoting Equality and Cohesion Fund initially ran from 2017 to 2020, and was then extended to October 2021 due to the impacts of covid-19. It was superseded by a revised funding programme: the current Equality and Human Rights Fund.

The Promoting Equality and Cohesion Fund was used to fund projects that would contribute to one or more of four outcomes:

• Discrimination against people who share protected characteristics is reduced and multiple discrimination is addressed so that barriers to participation are reduced.
• People covered by hate crime legislation experience lower levels of hate crime.
• People and communities are supported to participate in and engage with services and civic society; their contribution is recognised, and community cohesion is increased.
• Current imbalances in representation in all aspects and levels of public life, including education and employment are addressed to better reflect our communities

The Govanhill Welfare Rights Hub project was funded to support provision of a welfare rights support service to local residents in Govanhill, Scotland’s most ethnically diverse neighbourhood. The service would particularly target residents from the area’s large Roma community, 3-5,000 of whom live in Govanhilll. Clients would be supported firstly to demonstrate their eligibility for benefits providing with expert support to maximise their welfare entitlement.

The project would be delivered by a team of dedicated welfare rights workers supported by dedicated Romanian and Slovakian speaking community development workers, to facilitate engagement and also to bridge deficits in relation to Education, Employment, Health, Housing, social connections and access to local services.

The specific outcomes to be achieved were:

• Ethnic minority residents are supported to maximise household incomes
• Ethnic minority residents are supported to access educational and economic opportunities

The "Promoting community support and rights for older people facing additional challenges" project was funded to support work with older people who live with disabilities and/or face other challenges and who want more services that give them real choices and enable them to live as independently as possible. The project would work alongside those older people to improve the number, range and quality of community services and to raise public and professional awareness and change attitudes to this group of older people. The project would bring people together, share good practice and publicise positive examples.

The specific outcomes to be achieved were:

• Older people with disabilities are better able to shape the services they use and so get support that reflects their circumstances and gives them a good quality of life.
• Public and professional awareness about older people and the contribution they make is increased and older people with disabilities have more opportunities to participate

The Community Development and Cultural Programme project was funded to support creation of new, and development of existing projects within Hidden Gardens’ Community Development & Cultural Programme, for people with protected characteristics to: engage in intercultural dialogue; learn skills; reduce inequality; increase resilience and promote community cohesion & societal engagement.

• To deepen connection between peoples of all cultures, faiths, backgrounds and abilities - this outcome underpins everything we do at the Hidden Gardens. Through engaging in shared activities, people will have an understanding and appreciation of other cultures, faiths, backgrounds and abilities, thereby developing safe and stable relationships between communities.
• Improve Learning and Participation, thereby reducing disadvantage and inequality in public life

The BSL Information and Engagement project was funded to support the implementation of the British Sign Language (Scotland) Act 2015 in Scotland, focusing on engaging with deaf children and young people aged 10 – 18 years and parents/carers of deaf children and young people.

The intention was to reach families and young people who were already British Sign Language (BSL) users, but would also focus on the promotional aspects of the legislation. This would enable National Deaf Children's Society to reach the vast majority of deaf young people and their families who have never been exposed to BSL and may be experiencing poorer language and life outcomes as a result. It would also promote and raise awareness of BSL as a language within this new market, and work closely with Designated Special Provision (DSP) partners to signpost young people and parents appropriately.

It was intended that National Deaf Children's Society would work to empower young people and families so that they could effectively participate in consultation opportunities brought about by the Act. This would enable them to help shape the BSL National Plan, subsequent authority plans and, more widely, decisions that affect their lives.

The specific outcomes to be achieved were:

• Deaf children, young people and their parents/carers develop the knowledge and skills required to help shape the future of BSL in Scotland and influence local change.
• Help implement the promotional aspects of the BSL legislation by ensuring parents and carers of newly identified deaf children receive appropriate and timely information about BSL which helps them make genuinely informed choices about the language and communication options that should be available to their child.
• The Deaf Sector Partnership effectively represents the needs and views of deaf young people and parents of deaf children.

The Govanhill Law Centre project was funded to enable Govanhill Law Centre to continue to provide free, holistic and confidential legal support to the residents of Govanhill to tackle discrimination, fight rogue landlords and substandard living conditions, support the people to engage and participate with the service, improve community cohesion and to assist in addressing the current imbalances in public life with particular focus on the Roma and Black and Minority Ethnic (BME) population within the community.

The specific outcomes to be achieved were:

• To improve the living conditions within the Govanhill area of Glasgow, with emphasis on the private rented sector and the treatment of the Roma and BME population, and to prevent people being made homeless.
• To improve the health and well-being of the Roma and BME population of Govanhill by maximising their income, enforcing their rights and tackling unmet legal needs
• More BME clients access our advice and legal services. To continue building on the trust we have built up within the community and to work with key services to improve the health and well-being of the people of Govanhill.

The Connexions project was funded to enable the work done by the agency, mainly in Kirkcaldy, to be ‘rolled out’ into areas of East and West Fife. In addition to services such as language support, information, advice and advocacy, assisting people access rights and employment the project would, through Participatory Action Research, address more determinedly that migrant communities share ownership and integrate with local communities. Cross-community action would help address the demographic changes in Fife and Scotland.

The specific outcomes to be achieved were:

• There will be a significant increase in uptake of information and advice across a range of human rights issues within Fife from members of migrant communities
• People from migrant communities will demonstrate an increased feeling of belonging to local areas and ownership of public places, civic institutions and commit to stay in Fife rather than leave due to uncertainty of status following ‘Brexit’
• More people from migrant communities will move from low paid, low skilled employment (reflecting qualification and skill) and will show an increased willingness to stand for public office

The Interfaith Glasgow project was funded to support Interfaith Glasgow to improve community cohesion, reduce the ignorance and prejudice that leads to discrimination and hate crime, and increase civic participation. This would be done by organising activities and events that promote friendship, encourage cooperation and provide opportunities for dialogue to occur between people of all faith and belief traditions. Interfaith Glasgow would also continue to build relationships with different faith communities and wider civic society to make Glasgow a safer, more harmonious city for all.

The specific outcomes to be achieved were:

• Glasgow’s religious diversity is valued and there is increased social interaction, communication, and friendship between people of different religions and beliefs
• People of different religions and beliefs have developed greater mutual understanding and respect through focused dialogue activities challenging ignorance, prejudice, and misconceptions
• People of different religions and beliefs are working cooperatively with each other and engaging in civic society to address inequalities

The project would specifically focus on providing access and connecting young people with accurate information on faith groups; developing more supportive connections between the elderly with dementia and/or living alone and their faith communities; and between faith communities, services and civic society.

• Religious prejudice among young people is reduced
• Fewer barriers to participation of the elderly in their faith communities
• Increased engagement and participation between people and communities with services and civic society

The ‘True Colours’ project was funded to help young people who experience racial bullying in schools. The project’s focus was to implement a peer education programme, tackling issues of bullying, prejudice and discrimination, whilst promoting equality and good relations among students within schools in Edinburgh area. The project supported the input of numerous young volunteers for them to gain new skills and hands on work experience thereby increasing their employment prospects.

The specific outcomes to be achieved were:

• Improve knowledge and awareness of up to 25 young volunteers on equality, human rights, discrimination, hate crime and bullying; Improve their research, public speaking, social media and presentation skills.
• Enhance confidence amongst young people and school workers by increasing their awareness and knowledge in relation to equality, with particular emphasis on prejudice-based bullying, stereotyping, racism, gender equality and homophobia.
• Promote anti-bullying culture in schools trough creating anti-bullying videos, encouraging creativity, empathy and interpersonal skills.

The Refugee Health Policy and Strategy Action Group project was funded with the intention that refugees in Scotland would develop a greater understanding of the policy landscape and would be advocating for better and appropriate mental health and wellbeing support for themselves and their peers. By incorporating lived experience refugee voices at national and regional forums, knowledge and understanding in local areas across Scotland of refugee health needs would be improved and local action to support this will be led by refugee groups.

The specific outcomes to be achieved were:

• Refugees living in Scotland are active advocates for mental health and wellbeing both locally and nationally
• Local and national health and civic society agencies are engaged in refugee led prevention and support approaches to service planning and provision
• Statements and dialogues on mental health and wellbeing are being initiated and led by refugees in places and spaces across Scotland
