The tender design stage is ongoing, and further work is required prior to the publication of the Invitation to Tender document. However I am hopeful that significant progress on this will be made this year and I will of course continue to keep the member and Parliament updated of any significant developments.

Ministers’ charging policies and Objectives for the water industry are clearly set out in the key framework documents that can be found on the Scottish Government’s website. Current circumstances facing the industry, indeed the country at large, are undoubtedly challenging and the Scottish Government will maintain regular dialogue with Scottish Water to support the continued delivery of all of Ministers’ Objectives over the current regulatory period. The affordability of charges is a matter for Scottish Water’s Board to consider alongside the requirement to meet its other statutory obligations. WICS has no powers to require a particular outcome in the charge setting process beyond setting the charge caps which are established to protect customers.

To the end of financial year 22-23 the Scottish Government expects to have spent around £210m on the initial delivery of the Rail Decarbonisation Action Plan.

NHS Scotland and the Scottish Government remains focused on delivering high-quality care in the safest possible way for patients of all cancer types, including blood cancers.

The National Cancer Plan, published on 9 December 2020, includes actions to improve access to treatments for all cancers.

The Covid-19 National Cancer Medicines Advisory Group (NCMAG) was established to oversee interim governance arrangements for cancer medicines in response to the impact of Covid-19 on the health service. These arrangements include two new medicines approved for use with patients with leukaemia, a type of blood cancer.

We have established the Scottish Cancer Network, which is a dedicated national resource to support and facilitate a ‘Once for Scotland’ approach to cancer services. Its aim is to enable equitable access to care and treatment across Scotland.

Lastly, an updated Framework for Effective Cancer Management was published on 3 December 2021. It supports clinicians and NHS managers to drive improvements in cancer pathways, including blood cancers, providing Health Boards with the tools to effectively manage cancer patients and ultimately recover waiting times.

SEPA, as required by the Flood Risk Management (Scotland) Act 2009, prepared Flood Risk Management Plans (FRMPs) for the period 2022-2028. These were approved by Scottish Ministers and published in January 2022. The FRMPs have been developed to ensure all efforts to reduce flood risk are coordinated. The Plans outline the long term ambition by setting objectives and identifying actions for areas most at flood risk. The Local Flood Risk Management Plans, which are complementary to the FRMPS and prepared by local authorities, are due to be published by December 2022. They will provide more detail on how the actions set out in the flood risk management plans for 2022-2028 will be delivered.

There are multiple organisations responsible for flood risk management and the Plans focus their efforts to where the risk of flooding and benefits of actions are greatest. SEPA do not undertake or fund flood risk management works themselves. Funding is provided either by the organisation undertaking the work, such as the local authority, or by the Scottish Government. In recognition of the importance of reducing flood risk the Scottish Government has provided, since 2008, a total of £42 million a year through the General Capital Grant to local authorities to allow them to invest in flood protection schemes. In addition the 2020 Programme for Government committed an additional £150 million over the course of this Parliament for flood risk management actions.

Information relating to processing times of new applications is published as part of routine statistics publications on Adult Disability Payment. The most recent publication provides information covering the period from 21 March to 31 July 2022. These statistics showed that:

• the shortest time taken to process an application was less than one day;
• the median average processing time was 36 working days; and
• 2% of new applications in the time period took 81 days or longer to process.

In the 2021-22 Programme for Government and as part of the Bute House Agreement with the Scottish Green Party, the Scottish Government committed to undertake an in-depth analysis to better understand our energy requirements as we transition to net zero. Work is underway and analysis will include a detailed assessment of oil and gas production in Scotland; a study of energy demand; and assessment of the just transition implications of the energy transition. This work will enhance the evidence base for policy making and is expected to report by the end of 2022.

In line with the Scottish Government’s evidence based approach to policy development, we have committed to undertaking a programme of work and analysis to better understand Scotland’s energy requirements as we transition to net zero and how this aligns with our climate change targets. We continue to engage with BOGA and as part of a wider programme of analysis and engagement with a range of organisations and stakeholders.

As announced in the Programme for Government on 6 September, the Scottish government made a commitment that ScotRail fares will not increase before March 2023. The Scottish Government is clearly aware that any RPI linked fares rise would hit hard-pressed passengers in the pocket at a time when the cost of living crisis is at its height, and potentially turn them away from rail at a time when we should be encouraging them back.

The Scottish government supports calls for simplification of the current rail fares system and we will be exploring what we might be able to do with the powers the Scottish Government has to make fares easier for all, including through the Fair Fares Review.
