The Money and Pensions Service (MaPS) is an arm’s-length body sponsored by the UK Government’s Department for Work and Pensions. Whilst officials within the Scottish Government liaise with MaPS colleagues in Scotland on a range of policy and operational issues, Scottish Ministers have made no assessment of the effectiveness of work undertaken by MaPS in Scotland.

The R100 contracts, which are delivering full fibre, gigabit capable connections across the length and breadth of Scotland, are currently expected to conclude during 2027-28.

For those properties beyond the reach of the R100 contract build or commercial coverage plans, the R100 Scottish Broadband Voucher Scheme – offering vouchers worth up to £5,000 – remains available to help secure a superfast broadband connection.

Fully committing to charging relevant agencies to develop a national plan would contravene the Scottish Government position that Local Authorities and schools have autonomy to take these decisions at a local level.

As set out in our response to the National Partnership for Culture recommendations, we will explore other opportunities to scope whether any of the established initiatives around the Creative Learning Plan could be scaled up.

Ofcom’s Connected Nations report for 2022 – published on 15th December – indicates that over 99% of all properties across Scotland can access a reliable broadband connection.

Original plans for the R100 contracts were expected to see over 112,000 properties connected to superfast broadband speeds of 30 Megabits per second (Mbps). However, in August 2022, we announced additional investment of £36 million to extend build to a further 2,637 properties – taking the total expected to receive connections to over 114,000.

As of 28 February 2023, the contracts had delivered 20,277 connections, with the vast majority being full-fibre and gigabit-capable – up to 30 times faster than our original superfast commitment.

Our R100 Scottish Broadband Voucher Scheme (SBVS) also continues to support those not included within contract build or commercial coverage plans. As of 1 April 2023, 3,076 connections have been delivered through the use of vouchers.

Covid-19 support for contractors through the Affordable Housing Supply Programme was a discretionary award dependent on the circumstances of the of individual organisations, developments and contractual arrangements.

Cunninghame Housing Association submitted 2 applications for assessment in March 2021 and both were assessed in line with published guidance. One claim was successful and the housing association was informed of the outcome in September 2021. A revised offer of grant was issued and all additional funding has been claimed.

The Bank is guided by the missions set for it by Scottish Ministers and makes independent decisions in line with their Investment Strategy. The Scottish Government is not currently considering mandating the creation of any refund guarantee products by the Scottish National Investment Bank at this time.

The latest report highlights the continuing significance of Scotland’s contribution to the UK space industry, making up 18% of the total workforce.

The Scottish Government is fully committed to supporting our burgeoning space sector identified as a priority in both our Inward Investment Plan and the National Strategy for Economic Transformation.

And it is that commitment that helped Mangata Networks choose to locate its state-of-the-art engineering and operations hub for satellite manufacturing and over 500 high skilled jobs in Scotland.

The Scottish Government acknowledges the impacts of the M8, including noise, and the recent motion passed by Glasgow City Council to trial lower speed limits on the city centre motorway. I have asked Transport Scotland to liaise with Glasgow City Council regarding these proposals and explore opportunities to mitigate the impact of the M8 on the surrounding area.

We meet regularly with the Welsh Government to discuss Building and Fire Safety issues and the delivery of the Cladding Remediation Programme. The safety of residents and homeowners in buildings with potentially unsafe cladding is our absolute priority. On that basis Scottish Government is identifying and assessing buildings through our Single Building Assessment Programme; focusing public funding on remediating so called ‘orphan’ buildings and pressing developers to do the right thing and take responsibility for funding the remediation of their buildings. We will assess the effectiveness and impact of the Building Safety Developer Loan Scheme to consider its applicability in Scotland.

The Coronation is a significant moment and a range of community led events will take place across Scotland to mark the occasion.

The Scottish Government is supporting the Lord Lyon King of Arms to ensure that Scottish Lord Lieutenants and Local Authorities are kept informed of opportunities to be involved in and offer support to those celebrations.

In addition, the Scottish Government has ensured that the people of Scotland will have the opportunity to mark the Coronation by the proclamation of an additional bank holiday which falls on the 8 May.

The First Minister will also represent the people of Scotland when he attends the Coronation at Westminster Abbey on 6 May.

The Scottish Government is also supporting the Lord Lyon’s plan to hold a Service of Dedication and Thanksgiving for The King to be held in Edinburgh later in the year.
