The Scottish Government’s stakeholder engagement during this initial phase of policy development, when no sites have been identified, was conducted online to enable wide participation. See the answers to S6W-16733 on 28 April 2023 and S6W-17046 on 15 May 2023 for more details of specific engagements. Meetings which took place prior to the launch of the consultation allowed stakeholder feedback to be taken into account as we developed our initial proposals. Meetings held during the consultation period were designed to assist stakeholders, including individuals and businesses, to complete the consultation and answer any questions.

The intention is to undertake in-person sessions during the next phase of the project in relation to the development of site proposals. I, along with other Ministers, will be visiting island and coastal communities around Scotland to hear their views directly before setting out our next steps.

The Scottish Government did not pay for advertisements in relation to the public consultation on our overall approach to Highly Protected Marine Areas. The consultation was publicised online via social media – see the answer to
‎ S6W-17045 on 15 May 2023 for more details. Additionally emails were sent out to the over 200 stakeholders who had signed up for our mailing list.

To ask the Scottish Government whether it will provide an update on how many people under 22 in South Ayrshire have registered for a free bus pass through the Young Persons' (Under 22s) Free Bus Travel scheme, and what this is as a percentage of eligible under-22s in that area.As at the end of the day 30 April 2023, there were 10,069 cardholders under the Young Persons’ Free Bus Travel Scheme in South Ayrshire. This represents 56.4% of the estimated eligible population in the local authority area.

Cardholder data is supplied by the National Entitlement Card Programme Office (NECPO). NECPO supports the 32 local authorities by assisting with the integration of various national and local public services on the National Entitlement Card (NEC) and are the joint controller with local authorities of this data. The figure includes travel products collected from the Transport Scot Pass Collect mobile app.

I understand, from recent communication with Liberty Steel UK, that the Clydebridge Steelworks site in Cambuslang is not currently operational. The future of the site is an operational matter for Liberty Steel and I further understand that a number of options for the future of the site are being considered.

There are currently no staff employed at the Clydebridge site. Staff from Liberty Steel’s other Scottish facility, Liberty Steel Dalzell in Motherwell, are able to attend the site to attend to any necessary operational matters if required.

Liberty Steel have been working closely with Police Scotland and Securitas to ensure appropriate measures are in place to minimise intrusion and further damage to the Clydebridge site. There are significant security measures in place which are linked up to Securitas offices and security staff at Liberty Steel Dalzell. The Clydebridge facility itself is fully secure and further work has been carried out in reinforcing existing secure entrance points. Mobile security inspections are also being undertaken.

We welcome Scottish Women’s Aid and the Chartered Institute of Housing Scotland’s Policies Not Promises report. It illustrates why the proposed new duty on social landlords to develop and implement a domestic abuse housing policy, as part of wider duties to prevent homelessness, is so important.

Social landlords play a crucial role in preventing homelessness and good intentions are not enough. There is good practice guidance already available to help social landlords and they must act now to support any tenants who are survivors of domestic abuse and protect their rights to stay in their home. I look forward to working closely with social landlords and other partners to ensure they improve their support and make a real, positive difference for women and children experiencing domestic abuse.

I am pleased to update that the Scottish Science Advisory Council published the ‘Use of Science and Evidence in Aquaculture Consenting and the Sustainable Development of Scottish Aquaculture’ report on 26 April 2023.

We acknowledge the findings of the report and recognise the importance of providing the right support to families during the early years. Investment in prevention and whole family wellbeing is a key element of our commitment to keep The Promise. This includes training and support in trauma-informed and skilled practice for professionals and annual funding of £3m for embedding infant mental health work across Health Boards.

Young families are entitled to access co-ordinated support across services where need is identified. We are committed to delivering transformational change to improve holistic family support, so that families get the right support, in the right way and at the right time.

The Scottish Government is committed to ensuring a just transition to net zero, putting people and communities at the heart of our approach. The Heat in Buildings Strategy, published in 2021, set out these aims and the accompanying equality impact assessment reviews how our energy efficiency delivery schemes support people through this transition. https://www.gov.scot/publications/heat-buildings-strategy-equality-impact-assessment/pages/

The Scottish Government funds Home Energy Scotland (HES), a free and impartial advice service available for anyone wanting to improve the energy efficiency of their home. HES can be contacted across a range of channels and formats to ensure our advice and funding support services are widely accessible. This include web based enquiries, over the telephone, by bespoke email or private messaging on social media platforms, face to face at events or in people’s own homes. Help is available through the British Sign Language app, and HES has partnered with the translation organisation “Happy to Translate”. Similar support is available for business owners through our free and impartial Business Energy Scotland service.

We will also publish a new Heat in Buildings Public Engagement Strategy this year to set out how we will work with wider trusted messengers, from a national-to-local level, to raise awareness and understanding of the heat transition with different communities across Scotland. This will include increasing promotion of our existing advice and support services to ensure people can access the right support, at the right time to meet their needs as they undertake energy efficiency improvements to their properties and a move to renewable heating. Delivery of public engagement in line with the upcoming strategy will be led and coordinated by our new national public energy agency, Heat & Energy Efficiency, which was established in a virtual form in September 2022 and currently operates in-house to the Scottish Government ahead of becoming a dedicated body by 2025.
