We are progressing recommendations from the New Deal for Business Group on labour market participation, with a focus on supporting parents into employment through school age childcare and nurturing the skills which businesses need for a transition to net zero.

We are rapidly fulfilling commitments made in the National Strategy for Economic Transformation, including developing a lifetime skills offer for adults, which will ensure future support is targeted at those who need it most. Our apprenticeship programme is enabling employers to invest in their work force and provide greater opportunities to those at the start of their careers.

UK government has temporarily eased visa rules for some construction workers in order to help fill job shortages. However, UK Government immigration policy fails to address Scotland’s distinct demographic and economic needs and highlights the need for a tailored approach to migration to best support Scotland’s communities, economy, and public services to flourish. With full powers over migration, Scotland could boost its workforce and tackle recruitment challenges, many of which have been caused by the end of free movement and the Brexit imposed on Scotland by the UK Government.

The Scottish Construction Leadership Forum (CLF) is the main forum for Scottish Government and industry interaction. The Skills and Workforce Working Group of the CLF, comprising public and private sector members, is currently co-developing a Transformation Action Plan to take action on the issues faced by the industry.

We have committed to building a system of school age childcare, providing year-round childcare for families on low incomes by the end of this Parliament. This involves working with Local Authorities to design and deliver a system that works for those who use and deliver it.

This year, we are investing £4 million to support Local Authorities with costs related to the delivery of planned summer programmes for children from low-income families during the 2023 school summer holidays. This is in addition to the £21.75 million investment for delivery of holiday free school meal alternative payments for eligible families. We are also investing around £3 million to expand and deliver services in our four Early Adopting Communities (Glasgow, Clackmannanshire, Dundee and Inverclyde).

This is a matter for Public Health Scotland (PHS), SARS-CoV-2 genome sequences for Scottish patients are analysed by the Bioinformatics team within PHS. The information is not held centrally, and I have asked PHS to respond separately.

The Prescribing Information System (PIS) holds information on medicines and devices dispensed in the community, and the Hospital Medicines Utilisation Database (HMUD) holds information on medication provided in secondary care settings. Contraceptives are accessed and supplied by a variety of routes and the extent to which these supplies are captured within PIS and HMUD varies by type of contraception. For example, oral contraceptives are largely prescribed by General Practice and dispensed by Community Pharmacies and so are well recorded within PIS, whereas Long-Acting Reversible Contraceptives (LARC) are more commonly provided through secondary care managed services such as Sexual Health Clinics and so are better represented within HMUD.

Over-the-counter non-prescribed contraception will not be included in either dataset; Public Health Scotland holds no data on this.

Costs are provided in table 1 below. However, a meaningful measure of the number of contraceptives issued across all drug groups is not possible. The length of cover provided by one product unit of contraception can vary from one day (e.g., one tablet) to up to ten years (e.g., one intrauterine device or IUD). Whilst measures of quantity are available within PIS and HMUD, these are for indicative purposes only and cannot be practically used to compare the amounts of different types of contraception distributed.

As at 29th June 2023, the number of premises in Na h-Eileanan an Iar constituency scheduled for connection through the Reaching 100% (R100) North contract is 2,206. A further 1,975 premises are eligible for a connection through the R100 Scottish Broadband Voucher Scheme (R100 SBVS). This is, of course, in addition to the 15,099 premises already connected to fibre broadband through the Digital Scotland Superfast Broadband (DSSB) Programme.

Our online checker at www.scotlandsuperfast.com remains the best way for anyone to track the most up-to-date connectivity status of premises, including the most recent plans and indicative timescales for R100 contract build and eligibility for the R100 SBVS.

The information is not held centrally and I have asked them to respond separately.

Reviews for the Network Support Grant and National Concessionary Travel Schemes are being taken forward this financial year and are ongoing. The review of concessionary travel is one of the workstreams being progressed through the Fair Fares Review.

The Scottish Government commissioned an expert group to make recommendations on action to reduce the number of people in temporary accommodation and the length of time spent there, with a strong focus on households with children. The Scottish Government is thankful to Alison Watson, Director of Shelter Scotland, and John Mills, Head of Housing for Fife Council, for co-chairing the discussions which informed the group’s recommendations.

The Scottish Government published its response to the Temporary Accommodation Task and Finish Group report on 19 July 2023. In our response, we have set out how we will prioritise action with partners in local government and across the housing sector on the recommendations that will have the most immediate impact on reducing the number of households in temporary accommodation.

Our national acquisition plan is backed by £60 million and will offer all local authorities, including Dundee, various routes to increase the supply of affordable housing, including through the purchase of privately owned properties. Increasing their supply of larger properties will support local authorities’ efforts to ensure households with children who have lived in temporary accommodation for a number of years are supported into suitable permanent housing.

Recognising that challenges vary from authority to authority, the Scottish Government will work with local authorities to take targeted action to bring about a more rapid reduction in the use of temporary accommodation in the areas where this is concentrated. This could include increased allocations of social homes to homeless households, reducing the number of long-term empty homes and more effective void property management. Large-scale flipping of temporary accommodation to a permanent home could also help to reduce the length of time households spend in temporary accommodation.

We will continue to work with all local authorities, including Dundee, on routes to increase their affordable housing supply, which is key to relieving the pressures on temporary accommodation.

The UK Government has yesterday announced a decision taken to defer obligations under Extended Producer Responsibility for packaging payments from October 2024 to October 2025. The Extended Producer Responsibility for packaging is being progressed by the UK Government, working in partnership with the Scottish and other devolved governments.

The deferral is intended to provide stakeholders with additional time to prepare for the upcoming requirements, and to ensure a further opportunity to engage on the design of EPR policy and initiatives. This includes more open scrutiny with stakeholders on the main piece of legislation bringing forward these reforms, which will be laid as a UK Statutory Instrument and come to the Scottish Parliament for consent.

The Scottish Government delivered this commitment on 12 July 2023 when the enhanced Forestry Grant Scheme support for planting trees around rivers and streams was announced and became operational. The ‘Woodlands for Riparian Benefits’ grant is targeted to areas of land around rivers which has the greatest potential to deliver multiple benefits. Approximately 175,000 hectares are now eligible for enhanced grant support for tree planting where there can be benefits for enhancing biodiversity and reducing river temperatures, diffuse pollution, and flood risk.
