The Scottish Government is committed to investing in Changing Places Toilets during this parliamentary term, in order to increase the number of these facilities across the country and to support mobile Changing Places Toilets to allow people easier access to events and outdoor venues. This investment will be delivered in phases over the course of this parliamentary term.

As part of the Scottish Government’s work to increase provision of Changing Places Toilets, we are aiming to transform attitudes across Scotland so that more organisations, including businesses, are aware of, and understand the importance of, Changing Places Toilet facilities.

The Scottish Government has already introduced Scottish Building Regulations in 2019 requiring the provision of Changing Places Toilets in larger new buildings to which the public have access.

We also published our Changing Places Toilets: Planning Guide and an accompanying easy read in November 2022. This guide, written in collaboration with PAMIS (Promoting A More Inclusive Society), details practical considerations when considering installing a Changing Places Toilet in both existing and new buildings. This helpful toolkit has been designed to improve and encourage Changing Places Toilet provision in the immediate term and ensure that new toilets built following our changes to legislation are appropriate and well considered.

The following figures are correct as at December 2022, when the last Recycling Improvement Fund Board was convened.

I refer the member to the answer to question S6W-09365 on 7 July 2022. Information on the number of complaints regarding the use of restraint in schools and care settings is not collected at a national level by the Scottish Government. Under existing guidance, any use of physical intervention in schools, including restraint, must be recorded and monitored by local authorities. This is in addition to the inspection roles of carried out by Education Scotland.

The Scottish Government encourages all concerns or disagreements in relation to service provision to be resolved at as local a level as possible, where that is appropriate. Complaints can also be submitted in line with the service’s complaints handling procedure, with referrals made to the local authority and public services ombudsman, where appropriate. Where there are concerns about the professional conduct of a teacher registered with the GTCS, these can be referred to the GTCS for further examination. All children and young people, and their families, should be informed of all the routes available to them to make a complaint.

In all settings, police or social work should be informed without delay if there are concerns that a child or young person has suffered harm as a result of restraint. A child protection referral can run in parallel to local complaints handling and disciplinary procedures. Child protection procedures will be initiated when police, social work or health determine that a child may have been significantly harmed or may be at risk of significant harm.

Work on the precise methodology, design and evaluation for the peak rail fares pilot is currently underway. Transport Scotland officials are working closely with Scottish Rail Holdings and ScotRail Trains Ltd to derive maximum benefit for this scheme.

Further details on the peak rail fares pilot including timescales during the next financial year will be confirmed as soon as practically possible.

The Women’s Health Plan aims to ensure that women can access abortions up to 24 weeks’ within Scotland regardless of the reason for the termination.

The Scottish Government is pleased to see progress being made on this issue, with all mainland Health Boards now providing abortion services up to at least 20 weeks’ gestation. However further progress is needed to allow women to access services between 20 – 24 weeks’ gestation as locally as possible.

The Scottish Government is working closely with Health Boards, and has commissioned NHS National Services Scotland (NSS) to draft a specification for a national or regional service. This will ensure the service created takes into account the complexities involved with offering abortions at a later stage, and addresses the needs of women in Scotland. NSS will then invite one or more Health Boards to agree to deliver the service in line with the specification.
