To ask the Scottish Government, further to the Minister for Transport’s reported commitment on this issue, what steps it has taken to ensure that its private sector consultant, Ernst and Young, meets with trade unions organising Scotland’s ferry workers to discuss Project Neptune.

To ask the Scottish Government (a) how many and (b) what proportion of railway stations are currently equipped with defibrillators.
Answer
There are currently 56 stations equipped with defibrillators across the 359 railway stations on Scotland’s Railway. This includes stations with some of the highest footfall across the Scottish network, including Edinburgh Waverley, Glasgow Central and Paisley Gilmour Street.

To ask the Scottish Government what consideration it has given to developing a Scottish patients trial charter, to improve access to clinical trials.
Answer
The Scottish Government is not currently considering the development of a Scottish patients clinical trials charter.
On 13 February 2023 the Scottish Government published an independent report on Improving Equity of Access to Cancer Clinical Trials in Scotland. We will be working with the cancer clinical research community to prioritise and develop the report's 51 recommendations.

To ask the Scottish Government when it will (a) set out the (i) remit of and (ii) reporting mechanisms available to the newly-appointed Women’s Health Champion, and (b) provide the contact details for the role, to enable MSPs and other relevant bodies to arrange meetings with and ask questions of them.
Answer
The remit of the Women’s Health Champion is to drive change and share best practice and innovation in the improvement of health services and health outcomes for women. Professor Glasier will work with partners in the NHS and across the public and third sectors to drive forward the ambitions, aims and actions in the Women’s Health Plan. Professor Glasier’s particular priorities were set out in the recently published report on progress and include specialist menopause services, menstrual health with a focus on endometriosis and polycystic ovarian syndrome, and heart health.
The Champion is a member of the Women's Health Plan Implementation Programme Board which has been established to oversee and drive the delivery of the Plan.
Professor Glasier is scheduled to attend the next Women’s Health Cross Party Group on 22 March 2023. In addition a number of introductory meetings with both individuals and organisations have already taken place, with more arranged for the coming weeks. To ask the Scottish Government whether it has provided, or is in discussion regarding the provision of, additional funding for the replacement of equipment at The Baird Family Hospital and The ANCHOR Centre.
Answer
In common with all major health infrastructure projects, existing equipment will be transferred from the current sites and this will be supported by investment in new equipment. The Full Business Case identified a required capital budget for equipment of £14 million. So far, the procurement of equipment to date remains within budget and no additional funding has been requested by NHS Grampian.
The procurement of much of the required equipment will however not be completed until much closer to the operational date. The impact of inflation and in some cases availability of supply in the current market is a recognised risk across all capital projects. The Scottish Government will liaise closely with NHS Grampian to ensure that any emerging pressures on the equipment budget are managed appropriately.

To ask the Scottish Government what internal governance is required by NHS boards to ensure that NHSScotland Design Assessment Process (NDAP) action plans are completed.
Answer
Once the Board has committed to follow the recommendations of the NDAP, the responsibility for doing so remains solely with the Board. The NDAP action plan was agreed locally in discussion with the NDAP team and Graham Construction. A tracker was developed which was worked on with these partners in a collaborative method to agree with the NDAP team when actions were closed and with NHS Grampian’s construction partners Graham Constructions, about actions that were to be developed and closed during the Stage 4 construction phase. Internal governance of this process has been led through the Baird and ANCHOR Project Board and onwards to the Board of NHS Grampian as required.

To ask the Scottish Government, in light of the comments by the Secretary of State for Scotland that, in seeking an exemption from the United Kingdom Internal Market Act 2020, the "bar is very high indeed", what its position is on the potential success of any such application for an exemption, and what it considers the consequences would be for the Deposit Return Scheme in the event that any such exemption was not granted.
Answer
There is an agreed and published process between the UK Government and devolved governments for excluding certain areas from the Internal Market Act. The Scottish Government has been following that process for excluding the deposit return scheme Regulations from the Internal Market Act and it has been the subject of discussion with UK Government for many months.

To ask the Scottish Government whether it is working on any further agreements regarding the private finance funding of nature restoration, in light of the recently announced agreement between NatureScot, Hampden & Co, Lombard Odier Investment Managers and Palladium.
Answer
Through the National Strategy for Economic Transformation, the Scottish Government has committed to “establish a values-led, high-integrity market for responsible private investment in natural capital, supported by a national project pipeline for nature-based solutions”. This work is underpinned by our Interim Principles for Responsible Investment in Natural Capital, which can be found at the following link - https://www.gov.scot/publications/interim-principles-for-responsible-investment-in-natural-capital/ . These ensure investments deliver genuine benefits to the environment, support local communities and conform with the principles of a just transition.
NatureScot’s agreement with Hampden & Co, Lombard Odier and Palladium, announced on 1 March 2023, will help to deliver these commitments by creating new jobs, working with local communities and businesses, and bringing about landscape-scale restoration of natural capital. Neither NatureScot nor the Scottish Government are currently working on any other similar agreements. The Facility for Investment Ready Nature in Scotland (FIRNS), launched in February this year, will also support the establishment of a values-led, high-integrity market by helping organisations that seek to develop projects that use responsible private investment and market-based mechanisms to restore Scotland’s natural environment.
