To ask the Scottish Government whether any budget for railway enhancements is included in its recent Statement of Funds Available (SOFA) for Control Period 7 (CP7).
Answer
The recent Statement of Funds Available (SoFA) includes funding of £4.2 billion for Operations, Maintenance and Renewals for the rail network in Scotland. The budget for railway enhancements is not included in the SoFA. This aligns with the Department for Transport SoFA for Control Period 7 (April 2024 – March 2029), which did not include enhancements funds.

To ask the Scottish Government what data social care providers are required to provide to allow service users to assess performance of (a) integration joint boards, (b) local authorities and (c) private social care providers.
Answer
Integration Authorities (IAs) are required to prepare and publish an annual performance report to demonstrate performance against the national health and wellbeing outcomes. In order to demonstrate performance, IAs use the core suite of integration indicators which includes a measure of the proportion of care services graded ‘good’ (4) or better in Care Inspectorate inspections.
All social care services, including those provided by local authorities, are regulated and inspected by the Care Inspectorate. The results of these inspections are published on the Care Inspectorate’s website.
Social care providers also provide a range of information which is used to collate publications of official statistics by the Scottish Government and Public Health Scotland (PHS). Scottish Government official statistics are available via the following link Health and social care analysis - gov.scot (www.gov.scot) . This includes Free Personal and Nursing Care, Social Care Eligibility and Waiting Times, and Carers Census statistics. PHS official statistics releases include: Insights in Social Care, the Scottish Care Home Census, Delayed Discharges and Care at Home Demand ( Publications - Public Health Scotland ).

To ask the Scottish Government what its response is to Scottish Racing’s Annual Review & Prospectus 2023, which shows the economic value of horseracing in Scotland.
Answer
The Scottish Government welcomes the continued and significant benefit that horseracing brings to the Scottish economy, providing investment, tourism, and jobs in communities across Scotland. The annual review recently produced by Scottish Racing, clearly demonstrates this and the forecasted growth in the industry is hugely encouraging.
The Scottish Government was pleased to be able to support Scotland’s racecourses who were impacted so severely by Covid-19 and we look forward to working with Scottish Racing going forward to maximise the benefits the industry brings.

To ask the Scottish Government, regarding the Social Housing Net Zero Heat Fund, how many applications it has received to date, and, of those applications, how many have been (a) awarded and (b) rejected.
Answer
The Social Housing Net Zero Heat Fund has received various applications from local authorities and registered social landlords (RSLs) since its inception in 2020.
To date the Social Housing Net Zero Heat Fund has received 65 applications since 2020 for capital funding, of which 55 applications have been awarded funding. 10 applications have been rejected, invited to resubmit following feedback or have been referred to alternative funding sources.
The Social Housing Net Zero Heat Fund also funds a stream of pre-capital projects for development funding and has received 20 applications for development funding, with 12 applications being funded, and 8 being rejected, invited to resubmit or referred to alternative funding sources.

To ask the Scottish Government how much funding has been provided to support work or initiatives regarding diversity on Scotland's islands in each of the last 10 years, broken down by (a) island group and (b) government body providing the funding.
Answer
The Scottish Government does not currently hold this information. Due to the wide-ranging nature of the question, (a breakdown, per year, per island from every government body who may or may not have delivered diversity initiatives) attempting to gather the information necessary would incur high costs in terms of official and ministerial resources and breach the disproportionate cost threshold.

To ask the Scottish Government what recent discussions it has had with taxi driver union representatives in Dundee to discuss grants and funding for the purchasing of electric vehicles, in order to help them meet their obligations in relation to the new Low Emission Zone (LEZ) in the city.
Answer
The Scottish Government has not held specific discussions with taxi driver union representatives in Dundee to discuss loan funding for the purchase of electric vehicles in relation to compliance with the Low Emission Zone.
The Scottish Government provide annual funding to Energy Saving Trust (EST), an independent organisation working to address the climate emergency, which delivers a range of schemes on behalf of Scottish Ministers, including the Switched-on Taxi loan.
EST on behalf of Scottish Ministers has engaged directly with taxi owners and operators. This includes providing impartial and independent advice including information on the Switched-on Taxi loan, and vehicle reports comparing running costs of petrol/diesel taxis with Ultra Low Emission Vehicles. Last year EST ran several taxi forums bringing together taxi owners/operators and licensing authorities to discuss best practice approaches to decarbonisation across the industry.

To ask the Scottish Government, further to the answer to question S6W-16075 by Kevin Stewart on 6 April 2023, which confirmed that no Dundee taxi drivers had been successful in applying for the Low Emission Zone Retrofit Fund due to their vehicles' unsuitability for retrofitting, what additional support it will provide for taxi drivers in Dundee in 2023-24.
Answer
The Scottish Government provides annual funding to Energy Saving Trust (EST) an independent organisation working to address the climate emergency, to provide a range of services including delivery of the Switched-on Taxi Loan on behalf of Scottish Ministers.
The Switched-on Taxi loan provides an interest-free loan with a repayment term of up to 6 years to support both private and hackney taxi owners and operators with the purchase of zero and ultra-low emission vehicles.
Since 2019 taxi drivers and operators in the North East of Scotland electoral region have received interest free loans worth almost £800,000. Currently the Switched-on Taxi loan is closed and Scottish Ministers are considering the position for the current financial year. Taxi drivers and operators can register their interest with Energy Saving Trust should future rounds of funding become available.

To ask the Scottish Government what communication it has had with Hourglass regarding the hosting of a Safer Ageing forum at the Scottish Parliament later in 2023.

The Scottish Government has had no communication with Hourglass on this matter. Hourglass are an active member of the Older People Strategic Action Forum so we will continue to engage with them as a valued stakeholder in helping us improve outcomes for older people in Scotland.
