The Scottish Government continues to deliver on its commitment to build the case for an independent Scotland within the EU, through the development of a prospectus to give people the information they need to make an informed choice about their future. I’m pleased to confirm that on 25 March we are publishing ‘Education and lifelong learning in an independent Scotland’.

This is the twelfth paper in the Building a New Scotland series. The paper sets out how Scotland’s approach to education and skills demonstrates the benefits of taking decisions in Scotland, for Scotland, and how we would be able to improve outcomes for our children and young people with the full powers of independence and without the UK Government taking decisions on key areas such as social security, public spending and our relationship with the EU.

The Scottish Government is continuing to prepare further papers in the Building a New Scotland series and these will be published shortly. I can also confirm that the matters raised in this publication will be taken forward as part of a future debate in the Scottish Parliament.

Today marks the first anniversary of the Scottish Government’s national apology to those affected by historic forced adoption practices. I acknowledge the immense pain and suffering that adoptees, mothers and families have endured as a result of these unjust practices. Addressing the harms caused remains a priority for this Government.

The scoping study is one of the sources of evidence that the Scottish Government is using in determining how to best support those affected by historic forced adoption. It is being considered alongside other evidence, including the accompanying service delivery paper , the original consultation exercise held in 2022 and ongoing engagement with campaigners and people with lived experience.

To that end, we are establishing a series of lived experience sessions on historic forced adoption, to be facilitated by the Scottish Government’s Principal Psychological Adviser. The purpose of these sessions is to explore potential collaborative solutions to the issues raised in the scoping study. The sessions will inform the Scottish Government’s policy response and help to determine how we prioritise and sequence this work, alongside our consideration of wider matters such as potential legislative, financial and operational impacts. We anticipate that a particular focus for discussion will be the form of support that is needed to address the emotional and psychological impact of historic forced adoption for adoptees, mothers and families.

A key issue that has been highlighted as part of our engagement is around the challenges of accessing records. As such, both the National Records of Scotland and Scottish Court and Tribunals Service have updated the information that they provide online in order to assist people with the practical aspects of accessing records, as well as signposting to further support. Both organisations will continue to provide access and assistance to adoption records in line with current legislation. We are also exploring what more we can do to ensure people affected by historic forced adoption are able to easily access the right information and support when they need it.

Additionally, the Scottish Government continues to fund the charity, Health in Mind, to provide specialist support through peer support groups. Monthly peer support sessions are now being held for mothers and an adoptees group will begin shortly. The peer support groups are open for self-referrals from those affected and further details are available online at Health in Mind | Historic Adoption Peer Support (health-in-mind.org.uk) .

The Scottish Government is pleased to announce that today we will publish the Fair Fares Review.

The Review sets out a range of actions to be taken in the short, medium and long term to make our public transport system more available, accessible and affordable to the people of Scotland, and ensure that it is of high quality, whilst maintaining its long term financial sustainability.

I wish to take this opportunity to thank those stakeholders and delivery partners who have engaged with Transport Scotland on the Review. I look forward to working with them as we progress the Review`s recommendations and actions and make public transport the preferred choice for most people in Scotland.

It is difficult to confirm costs in guardianship cases as the circumstances will differ in each case.

When registering a guardianship order renewal, the Office of the Public Guardian (OPG) will charge a £95 fee. This fee covers the administrative processing of the renewal application. There is also a lodging fee of £138 charged by the Sheriff Court (from 1 April it will be £141). There may also be a fee for the medical examination, however this will depend on the doctor that is used and whether they charge for such a service.

The parents will need to seek legal assistance from a solicitor to navigate the renewal process, in which they will incur additional costs in the form of legal fees for the services provided by the legal professionals. These fees can vary depending on the complexity of the case and the amount of assistance required.

The Scottish Legal Aid Board (SLAB) are responsible for administering legal aid in Scotland. SLAB will assess eligibility based on financial circumstances of each case. If individuals were to meet the criteria, SLAB can provide funding for representation in legal matters, reducing or eliminating the costs associated with renewing their guardianship order.

Legal aid, via the Scottish Legal Aid Board (SLAB) can provide financial support to families renewing guardianship orders for adults with learning disabilities. This assistance may cover legal representation costs, including solicitor fees and court expenses, depending on financial eligibility criteria. The support aims to alleviate the financial burden associated with navigating the renewal process, ensuring access to legal assistance for families in need.

The Scottish Government remains committed to addressing labour market inequalities for racialised minorities. Our Anti-Racist Employment Strategy published in December 2022 supports and encourages employers to address these inequalities. It provides guidance on improving data as well as recruitment, retention and progression practices to improve the representation and experience of racialised minority staff.

The strategy further sets out a series of actions for the Scottish Government, including developing an anti-racism workplace training framework; supporting employers in their use of positive action measures; and continuing to engage with public sector leadership on recruitment and representation, data and on understanding institutional racism.

The Scottish Government is also currently reviewing the operation of the Public Sector Equality Duty in Scotland with a view to improving the Scottish Specific Duties, including data reporting on ethnicity. We have consulted on proposals which include extending the existing gender pay gap reporting duty to ethnicity and disability, with listed public authorities required to make more evidence-based decisions on the information they publish.

It is proposed that the carbon capture project at Peterhead Power Station would connect into the CCS infrastructure being developed by the Acorn Project and the wider Scottish Cluster. This would see its emissions transported through shared pipelines and safely stored under the North Sea.

The education and skills system is critical to the delivery of a just transition and the further education sector is actively supporting individuals to gain the skills and knowledge they need to participate in the green economy.

Our forthcoming Just Transition Plans will set out where the Scottish Government, partners in the private sector and educational providers can further support this ambition.

Additionally, the Scottish Funding Council’s Net Zero and Sustainability Framework for Action sets out the long-term plan to support the sector transition to net zero.

The Home Report single survey is based on a visual inspection of the home by a chartered surveyor. It provides information about the home, its condition, its accessibility and any repairs needed. Any defects identified during the property inspection would be noted in the survey report as well as any limitations to the inspection carried out. The Home Report is not a guarantee of the condition of the property, but it does provide buyers with important information about the property before they make an offer. Buyers are free to instruct their own surveyor to review the report or commission a more detailed survey before making an offer on a property.

The identification of RAAC usually involves a specialist survey, which often involves invasive investigation techniques and which is completed by a suitably qualified surveyor who is experienced with this type of construction.

The Scottish Government is clear that the views of local authorities are an important consideration in the decision-making process for determining energy consents applications.

The Local Government (Scotland) Act 1973 provides a legal framework for the operation and governance of local authorities in Scotland. While it doesn't specifically address conflicts of interest, it establishes the broader legal context within which local authorities operate and are required to conduct their affairs in accordance with the law.

Local authorities in Scotland are also subject to public procurement regulations, which include requirements to ensure transparency, fairness, and competition in the awarding of contracts. These regulations often include provisions aimed at preventing conflicts of interest in procurement processes.
