The RSV programme for older adults will run from 12 August to the end of September. The childhood flu programme will launch from early September. We are currently working with Public Health Scotland (PHS) and Health Boards to confirm a start date for the adult flu programme, which the JCVI has advised should start in early October.

Although the RSV and flu programmes may overlap in September, there are no plans to co-administer the RSV vaccine alongside the flu vaccine this winter. This is because current data suggests that administering them together has the potential to blunt the RSV vaccine's effectiveness. For those who are eligible for both RSV and flu, they will therefore have two separate appointments.

If the JCVI announces a COVID-19 winter programme, it is likely we would co-administer the COVID-19 vaccine with flu, as has been done in previous winters, for maximum convenience for the patient.

Scottish Government loss and damage funding of £10m is fully committed for the lifetime of this parliament, through to 2026.

We will utilise learning from our programmes to demonstrate to the world that funding loss and damage can take many forms, which we hope will inspire other governments, organisations and NGOs to be equally aspirational in their work to address loss and damage.

On aviation, the Scottish Government continues to explore all options to implement Air Departure Tax (ADT) in a way that protects Highlands & Islands connectivity and complies with the UK Government’s subsidy control regime. A Frequent-Flyer Levy has previously been discounted on the grounds that it would be disproportionately resource-intensive to administer. Upon implementation, the Scottish Government’s Air Departure Tax will apply to all affected flights, but without the need for recording the number of flights an individual has taken.

As a well-respected Global North Government, we continue to engage in discussions with governments, organisations and NGOs around the world who are also eager to ensure action on loss and damage is suitably funded. We continue to build meaningful and lasting international partnerships to mobilise action and ambition, and find solutions to address some of the key climate change issues; including through our position as co-chair of the Under 2 Coalition and engagement via the Regions4 Network.

The Scottish Government will continue to use its position to amplify the voices of the Global South and address the unequal impacts of climate change on marginalised people, especially young people and women. We continue to push for global ambition, recognising that $650m dollars of pledges so far is significant, but insufficient.

The internal review is focused on the procedures and policies set out in the Chief Executive Framework section of the Public Sector Pay Policy Technical Guide for public bodies and government officials. The report is being finalised and Ministers have still to consider the recommendations, including any publication arrangements. Any agreed recommendations will be included in a renewed Chief Executive Framework.

Non-consolidated performance payments for chief executives continue to be suspended. There is a presumption against provision for non-consolidated performance payments in all new Chief Executive contracts or following a review. There are 71 public bodies covered by the Public Sector Pay Policy, and of these there are a small number of public bodies with specific exemptions agreed by Ministers. These are Scottish Water and the Scottish National Investment Bank. All aspects of chief executive pay are detailed within the annual accounts of each public body.

The Scottish Government is absolutely committed to improving, decarbonising and modernising the small ferry fleet and better meeting the needs of island residents, businesses and communities. After careful consideration of the SVRP Phase 1 outline business case and procurement options, I can announce that a competitive process will begin today (Tuesday 16 July) to secure delivery of seven new electric vessels for our small vessels fleet. This will be progressed by Caledonian Maritime Assets Limited as the procuring authority. It is expected that the relevant processes will be completed in around eight months, at which point a contract can then be awarded. I will provide further updates to Parliament at key stages of the procurement process.

Any person with an exemption certificate can seek for it to be withdrawn by the Scottish Government. This route involves writing to the Scottish Government asking for a certificate to be withdrawn. There is no fee payable. Any person with an exemption certificate can do this and it is a matter for a relevant person to consider whether to do so. In particular, if a person wishes to do this because they have reached a view they do not possess an XL Bully dog, that is a matter for them to consider. The Scottish Government will withdraw an exemption certificate if a request is made.
