We will shortly consult on proposals for a Heat in Buildings Bill. This will include proposals to set a minimum energy efficiency standard for homes in Scotland - ensuring they are better insulated and driving down emissions to meet our targets.

All the current means of heating homes and buildings require replacement and recycling of units and component parts, and this will continue to be the case.

There is no requirement for energy efficiency businesses to be registered. Businesses may become TrustMark registered and information on these businesses is available on the TrustMark website.

The Scottish Government published the independently produced Improving Equity of Access to Cancer Clinical Trials in Scotland report in February 2023, which includes a recommendation for the establishment of a national register for cancer clinical trials in Scotland. The Scottish Government’s Chief Scientist Office has established an Equity of Access Implementation Board, which includes clinical research expertise from NHS Scotland, to consider this and other recommendations in the report.

The Scottish Government’s Chief Scientist Office has established an Implementation Board to prioritise and take forward the recommendations of an independent report on Improving Equity of Access to Cancer Clinical Trials in Scotland that was published in February 2023: Improving equity of access to cancer clinical trials in Scotland - gov.scot (www.gov.scot) . Implementation of recommendations is anticipated to improve access to cancer clinical trials in Scotland.

The Scottish Government currently has no specific plans to provide mobility aids to medical charities operating in war zones. However, we will work with NHS Scotland and local authorities to respond to such requests from recognised partners, including WHO and UN bodies.

The Scottish Government has provided significant financial aid to humanitarian efforts in war zones in Gaza and Ukraine. We also donated a significant amount of medical supplies to Ukraine last year as part of the UK humanitarian response, coordinated by Foreign, Commonwealth and Development Office.

NHS Scotland’s Centre for Sustainable Delivery (CfSD) Specialty Delivery Groups (SDG’s) have been established to support, innovate and develop high quality services across Scotland, reducing unwarranted variation, promoting a 'best in class' services and, where appropriate, a 'once for Scotland' approach.

The multi-disciplinary groups, which include clinician and operational managers, have remit across the following areas: Processes, Pathways, Workforce, Innovation and Measurement.

The SDGs provides strategic direction for the work-programme in the following specialities:

• Cataract
• Dermatology
• Ear Nose and Throat
• Gastroenterology
• General Surgery
• Gynaecology
• Neurology
• Orthopaedics
• Rheumatology
• Symptomatic Breast
• Urology
• Vascular Surgery

The groups focus on implementation of existing proven programmes such as Actively Clinical Referral Triage (ACRT) and discharge Patient Initiated Review (PIR) and high impact changes such as Day Surgery and Enhanced Recovery after Surgery.

ACRT and PIR focus on 6 key specialties: Dermatology, ENT, General Surgery, Gynaecology, Orthopaedics, and Urology. Between April 2022 to March 2023, these specialties have managed almost 66,000 referrals through ACRT by returning patients to primary care and almost 43,000 patients were added to discharge PIR pathways.

SDGs also have a key role in establishing and embedding new approaches and innovations, such as Cytosponge and Colon Capsule Endoscopy.

The Scottish Government’s national mission to close the poverty related attainment gap will be supported by the establishment of a Centre of Teaching Excellence.

The Centre is being progressed as part of the Education Reform programme; I updated Parliament in my statement on 6 November 2023 to that end.

With its focus on learning and teaching, the Centre will help Scotland remain at the cutting edge of teaching practice by, for example, distilling research and evidence into practical and digestible support for every teacher and practitioner in Scotland, meeting a widely recognised need in the system.

The Scottish Government is committed to co-designing the Centre with teachers and practitioners, professional associations, local government and Scotland’s national education bodies, to ensure it meets the needs of its users and stakeholders.

The role and remit of the Centre, how it operates, its interaction with teachers and practitioners, performance measures, and associated costs and timescales will be considered as part of that design process.

The SQA has responsibility for developing and delivering the vast majority of Senior Phase qualifications and this responsibility will pass to its successor body. Teaching professionals are, and will continue to be, involved in the delivery of qualifications.
