The Scottish Government faces a very challenging situation as we continue to manage our finances through the current financial year and look to set the Scottish Budget for 2025-26.

Notwithstanding the very difficult financial situation, we are delivering a range of actions which contribute to improving transitions for disabled young people. This includes:

• Providing almost £400k in grant funding between 2023-25 to ARC Scotland to continue the work of the Scottish Transitions Forum and to support the wider implementation of Principles into Practice and Compass.
• Investing nearly £19m since opening at the end of 2017 in the Independent Living Fund Scotland’s Transition Fund to support young disabled people to make a smoother transition from childhood into adulthood.
• Providing £361k in 2024-25 for Enable Scotland (Leading the Way)’s ‘Stepping Up’ transitions programme, which connects disabled young people to fair work, education and productive activities designed to support a successful transition into adult life and work.

We are currently undertaking analysis of our recent engagement with over 500 people to identify what currently works well and what could be even better, in order to consider possible actions for the strategy. The costs of the final strategy will be determined by the actions which are ultimately included in it.

The UK Government’s decision to restrict eligibility for Winter Fuel Payments was taken without consultation with the Scottish Government This decision is estimated to result in a reduction in this year’s Block Grant Adjustment (BGA) provided to the Scottish Government of approximately £150 million, over 80% of the cost of the Scottish Government’s planned replacement benefit, Pension Age Winter Heating Payment (PAWHP). Scottish Government analysis suggests that around 900,000 pensioners will no longer be eligible for this payment, of between £200 and £300, in Scotland in 2024-25.

Despite our best efforts to review our financial position we have no choice but to follow the UK Government and restrict eligibility for Pension Age Winter Heating Payment to older people who receive relevant eligible benefits.

The Planning Hub was established in September within the Improvement Service.

Scoping and engagement has commenced in collaboration with planning authorities, industry and other key organisations to identify the support and expertise needed by planning authorities to support consenting on hydrogen planning applications.

The Scottish Government continues to support the Improvement Service to work at pace to make the Hub fully operational.

The Rural Affordable Homes for Key Workers Fund is a demand led fund of up to £25 million from the Affordable Housing Supply Programme budget over a five year period 2023-24 to 2027-28.

Local authorities and registered social landlords can apply to the fund to purchase existing suitable properties in rural and island areas where there is identified need and we would expect this to be included in local authorities' Strategic Housing Investment Plans. Annual funding levels will reflect the pace at which projects are brought forward as well as available budgets.

Following the UK Chancellor's July statement, the Scottish Government continues to face the most challenging financial situation since devolution.

Whilst any reduction is regrettable, we remain committed to taking forward our work across mental health, working closely with key partners. Our collective focus has to be on making as much difference as possible with our funding.

No elements of the Distress Brief Intervention (DBI) programme will be discontinued in 2024-25. Savings were realised through pre-agreed changes in funding to the original pilots, which from 2024-25 will be funded by local areas rather than centrally by the Scottish Government. There is no anticipated impact on the number of people able to access the DBI programme.

The cessation of funding in relation to student mental health was extensively discussed with the sector, including when transition funding was put in place for Academic Year 2023-24 at the conclusion of our previous four year Programme for Government commitment in relation to counsellor provision. Our five year investment of over £19 million sought to support student mental health and wellbeing and help institutions to transition to a more sustainable means of providing mental health support for students.

Our new Student Mental Health Action Plan, published on 13 September, seeks to move to a mainstreamed approach to student mental health. The Government will work with NHS Boards, CoSLA, Public Health Scotland and community based providers to join up support that is already available, embedding students’ mental health needs into the wider communities in which they live and study.

The Action Plan recognises the importance of each college and university having a Student Mental Health Agreement in place. To enable this we continue to support NUS Think Positive with £130,000 in 2024-25.

The Scottish Government recognises the incredible contribution that Scotland’s unpaid carers, including our young carers, make to our communities as well as the pressures many carers are under.

The Young Carers Package, delivered by Young Scot, was put in place to provide additional benefits and opportunities for young carers. The Carers (Scotland) Act 2016 defines a young carer as someone who provides (or intends to provide) care who is under 18 (or over 18 and still at school). The package is designed to support children and young people who are not eligible for social security benefits and other support available to young adults.

In recognition of the fact that transitioning from being a young carer to an adult carer can be difficult, as young people look towards work or further or higher education, the package includes a transition bundle to provide extra benefits before young carers turn 19. I would encourage anyone providing unpaid care to contact their social work department or local carer centre to find out what support they may be able to offer.

As laid out in the Programme for Government, the Planning Hub’s initial priority is to help planning authorities make quicker decisions on hydrogen planning applications.

This first phase of the Hub will be a pilot that looks to provide proof of concept for it to be in place for the longer term, with a plan to extend the services offered by the Hub in 2025-26 to support wider developments including the delivery of good quality homes and onshore wind. We will set out further details relating to extending the Hub’s services as this initial work progresses.

The spawning in Gairloch was a short-term event, lasting only a few days, and has not occurred there in recent years apart from this spring. This is not sufficient evidence to justify immediate protection as a spawning area, especially as measures that will remove the fishing pressure in this area are already being developed. Based on the available evidence, an immediate spawning closure is also not required to preserve the overall sustainability of the herring stock.

The Circular Economy Act does not provide a timescale for the completion of the new Household Recycling Code of Practice. However, the Scottish Government’s draft Circular Economy and Waste Route Map sets out the aim to complete the co-design process by March 2026.

The first stage of co-design engagement took place on 24 September 2024, with a workshop with local authorities to develop the methodology. The co-design methodology will enable engagement with local authorities, the waste sector, businesses, civil society, citizens and other stakeholders.
