To ask the Scottish Executive what action is being taken to overcome the delay in wind farm projects due to radar issues and when the matter will be resolved with aviation stakeholders
Answer
The Scottish Government (SG) has been very proactive in overcoming delays to wind farm developments due to radar issues. The SG formed the South West Scotland Aviation Solution Group in March 2009 which has met seven times and brings together all the relevant stakeholders. Developments in this forum led to the publication of the SG''s Feasibility Report which described the potential for finding solutions to radar issues and is the foundation upon which much of the progress made to date has been built. SG is also member of the Aviation Management Board which brings stakeholders together at UK level, including to support the development of new technological solutions.
The work is ongoing and covers a multitude of developments requiring different solutions, including some at pre-planning stage, so it is not possible to apply any timescales for completion.

To ask the Scottish Executive what its response is to the report, A Community and Landowner Renewable Energy Loan Fund, by the Scottish Agricultural College.
Answer
The Scottish Government welcomes the report and notes how such a fund could help deliver its objectives for increased local ownership of energy by communities and rural enterprises. Proposals for funding a community renewables loan scheme are included in the Budget Bill and we are currently considering how the scheme might be extended to provide access to land managers.

To ask the Scottish Executive what the estimated cost of alcohol abuse is to each NHS board.

The total costs to healthcare services in Scotland of alcohol misuse was estimated by the York Health Economics Consortium, University of York, to be £267.8 million (mid-point) in 2007, however, this figure is not broken down by NHS board.

To ask the Scottish Executive Executive what assessment it has made of the changes to the NHS proposed by the UK Government and the impact that they might have on spending in Scotland through the application of Barnett consequentials.
Answer
The Barnett consequentials of any changes to the health budget in England will become known when the Chancellor announces the outcome of Whitehall''s Comprehensive Spending Review on 20 October 2010.
Scottish ministers have consistently maintained that these consequentials will be applied to the Health budget in Scotland and have responded to the Independent Budget Review in these terms.

To ask the Scottish Executive what assessment it has made of the changes to the NHS proposed by the UK Government and any impact that they might have in Scotland.
Answer
Health is a devolved matter and therefore changes proposed by the UK Government to NHS services in England do not have a direct impact on NHSScotland, however we are working with colleagues in the Department of Health to keep in touch with ongoing developments.
The principles within Equity and Excellence: Liberating the NHS echo the Scottish Government''s commitment to healthcare services free at the point of use for those who need them, and to our ambition to make NHSScotland a world leader in healthcare quality, which is set out in our recently published Healthcare Quality Strategy. However, some of the structural issues are of less relevance in Scotland and some aspects of the UK Government''s proposed approach are very different from the mutual NHS to which we are committed in Scotland. We will continue to consider whether there are any aspects of the UK proposals which might help us deliver the kind of world class services we have set out in our Quality Strategy.

To ask the Scottish Executive when the report of the review of the UK response to the 2009 influenza A (H1N1) pandemic will be published.
Answer
The report of the Independent Review of the Government Response to the 2009 H1N1 Pandemic will be published today.
The review was jointly commissioned, and the chair appointed, by all four UK Health Ministers in March 2010. Dame Deirdre Hine chaired the review.
The four UK Health Ministers set up this Independent Review with a remit to review the appropriateness and effectiveness of the UK strategy for responding domestically to the swine flu pandemic, and make recommendations for any future influenza pandemic.
I would like to thank Dame Deidre Hine and her team for their work and I welcome her report and recommendations. I will take these into consideration when reviewing our future pandemic plans in the Scottish Framework For Responding To An Influenza Pandemic.
