Please note that The Dogs (Protection of Livestock) (Amendment) (Scotland) Act 2021 came into force on 5 November 2021. The 2021 Act amends the offence under the 1953 Act, so all proceedings are still under the 1953 Act (as amended).

The Transport (Scotland) Act 2019 provides powers for local authorities, rather than the Scottish Government, to introduce and operate Low Emission Zones (LEZs). Decisions on creating or expanding LEZs therefore rest with local authorities, based on local circumstances.

The Scottish Government is not currently in discussion with any local authorities regarding plans to introduce new LEZs or expand existing ones during the current parliamentary session.

The Scottish Government is committed to an infrastructure solution to address the A83 Rest and Be Thankful landslip risks. Delivery of a permanent and resilient solution is a priority, and Transport Scotland continues to seek ways to achieve that as quickly as possible.

Following publication of draft Orders for both the long-term solution and future phases of the medium-term solution on 13 December 2024 Transport Scotland received a number of representations, including objections, to the published draft Orders and the project team are working to resolve these where possible.

If it is not possible to resolve the objections a Public Local Inquiry may be required to consider objections received and not withdrawn.

As with all infrastructure projects, procurement and construction of the long-term solution can only commence if it is approved under the relevant statutory authorisation process and thereafter a timetable for delivery can be determined.

The member has previously raised this issue, and the position remains as set out in our earlier response, it is for NHS Boards and their planning partners to design and deliver healthcare services that meets the needs of the local population, in line with national policies, frameworks and best practice.

Notwithstanding this, NHS Grampian, led by its strengthened executive team, continues to implement initiatives to reduce acute occupancy and support improved patient flow across the system through its escalation Improvement Plan. Targeted work is underway at Dr Gray’s Hospital including recent expansion of the Discharge to Assess pathway across the Moray Health and Social Care Partnership. This is expected to support a reduction in length of stay at the site by minimising unnecessary delays to patient discharge. In parallel, front door frailty services are also being strengthened which will reduce avoidable admissions whilst improving outcomes for older patients.

On 7 April 2026, the Scottish Government adopted an Environmental Impact Assessment (EIA) screening opinion in relation to Moray Floating Offshore Wind (FLOW)-Park. This screening opinion requires that the project must undertake an EIA and comply with requirements set out in the Marine Works (Environmental Impact Assessment) (Scotland) Regulations 2017.

To date, no marine licence application has been submitted by Offshore Solutions Group for Moray FLOW-Park.

The Scottish Government has pursued two approaches to assess Scottish bracken area since the HSE decision not to authorise the emergency use of Asulox in 2023. The first was to commission the creation of a Scottish bracken map to provide a baseline from which future changes in coverage can be assessed. The second was to conduct a survey of upland hill farmers, gathering information on current bracken coverage and impact, change over time and treatment. Both outputs are due to be published in summer 2026.

The last update was provided to the Rural Affairs and Islands Committee in late February 2026. An external contractor, funded by the Scottish Government, has completed the creation and validation of the Scottish Bracken Map and the project is now in the final stages of reporting, knowledge, and data transfer to Scottish Government geospatial analysts. The mapping layer is expected to be available for general use during summer 2026.

The Scottish Bracken Working Group will next meet on the 22 June 2026. The frequency of the meetings varies; it is dependent on the actions being pursued and the need for input from the group as well as availability of members.

We welcome the fact that in Scotland we have tough legislation in place to deal with livestock worrying. The Scottish Government supported Emma Harper’s member’s bill when it was introduced, to provide Police Scotland and the courts with greater powers to deal with those who allow their dogs to worry, attack, or kill livestock in Scotland’s countryside. Under this law owners of dogs that attack or worry livestock can be fined up to £40,000 or face a prison sentence of up to 12 months.

Since the fund's launch in April 2023 to 21 May 2026, a total of £4.489 million has been spent through the Rural Affordable Homes for Key Workers Fund. The Fund is demand-led, with expenditure dependent on project progress and delivery milestones. 

The Scottish Government continues to work with local authorities to encourage further applications and ensure the fund is used effectively to meet local housing needs for key workers. The fund is in addition to our core Affordable Housing Supply Programme and our demand-led Rural and Islands Housing Fund. From April 2016 to March 2025 through all these funding routes we have supported delivery of more than 13,000 affordable homes in rural and island areas many of which will have provided homes for key workers.
