The independent Pathways review and recommendations were developed through extensive consultation and engagement with entrepreneurs and analysis of data on women in entrepreneurship.

Activity within the South of Scotland Enterprise Pilot pre-start programme and projects funded through the Pathways Fund will be evaluated to determine effectiveness and to support the development of further implementation of the Pathways recommendations.

As pre-announced in the forthcoming publications document, Official statistics: forthcoming publications - gov.scot (www.gov.scot) statistics for domestic abuse incidents recorded by Police Scotland for the reporting year of 2023-24 will be published on Tuesday 19 November.

The Scottish Government routinely analyses labour market data published by the Office for National Statistics (ONS), with the latest Scotland's Labour Market Insights: October 2024 - gov.scot (www.gov.scot) statistical publication released on 28 October 2024. The latest ONS Labour Force Survey statistics for June to August 2024 show that Scotland had an estimated economic inactivity rate of 23.2% compared to 21.8% for the UK.

Analysis suggests that the recent upturn in economic inactivity in Scotland appears to be driven by increases in those who are long-term sick or disabled. ONS Annual Population Survey (APS) statistics for July 2023 to June 2024 estimate that 32.0% of inactive people in Scotland were inactive due to being long-term sick or disabled. The second most common reason for being economically inactive was being a student (24.6%), followed by looking after family/home (16.1%) then retired (14.5%).

The Scottish Government’s latest Scottish Economic Insights report, Overview - Scottish economic insights: October 2024 - gov.scot (www.gov.scot) published on 18 October 2024, provided an illustrative example of how an increase in economic activity of individuals aged 16+ could impact the economy. It found that even a relatively small increase of 0.25 percentage points in the economic activity rate could boost GDP in the long-term by around 0.1%, or around £180 million a year (in 2024-25 prices).

Economic inactivity due to ill health is a key concern of the Scottish Government and as outlined in the Scottish Government’s Programme for Government, published in September 2024, we are taking action to help people access and stay in the labour market.

To address inactivity, it is essential to support those who are currently inactive – not in paid work and not actively looking for work – through employability and other interventions that seek to support a return to the labour market, and also provide preventative in-work support, for instance through occupational health services and retraining/upskilling, which reduces the likelihood of people becoming economically inactive.

No One Left Behind is our shared approach to delivering an all-age, place-based, person-centred model of employability support in Scotland. Our Employability Strategic Plan, published in September, sets out our vision to deliver an employability system that tackles inequalities in Scotland’s labour market, creating a responsive and aligned approach that helps people of all ages who face the greatest barriers to progress towards, into and to sustain work.

Drivers of inactivity are diverse, with evidence indicating a rise in physical and mental health conditions in all inactive people in recent years. Our Programme for Government commits to support those already in work, help more people back into work by improving access to health and work services by April 2025 and introducing enhanced specialist support for disabled people across all 32 local authorities by Summer 2025. The Programme for Government also ensures access to funded early learning and childcare, demand-led employability support to parents and carers, and improves careers support for carers.

We are also considering what additional actions can be taken across employability, health and local service delivery through the development of a health and work action plan, in partnership with Public Health Scotland (PHS) and employers.

The Scottish Government recognises the importance of reducing violence against employees of bodies delivering public services. In addition to work undertaken by public bodies themselves, we are currently working on a range of targeted initiatives including:

• Invested over £4 million in the delivery and implementation of the Violence Prevention Framework, including supporting the Mentors in Violence Prevention school-based programme.
• Published a joint action plan with COSLA to tackle violence towards staff in educational establishments.
• Co-chairing Your Safety Matters (YSM) External Partners Group (EPG).
• Promoting the Equally Safe at Work (ESAW) employer accreditation programme.

It is the responsibility of individual public bodies to ensure they have procedures in place for the recording of violent incidents and policies for staff welfare. The Scottish Government would strongly encourage staff to report all instances of violent and aggressive behaviour through their local reporting systems. If it is a serious incident, we expect employers to fully support staff in escalating issues to Police Scotland as quickly as possible.

It is important for public bodies to capture data on protected characteristics when staff report instances of violence. This kind of data will help inform targeted interventions on a national and local level.

Schools and education authorities should ensure any allegations of racism are investigated fully and any necessary action taken.

A consistent and uniform approach to recording and monitoring incidents of bullying in schools was introduced in 2019. The Bullying and Equalities Module on SEEMiS, the school’s management information system, was updated to reflect the new approach. The Bullying and Equalities Module should not be interpreted as being focused solely on bullying; it is designed to capture a range of behaviours related to equalities and includes ‘Racism or racist incident’ as a category.

Our work on Racism and Racist Incidents, which is part of the Anti-Racism in Education Programme, alongside work to refresh Respect for All, the national anti-bullying guidance, will provide further guidance for schools on recording and monitoring racist incidents and instances of prejudiced-based bullying.

As part of the Anti-Racism in Education Programme - gov.scot (www.gov.scot), the Scottish Government has established the Racism and Racist Incidents (RRI) workstream. This workstream is focussed on developing support for schools and school staff to improve understanding of racism and to ensure that these issues are properly identified and addressed.

The RRI workstream is currently developing practical guidance for schools to support them to respond to racism and racist incidents, including strengthening approaches to recording and monitoring.

It is anticipated this guidance will be published in Spring 2025.

In February 2023, Education Scotland published the report of its thematic review on approaches to recording and monitoring of bullying incidents in schools. This report can be accessed at: Approaches to recording and monitoring incidents of bullying in schools (education.gov.scot).

In January 2024 Education Scotland published an online resource following a second phase of its thematic review, which looked at good practice in preventing and responding to bullying behaviour. This resource includes examples of schools responding to increases in prejudice-based behaviours. The findings from the thematic inspection are informing the work of the Racism and Racist Incidents workstream. This includes the development of resources which are focused on preventing and responding to racism and racist incidents, including strengthening approaches to recording and monitoring, and developing guidance on a whole-school approach to anti-racism.

Children and young people should feel happy, safe, respected and included in the learning environment and all staff should be proactive in promoting positive relationships and behaviour in the classroom, playground, and wider learning community.

It is for teachers, head teachers and other professional educational practitioners to decide the development and implementation of the curriculum within the overall framework. Schools are encouraged to work closely with parents and carers on the development and delivery of learning and teaching.

Guidance is, however, made available on health and wellbeing, such as relationships, sexual health and parenthood education, and is updated regularly. The Racism and Racist Incidents Sub-group of the Anti-Racism in Education Programme is currently developing guidance on a whole-school approach to preventing and responding to racism and racist incidents in schools, including how to engage with children and young people.

As part of the Scottish Government’s commitment to embedding the Breaking the Mould anti-racism curriculum principles, we have funded development of new online anti-racism in education resources, antiracisted.scot published last month. Personal and Social Education was identified as the priority for curriculum development by children and young people that were part of the Anti-Racism in Education Programme and this was selected as the first topic for focus. The resources were created by the Development Education Centres in collaboration with a range of different voices and perspectives. The voices of learners from St Euan’s Primary School in Clydebank and Drumchapel Hight School in Glasgow are reflected in the animations as well as other areas of the resource.
