The Scottish Government has no current plans to introduce a moratorium on battery energy storage system developments. There is a statutory structure that must be followed for all decision-making. Where new development proposals come forward, each application must be considered on its individual merits.

Where the Scottish Fire and Rescue Service (SFRS) receive information about a proposed BESS site they refer those duty holders (site operators) responsible for the plant to the National Fire Chief Council's (NFCC) Grid Scale Planning Guidance for FRS. These guidelines detail, amongst other elements, minimum standards for fire safety systems and design features, water requirements for firefighting, and access requirements.

BESS sites also fall under special fire precautions which are regulated by the Health and Safety Executive under the Health and Safety at Work Act 1974 due to the equipment used to collect, store and release electricity as required.

Local authorities oversee the delivery of education and have a statutory duty to identify, provide for, and to review the support that they provide for pupils with additional support needs, including more able pupils.

The Single Building Assessment (SBA) is a comprehensive evaluation designed to assess fire safety risks associated with external wall systems in Scottish buildings. However, specific definitions for the terms (a) development, (b) building, and (c) stairs within the context of the SBA are not explicitly detailed in the definitions of the Housing Cladding Remediation (Scotland) Act 2025.

Development: The term development is not specifically defined within the SBA. Generally, in Scottish planning context, development refers to the carrying out of building, engineering, mining, or other operations in, on, over, or under land, or the making of any material change in the use of any buildings or other land.

Building: While the SBA specification does not provide a specific definition of building, it refers to in-scope buildings as those eligible for assessment under the programme.

The Cladding Remediation Programme aims to address risks in domestic multi-residential buildings that meet the following criteria:

• have at least one flat
• Have cladding
• are 11 meters or more in height
• were either
  • constructed between 1 June 1992 and 1 June 2022
  • developed between 1 June 1992 and 1 June 2022

Stairs: The term stairs is not explicitly defined in the SBA-related documents. In general construction terminology, stairs refer to a set of steps leading from one floor of a building to another.

Public Health Scotland (PHS) publishes statistics on the length of time patients wait to be seen as a new outpatient or admitted for treatment as an inpatient or day case in the Stage of Treatment (SoT) publication. The latest publication release contains data up to quarter ending 31 December 2024.

Table 1 presents the latest available statistics on the total number of attendances and admissions for patients who had waited over a year (52 weeks) as a new outpatient or an inpatient or day case. The following data are presented at NHS Scotland level for all specialties, broken down by calendar year and split by new outpatient and inpatient or day case.

Some Health Boards are already delivering additional activity 7 days a week, 12 hours a day, to help people get diagnostic tests they need. Since 2021, we have provided three permanent CT scanners to support core diagnostic imaging capacity within Boards, including a mobile CT pod which is deployed flexibly to Boards that require additional capacity. In addition, four further mobile CTs and thirteen mobile MRI scanners are being used across multiple NHS Boards to provide additional capacity.

Additional funding provided through the £200 million investment contained in the Budget to reduce waiting times and improve flow through hospital, will support further reductions to the radiology backlog so that 95% of referrals are seen within six weeks by March 2026.

There is currently no digital outpatient system in development at a national level, although the online app for health & social care, which is being developed as part of our Digital Front Door Programme, will provide digital access to outpatient appointments. Transport Scotland and our operating company BEAR Scotland have held discussions with various local stakeholders regarding the A84 Teith Bridge and options for active travel improvement between Doune and Deanston. Transport Scotland is working closely with Stirling Council in regard to this matter.

Consideration has been given to widening the existing bridge. The existing structure is Category A listed, therefore options to widen the bridge or construct a new facility immediately adjacent to it cannot be taken forward. In addition, there would be a need to realign and widen the A84 and acquire land. The limited width on the bridge deck and the inability to widen the bridge means that any improvement to the active travel infrastructure must be either a new structure further away from the existing bridge, or restrictions to vehicular space on the existing bridge.

Restrictions to vehicular space will impact the movement of vehicles across the bridge introducing queuing and delay, including to public transport services. To assess the impacts of this, a vehicular traffic modelling exercise was undertaken considering the viability and merits of potentially introducing permanent traffic signals. The detailed traffic modelling simulates the operation of vehicles in one direction at a time across Teith Bridge with traffic signals on both north and southbound approaches. This would allow the vehicular space on the bridge to be reduced to a single lane and give more space for wider footways. A pedestrian phase in the signals would allow active travel users to cross the A84 on the south side of the bridge.

Two options have been modelled. The first used traffic signals to control vehicles on the A84 in one direction at a time across the bridge. A second option incorporated the adjacent B8032 into the traffic signals. This improves access and egress to and from the local road, however increases delay for traffic on the A84. Both options included the pedestrian phase for crossing the bridge. Traffic survey data was gathered in early 2024 to inform the modelling. To simulate peak visitor times and future years, appropriate factors based on existing and historical traffic data were applied to test a range of scenarios.

The exercise was completed in January 2025, ahead of schedule. The modelling showed that the three way operation incorporating the B8032 would result in unacceptable levels of delay and queuing. A simple vehicular shuttle operation on the bridge may operate with acceptable levels of delay and queuing for vehicles including in average traffic conditions in the summer. However, the modelling indicates that in the peak hours in the summer and easter periods there may be longer delays to vehicles which may not be acceptable. As a result, further investigation is required.

Transport Scotland and BEAR have shared the results of the modelling with Stirling Council and met with them to discuss it. Stirling Council has requested that a live exercise be undertaken to directly investigate the impact on delays to vehicular traffic.

Taking account of the requirements of all modes of travel, including public transport services, it is recognised that the best form of improvement may not be amendment to the trunk road and the existing bridge, or that these may only be a temporary measure. It may be more practical and effective to create an entirely new, offline facility. The results of the traffic modelling exercise will help to inform this. Alternative options would lie outwith the trunk road and therefore outwith the responsibility of Transport Scotland. Progression of these would be the responsibility of Stirling Council or the Regional Transport Partnership to take forward, and Transport Scotland has suggested that the Council continue to appraise the best means of active travel connection between the two communities.

Discussions are underway in Transport Scotland to establish the potential for bringing forward the live exercise, however this will be subject to available budgets and the prioritisation of active travel schemes across the country. Should it be possible to undertake the trial, following this, further discussions will be held with stakeholders, including Stirling Council, and a decision on any further steps balancing the needs of the users of all modes of travel will be made.

The Scottish Government has no role in the design or regulation of electricity infrastructure, aside from its statutory planning and consenting processes.

The electricity network in Scotland is physically and economically integrated with the rest of Great Britain. Supply and demand across the network needs to be carefully balanced.

Independent analysis commissioned by the National Energy System Operator (NESO) indicates that by 2035 their recommendations for a decarbonised electricity system could add up to £15 billion each year to the UK economy and support an average of 20,000 jobs each year. It is estimated that a third of these benefits are likely to be in Scotland, contributing £5.2 billion to our economy and supporting over 6,000 jobs per year.

I have asked Alison Byrne, Chief Executive of NRS to respond. Her response is the National Population Projections (NPPs) for Scotland are produced by the Office for National Statistics (ONS) on behalf of National Records of Scotland (NRS). They are based on assumptions about future levels of fertility, mortality and migration. The latest set are 2022-based and were published on 28 January. Projections are typically produced every 2 years.

The assumptions are developed by analysing trends in past and current data and taking into account advice from NPP Expert Advisory Panels, devolved administrations and, in the case of mortality assumptions, the Government Actuary’s Department (GAD).

The ONS produce a principal projection and a number of variant projections based on alternative assumptions. The information referred to below relates to the principal projection. Equivalent information for variant projections is also available from the ONS website.

The Total Fertility Rate (TFR) is the average number of children that a group of women would expect to have if they experienced the observed age specific fertility rates in each of their childbearing years. Projected total fertility rates (TFR) can be found in Table 1 of the Scotland summary tables. Between 2025 and 2075 these are projected to vary between 1.26 and 1.29. This compares to a TFR of 1.30 in 2023.

The same table also provides figures for Expectation of Life at Birth (EOLB) which are based on assumed projected mortality rates. EOLB is projected to rise to 83.3 years for males and 86.6 years for females by 2075. The more detailed information on the projected mortality rates on which these are based can be found in the mortality assumptions sheet within the machine readable dataset.

Projected mortality rates are based on an assumed long-term rate of annual mortality improvement in 2047 of 1.1% for ages 0 to 90 years. Mortality rates are assumed to converge to this long-term level of improvement over the first 25 years of the projection.

The Scottish Government has no powers to influence grid management in Scotland as legislation and regulations relating to gas and electricity networks are reserved to the UK Government. The independent system operator, National Energy System Operator (NESO), is responsible for strategic planning and the day-to-day operation to balance the supply and demand of the electricity network, working with all network companies across Great Britain.

Where new energy developments come forward, applications are subject to site-specific assessments by the decision maker. Our Fourth National Planning Framework (NPF4) policy 11 (energy) requires that project design and mitigation demonstrate how impacts on communities, landscape, biodiversity and other receptors, including cumulative impacts, are addressed. It also encourages development to maximise net economic impact, including local and community socio-economic benefits.

When an application is ready to be determined, the Scottish Ministers will consider all relevant material available to them before making any decision on an application. The merits of each proposal are considered on a case-by-case basis, and a careful balance must be struck between the potential impacts of the proposed development and the associated environmental, economic, renewable energy and climate change benefits.
